Early Learning and Child Care in Peel:
Business Planning Information Session for Non-Profit Boards

Question/Comment

The funding streams seem to place a focus on the assumption that children will be leaving child care for Full-Day Kindergarten (FDK). Are there alternatives to help centres who want to continue to offer JK/SK programs to cater to those families who choose to keep their children in child care and not enrol in FDK?

Response

1. Repairs and Maintenance funding is available to all centres (non-profit and commercial) serving all age groups (ages 0 to 12 years). There is no priority in this funding stream for centres currently serving or transitioning to serve children aged 0 to 3.8 years.
2. Play Based Materials and Equipment funding is also available to all child care agencies serving all age groups aged 0 - 12 years.

Question/Comment

Question for the Ministry of Education (EDU): Could the Day Nurseries Act (DNA) be amended to lower the age requirement to enrol in toddler programs? This would allow centres to enhance their viability by catering to parents returning from parental leave and searching for child care.

Response

Isilda Kucherenko (EDU): Ministry staff are currently examining ways to amend the DNA. A lot of work is happening in this regard. Feedback will be taken back to be considered. Updates will be provided at a later date as to next steps or future announcements.

Is there a maximum amount of funding that can be given to one agency or centre?

Response

The maximum amount of funding for each funding stream is as follows:

  • Capital Retrofits: $50,000 per site
  • Transformation Expense: Up to $6,500 per amalgamation to support legal costs for two or more operators that are amalgamating.
  • Business Planning Costs: Up to $3,000 per operator
  • Technology upgrade costs: Up to $1,000 per centre or PHDC agency to cover costs that facilitate internet connectivity for business purposes and/or play based material and equipment
  • All other funding streams do not have individual limits.

Regional staff will determine funding amounts based on the number and type of applications received.

Is capital retrofits funding available to only those centres transitioning to serve children aged 0 to 3.8 years?

Response

Yes. Capital retrofits funding is one-time funding available to non-profit agencies interested in renovating or retrofitting their centres to serve younger children with the implementation of Full-Day Kindergarten (FDK).

Can a centre or agency apply to all funding streams?

Response

Yes. A non-profit agency can apply to all four (4) funding streams.


Question/Comment

Is there an amount that has been attributed historically to the Repairs and Maintenance funding stream (previously known as Health and Safety)?

Response

No. Prior to the new funding formula, the Region of Peel did not receive ongoing funding for Health and Safety.


Question/Comment

Our centre would like to install intercoms and security cameras for safety and security concerns. Is this considered part of the Repairs and Maintenance funding stream?

Response

Intercoms and security cameras are not requirements of the Day Nurseries Act, so they would not be considered Repairs and Maintenance funding. Submit a business proposal with rationale for the request, and the Region will prioritize all requests received.

Is there any flexibility with the May 31st, 2013 deadline?

Response

May 31st is the deadline for applications. The deadline for Capital Retrofit proposals is June 14th, 2013.

Are heating and cooling systems eligible expenses for Repairs and Maintenance funding stream?

Response

Yes, Heating and Cooling Systems are included as eligible expenses in the Repairs and Maintenance funding stream.


Question/Comment

Can you explain more about the one-time reimbursement of legal fees associated with the Transformation funding stream?

Response

The reimbursement of legal fees is only in relation to mergers of child care centres.


Question/Comment

Our centre is still in the process of completing some minor capital projects from last year. Are we still able to apply for new Capital Retrofits funding stream?

Response

Yes. Funds, however, will not be released for the new Capital Retrofits project until projects from last year have been completed and supporting documents have been received.


Question/Comment

Our Centre recently moved to Play Based learning and we want to acquire more open-ended materials and install more natural materials in our playgrounds.

Response

The Play-Based Materials and Equipment funding stream covers the costs for materials that support children’s active exploration and learning through play. Materials and equipment can be purchased for children ages 0-12 years.

Playground renovations would be considered under the Capital Retrofits funding stream and not the Play-Based Material and Equipment funding stream.

Buckets, shovels and watering cans, etc., would be considered Play-Based Material and Equipment funding stream.

Is French language data available on the Peel Data Centre Internet site?

Response

Yes. There is currently a new section of the Peel Data Centre in relation to ‘Language’. This section of the Internet site can be accessed on the home page of the Peel Data Centre website (http://www.peelregion.ca/planning/pdc/).
