A very important consideration regarding performance
measures is that meaningful inter-municipal
comparisons must be made cautiously while taking
into account several legitimate factors such
as service responsibility, population density,
geography, council decisions affecting service
levels, etc. For this reason, the Region favours
self-comparison to understand its performance over time and to determine where
improvement may be needed.
