AND WHEREAS the Council of the Regional Corporation has by Resolution 90-309 on the 12th July, 1990, authorized the construction of the works pursuant to the Local Improvement Act, R.S.O. 1990, Chapter L.26, as amended, under Project 90-2030, at a total estimated cost of $170,000.00;

NOW THEREFORE the Council of the Regional Corporation enacts as follows:

1. That the Regional Corporation shall construct the works at a total estimated cost of $170,000.00.

2. The Commissioner of Public Works or the Regional Corporation's consulting engineer shall take such action as may be necessary for the preparation of a contract or contracts for the execution of the Works under their supervision.

3. That the total cost of the works, being estimated at $170,000.00 shall be financed as follows:

a) The amount of $119,400.00, being the Regional Corporation's share of the total cost of the works, shall be financed entirely by the Regional Corporation.

b)The amount of $38,100.00, being the owners' share of the total cost of the construction of the works, shall be recovered by a means of a special rate assessed against the owners of the properties abutting the works at a rate of $125.00 per metre of assessable frontage which rate with interest thereon at 11% per annum for fifteen (15) years shall be payable in (15) equal installments of $17.38 per metre of assessable frontage.

c) The amount of $12,500.00, being the owners' cost of residential private drain connections, shall be recovered by means of a special rate assessed against the owners of the properties abutting the works at a rate of $1,250.00 per residential private drain connection to each individual property, which rate with interest thereon at 11% per annum for fifteen (15) years shall be payable in fifteen (15) equal installments of $173.83 per residential private drain connection.

(d) If any further connections to an individual property are requested by an owner, these will be at actual cost with full payment to be made in advance of installation.

4. That any person whose lot is specially assessed may commute for payment in cash the special rate imposed thereon, by paying the portion of the cost of the construction assessed upon such land without interest forthwith within a time specified by the Regional Corporation before the special assessment roll or rolls have been certified by the Regional Clerk.
