Chairman R. F. Bean called the meeting of the Council of the Regional Municipality of Peel to order at 1.40 p.m.

Councillor H. Kennedy recited the prayer. All members were present except Councillor Hunter who arrived at 2:00 p.m. and Councillor Marland who was absent due to other municipal business.

DELEGATIONS

a) Mrs. P. Saito appeared regarding the installation of traffic signals at the intersection of Derry Road and Shelter Bay Road.

That traffic signals be installed at the intersection of Derry Road West and Shelter Bay Road in the City of Mississauga as soon as possible to be financed through increased contribution from current capital with funding from contingency;

And further, that the necessary by-law be presented to amend By-law Number 200-78 to authorize the installation of four-way stop signs at the intersection of Derry Road and Shelter Bay Road.

b) Mrs. J. Craig addressed Council concerning the water quality and quantity in the Mono Mills area and also distributed a copy of her presentation.

RECOMMENDATION PW-119-80:

That the Chairman and Clerk be authorized to execute the Agreement between the Regional Municipality of Peel and Thorco Manufacturing Limited, wherein Thorco agrees not to oppose or claim damages against the Region at such time as a centre median is constructed on Steeles Avenue;

And further, that Council authorize the Chairman and Clerk to execute on behalf of the Region, all future "Access Control Agreements" and that the necessary by-law be presented to amend the routine document by-law to include this authorization.

That the Region of Peel offer no objection to the proposal of the City of Brampton to close that part of Cassander Crescent, according to a plan of subdivision registered in the Land Titles Division of Peel (Number 43) as Number M-109, designated as Part 1 on a reference plan in the said Registry office as Number 43R-8013.

(2) South east corner of Dixie Road at Matheson Boulevard;

(3) North west corner of Dixie Road at Aimco Boulevard.

That approval be granted to the City of Brampton to construct a sidewalk on the east side of Dixie Road from plus or minus 90 m (300 feet) north of Clark Boulevard to plus or minus 51 m (170 feet) north of Clark Boulevard.

This recommendation was amended to read:

"That in regard to the City of Brampton's request for the assumption of certain roads by the Region -

a) Kennedy Road between Steeles Avenue and Queen Street be assumed as a Regional Road as of January 1, 1981;

b) Winston Churchill Boulevard between Steeles Avenue and the South City of Brampton Boundary (centre line of Highway 401) be assumed as a Regional Road as of January 1, 1981, subject to the approval of the Region of Halton.

And further, that the assumption by the Region of Peel of Number 10 Sideroad (Bovaird Drive) between Heart Lake Road and Airport Road be referred to the City of Brampton for a report to Regional Council."

RECOMMENDATION PW-127-80:

That the quotation received from Gendrain Construction in the amount of $10,695.60 for the construction of a 200 mm (8 inch) watermain on Stanley Carberry Drive (Project 80-1110) be accepted conditional on Ontario Municipal Board approval of debt requirements;

And further, that additional funds in the amount of $8,600.00 be provided from the 1980 Capital Budget item for Miscellaneous Local Improvements 80-1100 to be financed by debentures;

And further, that By-law Number 104-80 be repealed and a replacement bylaw presented to Council to authorize the construction of the said watermain at a revised estimated cost of $18,600.00;

And further, that the Chairman and Clerk be authorized to apply to the Ontario Municipal Board for approval of the revised cost estimate;

And further, that the necessary purchase order be issued to Gendrain Construction Limited on receipt of Ontario Municipal Board approval.

RECOMMENDATION PW-128-80:

That the 900 mm (36 inch) watermain on Second Line East be extended northerly from the present end of (Project 90483-801521) a distance of 352 m (1,150 feet) more or less to the proposed Midway Boulevard (Project 90483-801522), at an estimated cost of $90,000.00 subject to receipt of a cash contribution in the amount of $41,624.70 from Gedalia Properties Limited;

And further, that the sum of $13,639.30 be transferred from the 1980 Miscellaneous Construction (Project Number 90483-801200) to the 900 mm (36 inch) watermain works on Second Line East, Mississauga (Project Number 90483-801522) to be financed by Capital Development Funds;

And further, that the Commissioner of Public Works be authorized to extend Westwood Drain's contract with the Region to cover these additional works at Westwood Drain's original tendered prices;

And further, that By-laws Number 81-79 and 94-80 be repealed;

And further, that the necessary replacement by-law be presented to Council to authorize a gross cost of $575,000.00 to be financed as follows:

RECOMMENDATION PW-129-80:

That the Region construct a 300 mm (12 inch) watermain on King Street East from James Street to Humberlea Road, a total distance of 95 m (310 feet) more or less (Project 80-1630) at an estimated cost of $36,000.00;

And further, that the necessary funds be provided from the 1980 Capital Budget Item for Miscellaneous Construction (Project 80-1200) to be financed by debentures under Ontario Municipal Board Order Number E80391;

And further, that the necessary by-law be presented to Council to authorize the works.

RECOMMENDATION PW-130-80:

That the Region of Peel construct a 50 mm water service to the property of Mr. K. Eng located in Lot 34, Concession 11, Town of Vaughan, at the applicant's expense, subject to:

(a) Mr. K. Eng making application and agreeing to observe the statutes, by-laws, rules and regulations of the Region of Peel which now or hereafter may be in force until such time as the Town of Vaughan has its own water supply in this area;

(b) The Town of Vaughan confirming by Council resolution that they are in agreement with the Region of Peel providing water service to Mr. K. Eng as required under Section 11 of the Public Utilities Act.

RECOMMENDATION PW-131-80:

That the Caledon East Drainage Study as prepared by F. J. Reinders and Associates be received;

And further, that they be engaged to finalize the design, the preparation of contract plans and documents and any other investigation required for a future tender call for a storm sewer system in Caledon East, at an estimated cost of $10,000.00.

Mr. Stenson of Sheridan Nurseries addressed Council on Recommendation PW-132-80.

RECOMMENDATION PW-132-80:

That the necessary by-law be presented to amend the Consolidated Traffic By-law Number 200-78 to prohibit truck traffic between the hours of 7 p.m. to 7 a.m. on Winston Churchill Boulevard from Highway 2 (Lakeshore Road) to Highway 5 (Dundas Street);

And further, that this prohibition be reviewed in one year's time.

Staff were requested to report on the origins of truck traffic in this area and the feasibility of granting a permit to Sheridan Nurseries for vehicles to travel Winston Churchill Boulevard despite the truck traffic restriction.

RECOMMENDATION PW-133-80:

That staff be directed to reduce the waterbills for residents of Mono Mills, based on an average rate of consumption, for the period during which water usage in the area is restricted;

And further, that staff investigate the possibility of installing a temporary water tank to serve the residents. This matter was dealt with under Resolution 80-562.

RECOMMENDATION PW-134-80:

That the report of the Commissioner of Public Works dated October 2, 1980 regarding municipal wells in Mono Mills be forwarded to the Town of Caledon for information.

That the Ministry of Transportation and Communications be requested to allow the signing of Regional Roads in Peel by name only, rather than including signs indicating the Road System numbers.

RECOMMENDATION P-105-80:

That Regional Council draft approve Plan of Subdivision 21T-79054M by J. K. McLennan Developments Limited with respect to lands situated north of Eglinton Avenue and east of Dixie Road in the City of Mississauga subject to the conditions contained in Schedule "C" attached to the report of the Commissioner of Planning dated September 3, 1980, and that the Regional Chairman be authorized to sign the plan;

And further, that a copy of the report of the Commissioner of Planning dated September 3, 1980 on Plan of Subdivision 21T-79054M be forwarded to the Ministry of Housing, the City of Mississauga and to Underwood McLennan (1977) Limited for information.

And further, that a copy of the report of the Commissioner of Planning dated September 26, 1980, be forwarded to the Ministry of Housing and the City of Mississauga for their information.

RECOMMENDATION P-111-80:

That Regional Council authorize submission and the continued processing of a Plan of Subdivision for the Region's lands adjacent to the Provincial Court House to registration, while retaining the option to negotiate the acquisition of a commercial site with Highway 10 frontage, with such negotiations only taking place after registration;

And further, that Regional Council authorize the staff to submit a formal application to subdivide the Regional land adjacent to the Court House on Highway 10 in general conformity with the preliminary draft plan shown on Schedule "B", attached to the report of the Commissioner of Planning dated August 26, 1980;

And further, that the Regional staff be authorized to continue to process this Plan of Subdivision with the City of Brampton and to negotiate with the landowners in the Fletchers Creek Area to equalize the burden of providing the community facilities on a "fair share" basis;

And further, that the staff be authorized to obtain the Ontario Municipal Board approval for the financing of the servicing and development costs of the Regional lands;

And further, that staff be authorized to initiate negotiations with the property owners adjacent to the Regional lands for the extra cost of servicing required to accommodate the lands to the south of the Region's land;

And further, that the staff report periodically to Council on the progress of the subdivision processing and any other related matters;

And further, that the reports of the Commissioner of Planning dated August 26, 1980 and September 26, 1980, be forwarded to the City of Brampton and the Court House Group for information.

That any preliminary recommendations to be considered by the Great Lakes/Seaway Task Force which might have an impact on the Mississauga Waterfront be referred to the Region of Peel, the City of Mississauga and the Credit Valley Conservation Authority in order that an opportunity is provided to comment on such recommendations prior to their formal adoption by the Task Force;

And further, that the Region of Peel submit copies of the report of the Commissioner of Planning on the Great Lakes/Seaway Task Force dated September 30, 1980 to the City of Mississauga, the Credit Valley Conservation Authority and the Great Lakes/Seaway Task Force for their information.

AF-80-8 - ADMINISTRATION AND FINANCE meeting held October 7, 1980

RECOMMENDATION AF-61-80:

That Regional Council establish as its policy for considering applications from School Boards for the issue and sale of debentures on the credit of the Region the following:

Regional Council shall approve all School Boards' applications for long-term financing subject to written recommendation from Regional staff advising that such sums are requested by the School Board for permanent improvements as defined in The Education Act and that all necessary approvals and legal requirements have been or will be satisfied;

And further, that the Peel Board of Education and Dufferin-Peel Roman Catholic School Board, be so advised.

That Firstklass Products Incorporated be granted a lot levy refund for two units under Plan M-362 once confirmation is received of the lot numbers to be used to build these two houses and once Regional levies have been paid to the City of Mississauga.

That the six custodial persons presently employed at 10 Peel Centre Drive on an individual contract basis be taken on as permanent hourly non-union employees at their present rate of pay and that the incorporation of this group into the overall general classification of Region non-union employees be confirmed such that both the economic adjustment on June 1980 and the normal wage and benefit package apply.

And further, that the Region contribute $30,250.00 to Salpam Investments Limited as total payment of the Region's share of the cost of constructing the 411 m (1,350 feet) of 600 mm (24 inch) watermain on Rathburn Road from Mavis Road westly, in conjunction with Draft Plan of Subdivision 21T78007 upon preliminary acceptance of the watermain; that these funds are to be provided from a Letter of Credit in the amount of $40,000.00 provided by Taro Properties Incorporated, with the difference between the actual cost of construction and $40,000.00 to be refunded to Taro Properties Incorporated.

ENQUIRIES BY MEMBERS

1. Councillor Robertson requested a report on traffic safety at the intersection of Embleton Road and Winston Churchill Boulevard.

The Commissioner of Public Works stated that a report would be prepared.

2. Councillor McKechnie presented a letter from the Public Works department regarding the traffic signals at Steeles Avenue and the Bramalea GO Station and raised the question of whether or not the traffic signals could be placed in the flashing mode during the non-peak hours.

The Commissioner of Public Works indicated that a report would be prepared.

a) The Borough of Etobicoke with respect to the Shopping Centre proposals in the northern portion of the Borough- letter dated September 9, 1980.

And further, that the Council of the Regional Municipality of Peel as approving authority, approve an application to expropriate these lands, Project Number 90423-750762;

And further, that service and publication of notice of this application be in accordance with the requirements of The Expropriations Act;

And further, that the results of the notice, as aforesaid, including the recommendation of any necessary enquiry, be report to Council for its further determination.
