RECOMMENDATION GC-159-2002:
Whereas the week of October 1 to 7, 2002 is World Breastfeeding Week in Canada and breastfeeding is promoted by UNICEF, The World Health Organization (WHO), The World Alliance for Breastfeeding Action (WABA), Health Canada, Infant Feeding Action Coalition (INFACT Canada), and the Canadian Pediatric Society;
And whereas the health and developmental benefits of breastfeeding are many for both mothers and children;
And whereas the provincial goal of 50% of infants breastfeeding until six months of age has not yet been achieved in Peel;
And whereas many women need immediate community support and information to breastfeed successfully;
And whereas breastfeeding needs strong promotional and support strategies to counteract aggressive advertising of breast milk substitutes;

And whereas the Region of Peel's Child Care Centres offer children an inclusive learning environment where they develop intellectually by receiving a quality early childhood education;
And whereas access to and informed choices about child care allow parents to continue to work or increase skills through training and education;

And whereas, Regional Chair Emil Kolb for health reasons has been required to be absent from meetings of Regional Council since July 11, 2002;
And whereas, it is the wish of this Council that the office of Regional Chair Emil Kolb not be jeopardized due to his illness;
Therefore be it resolved, that Regional Chair Emil Kolb be authorized to be absent from meetings of Council for more than three successive months.

Seconded by Councillor Iannicca;That to permit draft approval of Plan of Subdivision No. 21T-95028B the Springdale Community Transportation Development Cap (the "Transportation Cap") be increased from 13,000 units to not more than 13,650 units conditional upon:
- Chinguacousy Farms Limited completing the property sale transaction with the Ministry of Transportation (MTO) for the lands necessary to provide for the extension of Highway 410 including the lands required for the construction of Sandalwood Parkway from Great Lakes Drive to Heart Lake Road (the "Sandalwood Extension");
- The completion of the construction of the intersection improvements at Sandalwood Parkway/Heart Lake Road, Heart Lake Road/Birchcliffe Drive, and at the Highway 410/Bovaird Drive northbound ramp, as described in the iTRANS summary of findings and recommendations as shown in Appendix IV; and
- The City of Brampton endorsing the increase in the Transportation Cap to not more than 13,650 units, and the commencement of construction of the Sandalwood Extension prior to building permits being issued within the Plan of Subdivision No. 21T-95028B;
And further, that the joint In Camera Report of the Commissioner of Planning and the Commissioner of Public Works, dated September 19, 2002, titled "Highway 410 Extension-Chinguacousy Farms", be made public and provided to the City of Brampton and the MTO, for consideration and to the City of Mississauga, and the Town of Caledon for information;
And further, that Chinguacousy Farms Limited be allocated no more than 650 units within this revised cap.
