Regional Chair Kolb congratulated former Regional Councillor Maja Prentice, Councillor Patricia Mullin and Councillor Paul Palleschi, who were each recognized by the Ministry of Municipal Affairs and Housing for their long service to the residents of the Region of Peel. Regional Chair Kolb acknowledged their contributions to Regional Council as well as their dedicated support to their cities and the residents of Peel.

a) Regional Chair Emil Kolb; David Szwarc, Chief Administrative Officer; Peel Regional Police Deputy Chief Paul Tetzlaff; Peel Region United Way Campaign Co-Chairs: Karen MacGougan and Joanne Pattison; and Peel Regional Police United Way Campaign Leads: Inspector Daryl Emilio, Inspector Sam Checchia and Sergeant Brad Davis, Presenting a Cheque for Funds Raised during the 2010 United Way Campaign to Shelley White, Chief Executive Officer of the United Way of Peel Region

Regional Chair Kolb advised that $510,985 was raised through the Region of Peel and Peel Regional Police combined employee United Way Campaigns and congratulated staff from both organizations for their hard work in raising money that is needed by many agencies throughout the Peel community.

David Szwarc, Chief Administrative Officer, noted that the Region of Peel employee campaign exceeded its goal of $325,000 by raising a total of $355,085 and highlighted some of the fundraising events that were held during the year including a golf tournament, and a Run, Walk, Roll event. He further acknowledged the contributions and participation by employees of the various unions within the Region of Peel. He extended his appreciation to Karen MacGougan and Joanne Pattison, campaign Co-Chairs and the union representatives on the employee campaign Committee.

Paul Tetzlaff, Deputy Chief, Peel Regional Police, noted that the Peel Regional Police employee United Way Campaign raised $155,900 and he extended his appreciation to the campaign Leads, Inspector Daryl Emilio, Inspector Sam Checchia and Sergeant Brad Davis.

Shelley White, Chief Executive Officer, United Way of Peel, extended her appreciation to the Region of Peel and Peel Regional Police, noting that the 2010 United Way of Peel Region campaign raised a total of $13,882,962, making it the most successful campaign to date. She stated that the leadership demonstrated through the Region of Peel and Peel Regional Police campaigns inspires others to participate and help support the Peel community.

b) Dr. Steve Lipinski, Dentist, Halton Peel Dentist Association, Reflecting on the Consideration of Stakeholders with Respect to the Dental Program for Low Income Seniors

Councillor McCallion arrived at 10:08 a.m.

Dr. Steve Lipinski, Dentist, Halton Peel Dentist Association, advised that the Halton Peel Dentist Association supports the Seniors’ Dental Program and would like the program to continue successfully however, the Association is concerned about potential program abuse and high administration costs which contribute to a long waiting list.

Councillor Moore placed a motion to refer the related staff report, Items Relation to Health – Item HE-A3, back to staff, to facilitate discussions with all stakeholders regarding concerns with the program. She noted that individual consultations were held prior to the implementation of the program and that the purpose of her referral motion is to allow all stakeholders to come together and discuss the identified issues.

Councillor Mullin expressed concern that the original intent of the Seniors’ Dental Program was for the budget to be capped and not subject to increases.

Councillor Miles noted that the responsibility for seniors’ dental care should reside with higher levels of government however, the Region of Peel wants to support all qualifying seniors to help protect their health.

Councillor Mahoney requested that she be included in the meetings with stakeholders, as a Mississauga representative.

Councillor McCallion stressed the importance of controlling program administration costs and suggested the province should be involved in the provision of such programs.

Councillor Iannicca noted that it is important to distinguish between seniors and seniors in need, given the finite resources of the Region of Peel that should be available to help those in true need.

Councillor Tovey arrived at 10:15 a.m.

Whereas, the Halton-Peel Boundary Area Transportation Study (HPBATS) identified the need for a North-South link;

And whereas, the first stage of the GTA West Environmental Assessment (EA) study recommends a combination of options 4-2 and 4-3 consistent with the HPBATS study corridor in northern Peel and Halton Regions;

And whereas, the provincial highway planning and design process can be lengthy;

And whereas, the Region of Peel, through Regional Official Plan Amendment Number 16 (ROPA 16), has designated a conceptual north-south corridor study area to be protected until an alignment is defined;

And whereas, it is unfair to landowners within the study area that may not end up as part of the corridor, to keep large amounts of land sterilized for a long period of time;

Therefore be it resolved, that the Region of Peel requests the Province of Ontario to move immediately to initiate Stage 2 of the GTA West Corridor Environmental Assessment (EA) Study to identify a specific highway corridor as soon as possible;

And further, that Halton and York Regions, also affected by this provincial Environmental Assessment (EA), be asked to endorse this recommendation.

Jin Wang, Project Coordinator, Ministry of Transportation Ontario (MTO), provided an overview of the two-stage Environmental Assessment process which includes the identification of need and multi-modal alternatives in the first phase and the identification of a route location for the new corridor in the second stage.

He advised that MTO is planning for additional transportation improvements that will be required to support future growth, through the development of a Transportation Development Strategy. Key elements of the strategy include optimizing the use of existing transportation infrastructure; supporting implementation of the transit initiatives in Metrolinx RTP and GO 2020; initiating a study to investigate inter-regional transit opportunities linking western urban centres; widening selected highways to provide additional capacity, including potential High Occupancy Vehicle lanes and; protecting and implementing a new transportation corridor from Highway 400 westerly to Highway 401, east of the Niagara Escarpment.

In response to a question from Councillor Whitehead, Jin Wang advised that the process to develop and build the corridor could take a minimum of 15 to 20 years.

Councillor Whitehead stressed the need for provincial support in identifying the location of the corridor and releasing lands that will not be required to enable the municipality to continue its planning processes.

Councillor McCallion congratulated the MTO for undertaking long range planning, but stated there is urgent need to address traffic congestion and the impact it will have on the economic future in the GTA.

Councillor Paterak requested that staff from MTO schedule a meeting with Regional staff to discuss the elimination of the roadway shown in the “Mayfield West cone” and incorporate it within the Dixie Road corridor.

Councillor Paterak further requested that staff from MTO present to a future meeting of Regional Council regarding the future plans for Highway 24.

Councillor Sanderson arrived at 10:45 a.m., due to other municipal business.

PW-B. TRANSPORTATION

PW-B1. GTA West Corridor Draft Transportation Development Strategy

Seconded by Councillor Starr;

That the Region of Peel comments on the GTA West Corridor Planning and Environmental Assessment Study’s Draft Transportation Development Strategy Report, attached as Appendix IV to the report of the Commissioner of Public Works, dated May 9, 2011, titled “GTA West Corridor Draft Transportation Development Strategy”, be endorsed;

And further, that a copy of the subject report be submitted to the Ontario Ministry of Transportation and the GTA West Corridor Planning and Environmental Assessment Study Project Team, to serve as the Region of Peel’s comments and input on the Draft Transportation Development Strategy Report;

And further, that the Regional Chair be authorized to meet with the Minister of Transportation Ontario, on behalf of Regional Council:

  • to discuss the Region’s interest in working with the Province to further our common objectives for the GTA West Corridor; and

  • to request approval to undertake and identify funding for Stage 2 of the GTA West Corridor Planning and Environmental Assessment Study so that this stage can be expedited;

And further, that a copy of the subject report be forwarded to the Cities of Brampton, Mississauga, Guelph and Vaughan, the Towns of Caledon and Halton Hills, the Regions of Halton and York and the County of Wellington, for information.

a) City of Mississauga, Ward 5 Vacancy

Seconded by Councillor Dale;

Whereas Section 258(1) of the Municipal Act, 2001, as amended, states that a member of the Assembly as provided in the Legislative Assembly Act or of the Senate or House of Commons is not eligible to hold office as a member of Council;

And whereas, Councillor Eve Adams, City of Mississauga, Ward 5, has been elected to the House of Commons of Canada;

And whereas, the City of Mississauga has provided to the Region of Peel a copy of City of Mississauga Resolution Number 0127-2011, in which the position of the Councillor of Ward 5 was declared vacant;

Therefore be it resolved, that the Regional Council seat of Councillor Eve Adams, Ward 5, City of Mississauga be declared vacant;

And further, that Councillor Adams be removed from the Board of Directors of the Peel Housing Corporation.

That the Contract (Document 2011-039P) for the provision of Commissioning Services for three Regional Affordable Housing Projects be awarded to Seawood Solutions and Services Inc. in the estimated amount of $315,410 (excluding applicable taxes), for a three year term from 2011 to 2014 in accordance with Purchasing By-law 63-2008;

And further, that authority be granted to the Director, Purchasing to extend the Contract for one optional 12 month period, subject to satisfactory quality, price and service provided;

And further, that authority be given to the Director, Purchasing to increase this contract where the actual requirements exceed the estimate due to unforeseen conditions, within the limit allowed by the approved project budget.

The Commissioner of Public Works was requested by Regional Chair Kolb to report to the June 9, 2011 Regional Council meeting with information related to how the realignment requested by the Toronto and Region Conservation Authority will impact the project financing.

Councillor Morrison inquired if tunnelling is cheaper than open cuts and questioned the difference between the two methods. The Commissioner of Public Works advised that generally, open cuts are cheaper however, staff tries to balance cost and environmental impact when determining the best method and he undertook to prepare a brief presentation for a future meeting of Regional Council.


MA-B. CHIEF FINANCIAL OFFICER AND CORPORATE SERVICES

MA-B1. OPP Detachment Capital Project Request for Additional Funding from Reserve

That the budget for Capital Project 09-5620 for the new OPP Detachment Facility be increased from $7,500,000 to $8,000,000 in order to cover increased architectural and construction costs as per the Town of Caledon Resolution Number 2011-172;

And further, that the $500,000 increase be financed from the OPP Facilities Reserve R0002 in the amount of $440,000 and from the OPP Development Charges Reserve R3575 in the amount of $60,000.

RECOMMENDATION WM-6-2011:

That the 121-litre recycling container and transparent plastic recycling bags continue to be accepted as part of the Region of Peel Recycling Program, supported by an enhanced communications campaign for the alternate recycling containers;

And further, that a targeted education campaign be launched to increase residents’ awareness how to properly prepare and set out recyclables for collection to reduce blue box generated litter;

And further, that staff report back to a future Waste Management Committee meeting with the results of the alternative collection systems to the standard blue box prior to the expiration of the current Waste Collection and Disposal Agreement;

And further, that staff be directed to consider the feasibility of using larger blue boxes as part of the review to expand the Blue Box Program that would include Numbers 1-7 plastics.

And further, that Capital Project 07-5050 for Snelgrove Housing Project, in the amount of $19,550,000 be increased by an additional $426,000, for a combined total budget amount of $19,976,000;

And further, that Capital Project 07-5045 for Royal Canadian Legion, in the amount of $40,710,000 be increased by an additional $5,331,000, for a combined total budget amount of $46,041,000;

And further, that the proposed financing plans for Capital Project 09-5032, 07-5050, and 07-5045 be approved, as detailed in the report of the Commissioner of Human Services, dated April 25, 2011 titled “Affordable Housing Program Update: Rental and Supportive Component”;

And further, that participation by the Region of Peel in the Canada-Ontario Affordable Housing Program Rental and Supportive Component be modified to include the reallocation of 25 units of Affordable Housing Program funding from the Royal Canadian Legion II Project, to the Royal Canadian Legion I Project and the reallocation of Affordable Housing Program funding for one unit to the Creditview and Eglinton Project;

And further, that $3.3 million be redeployed from Capital Project 10-5035, Villa Polonia, to Capital Project 07-5045 Royal Canadian Legion;
