C. APPROVAL OF AGENDA

RECOMMENDATION GC-113-2001:

That the agenda for the September 27, 2001, General Committee meeting be approved.

Councillor McCallion requested the Commissioner of Public Works report back to a future General Committee meeting on the issue of the Enviroganic Waste Diversion Partnership identified in the letter dated September 19, 2001 from the Town of Kirkland Lake.

Councillor McCallion requested that staff prepare a report on the security of Regional Facilities and Buildings, including Water and Sewage Facilities and report back to a future General Committee meeting.

Robert Cook, President and Blair McArthur, Executive Director, Ontario Waste Management Association (OWMA) presented concerns to Committee about the Region's Managed Competition process. They asked that the process be reviewed and modified and that the Region's bid for providing waste and haulage services for the Brampton and the Bolton Community Recycling Centres (CRC) be suspended and reviewed by an independent third party.

HO-A1. Bill 128 Regulations (Part V) Overview and Analysis of Their Implications

RECOMMENDATION GC-114-2001:

That Council authorize the Commissioner of Housing and Property to sign all necessary agreements with Housing Providers located in Peel's service area in accordance with the requirements of Bill 128;

And further, that a copy of the Commissioner of Housing and Property's report, dated September 11, 2001 and entitled "Bill 128 Regulations (Part V) Overview and Analysis of Their Implications," be forwarded to the Ministry of Municipal Affairs and Housing for information.

HO-A2. Proposed Peel Internal Review Process

RECOMMENDATION GC-115-2001:

That the review process as described in the report of the Commissioner of Housing and Property dated September 4, 2001, titled "Proposed Peel Internal Review Process", that was developed to comply with the Social Housing Reform Act (2000) and related Regulation be endorsed;

And further, that Resolution 2001-365 be repealed;

And further, that staff of the Housing and Property Department be directed to work with members of the Stakeholders Transition Advisory Committee (STAC) to establish an additional optional process, including a Peer Review Committee, and begin operation.

RECOMMENDATION GC-116-2001:

Whereas the Province of Ontario has introduced a Social Housing Reform Act Regulation requiring that an Internal Review be conducted by Service Managers in response to concerns raised by clients within 10 business days, and in some cases, 5 business days;

And whereas, the Region of Peel has experienced great value and success in having a customer-friendly, personal approach to dealing with client concerns;

And whereas, extensive staff resources are often required to fully research and review cases in order to provide clients with a fair and comprehensive resolution;

And whereas, this interactive approach will be negatively compromised by the time constraints imposed by the Regulation;

Therefore, be it resolved that the Premier of Ontario, Minister of Municipal Affairs and Housing, area MPPs be advised of Council's concern that the interests and quality of service currently received by our clients will be negatively impacted by this Regulation and that Cabinet be requested to amend the Regulation in this regard to permit Service Managers to design their own Internal Review processes.

RECOMMENDATION GC-117-2001:

That the Region of Peel and Peel Living secure the consulting services of Earth Tech Canada Inc. to develop an energy purchasing strategy for the Region at a cost of $130,400 excluding GST under project number 00-7050;

And further, that the required documents be executed by the Region's duly authorized signing officers.

HS-A1. Child Care Service Management Plan

HS-A2. One-Time Funding Allocation for Child Care Services

RECOMMENDATION GC-118-2001:

That Regional Council authorize the distribution of $839,750 gross, $83,150 net in one-time only funding to community child care agencies, including the Region of Peel: to address Health and Safety concerns; to provide curriculum support and classroom assistance; and to assist with the relocation of a resource centre, Child Development Resource Connection Peel (CDRCP);

And further, that $83,150 representing the Region's share of these expenditures be financed from the National Child Benefit account (CF10101-56110).

HS-A3. Amendments to Children's Services Service Agreement

RECOMMENDATION GC-119-2001:

That amendments and additions to the Children's Services Annual Service Agreement be approved as outlined in Appendix 1 of the report of the Commissioner (Interim) Social Services, dated August 27, 2001, titled "Amendments to Children's Services Service Agreement".


HS-B. Transhelp

HS-B1. Transhelp Eligibility

RECOMMENDATION GC-120-2001:

That Transhelp's current eligibility criteria and process be maintained.

The Commissioner of Social Services was requested to investigate the flexibility of the Transhelp eligibility criteria to accommodate Caledon residents who do not have access to Public Transit and advise Councillor Seglins accordingly.

HS-B2. Transhelp Updated Growth Plan

RECOMMENDATION GC-121-2001:

That the recommended action plan as outlined in the report of the Commissioner (Interim) Social Services, dated September 12, 2001, titled "Transhelp Updated Growth Plan" be adopted as a basis for budget planning for 2002-2004;

And further, that staff explore an alternative transportation program for dialysis patients, and report annually to Council on the progress of this initiative.

PW-A1. Local Improvement Project, Proposed Construction of a Watermain on Mayfield Road - Municipal Act, Project 01-1375 - Town of Caledon, Ward 5

RECOMMENDATION GC-123-2001:

That a 300mm (12 inch) diameter watermain be constructed on Mayfield Road from Coleraine Drive to House # 8602 Mayfield Road, a total distance of 485 metres (1455 feet), more or less, at a total estimated cost of $155,000 under Project 01-1375;

And further, that the cost share for the Mayfield Road watermain be financed from the Water Capital Financing Stabilization Reserve as follows:

Owners' Contribution $ 30,005

Region's Contribution $124,995

And further, that these actions will not affect the Region's debt capacity as this type of financing is considered "self liquidating" by the Province of Ontario;

And further, that the special assessment be based on a frontage rate of $164 per metre ($50 per foot) to a maximum of 61 metres per lot (200 feet per lot), and the special assessment be an annual waterworks rate payable over fifteen (15) years, plus imputed interest, as certified by the Treasurer;

And further that an annual waterworks rate, based on a frontage rate of $164 per metre ($50 per foot) to a maximum of 61 metres per lot (200 feet per lot), payable over fifteen (15) years, plus imputed interest, as certified by the Treasurer, be imposed as due and payable on lots for which a deferred benefit accrues as soon as an immediate benefit is delivered;

And further, that the property owners be given an opportunity to commute the special assessment by advance payment at any time during the fifteen (15) year period;

And further, that the necessary by-law be presented to Council authorizing the undertaking of the works and imposition of a waterworks rate under the Municipal Act;

And further, that Staff be authorized to directly negotiate a contract extension for the above-noted work with Clearway Construction Inc. who are completing watermain works on Mayfield Road and Coleraine Drive, adjacent to the above-noted section, under Project 01-1375;

And further, that the required documents be executed by the Region's duly authorized signing officers.

PW-A2. Queen Street East from Airport Road to Highway 50 Consultant Services for Detailed Design, Project Number 01-4030 - City of Brampton, Wards 7,8,9 and 11

RECOMMENDATION GC-124-2001:

That the consulting engineering firm of SNC-Lavalin Engineers and Constructors, be retained to provide detailed design services for the widening of Queen Street East from Airport Road to Highway 50 in the City of Brampton, at a total estimated cost of $585,000 (excluding GST), under Project 01-4030;

And further, that additional funding in the amount of $140,000 be allocated to Project 01-4030 from Capital Budget Item 01-4000, to be financed from the Capital Financing Stabilization Reserve;

And further, that authorities be given to increase/extend this contract for additional consulting services by 20% of the estimated fee for unforeseen works where the actual requirements exceed the estimates to the limits allowed by the Purchasing By-law;

And further, that the required documents be executed by the Region's duly authorized signing officers.

PW-B1. Agreement with the City of Toronto for the Utilization of their Disco Road Waste Transfer Station

RECOMMENDATION GC-125-2001:

That staff enter into negotiations with the City of Toronto for the short term use of the City of Toronto Disco Road Waste Transfer Station for the purpose of managing and transferring the Region of Peel's waste for haulage and final disposal;

And further, the required documents be executed by the Region's duly authorized signing officers.

PW-B2. Award of Tender Document 2001-193T for Waste and Recycling Haulage from Public Drop Off Depots

RECOMMENDATION GC-126-2001:

That the Commissioner of Public Works report to the October 4, 2001 Regional Council meeting regarding the tendering process of Tender Document 2001-193T including, but not limited to, the following:

  • Issues raised by Ontario Waste Management Association (OWMA) and Recycle Plus;
  • Detailed analysis of the Waste and Recycling Haulage contract;
  • Information regarding the 5% differential for Region bids;
  • Review of the Region's Managed Competition process; and
  • Information concerning the recent purchase of waste-related mobile trucks and bins

a. Waste Flow (Oral)
Presentation by Andrew Pollock, Director of Waste Management

Received

Andrew Pollock, Director of Waste Management provided members with information regarding the projected Waste Flow for the years 2001-2006.

In 2001, programs utilized to address Peel's Waste Management needs are:

Waste Management initiatives in 2002 are:

In the years 2003 to 2005 inclusive, the Region of Peel will open Community Recycling Centres (CRC) in:

Furthermore, a Region-wide 2 Bag Standard program concurrent with an Organic Waste Collection will be implemented in May 2005.

Staff are projecting that in the Cities of Mississauga and Brampton diversion programs will succeed by up to 57% and reduce disposal to an estimated 200,000 tonnes by 2006.

b. Second Quarter Update of Remaining Volumes at the Britannia Sanitary Landfill Site - April 1, 2001 to June 30, 2001

c. Operational and Enforcement Issues for the Three Bag Standard Program

Referred to Public Works

There is an estimated 10,300 street addresses with legally registered basement apartments in the Region of Peel. To address the waste disposal needs of these Accessory Dwelling Units (ADU) within the 3 Bag Standard program, stickers to identify these ADU household waste receptacles have been developed. The result would see homes with up to 6 approved waste receptacles, 3 from the homeowner and 3 from the ADU unit.

In addition, staff have identified approximately 250 multi-plexes, representing some 990 ADU units. Given that 250 addresses are negligible, staff recommended the noting of these locations by staff and recording of untagged receptacles.

Staff advised that addresses which are not considered under the ADU 3 Bag Standard program such as: homes businesses, professional, day-care centres, and rooming/boarding homes.

Subcommittee members raised concerns with the creation of exceptions to the 3 Bag Standard program and requested staff to review proposals further.

d. Peel Organics Composting Program (POCP) Composition Study

Received

Members were advised of a correction within the report of the Commissioner of Public Works, dated September 13, 2001, titled "Peel Organics Composting Program (POCP) Composition Study, page 2, section 1a), the last sentence of the paragraph should read as follows:

"The capture rate for compostables was 75% compared to capture rate of 84% for Grey Box Materials and 67% for Blue Box materials."

RECOMMENDATION EPSC-7-2001:

That staff report back to the Emergency and Protective Services Committee on the credibility of information on call volume provided by the Province, the financial impact to the Region of the subsequent adjustments to service and the impact of the delay in Emergency Room admissions at hospitals and the time paramedics are required to spend out of service in this regard.


d) Region of Peel Ambulance Fleet Maintenance Cost Summary

Councillor Prentice requested information on the qualifications of each respondent to the last tender of Ambulance Fleet Repair and Maintenance Services.

Provision of Private Ambulance Coverage Services

Councillor Seglins suggested that staff prepare a protocol for responding to requests for ambulance coverage at civic, charitable and non-profit events.


4. EMERGENCY PROGRAMS

a) Regional Fire Coordination

RECOMMENDATION EPSC-8-2001:

That Fire Chief Boyd Finger, Caledon Fire and Emergency Services be appointed Regional Fire Coordinator for the year 2001;

And further, that Fire Chief Verrall Clark, Brampton Fire and Emergency Services and Fire Chief Gary Morden, Mississauga Fire and Emergency Services be appointed Deputy Fire Coordinators for the year 2001;

And further, that Fire Chief Verrall Clark, Brampton Fire and Emergency Services be thanked for this efforts during 2000 in ensuring that the plans of the Fire Departments of the Region of Peel were fully coordinated.

And further, that in future years beginning in 2002, subject to any future Council decisions to the contrary, the position of Regional Fire Coordinator shall be rotated annually among the Chiefs of the Fire Services of Mississauga, Brampton and Caledon in that order beginning with the Fire Chief of Mississauga Fire and Emergency Services so that each office effective as of January of each year and ends on December 31 of the same year, without need of any further Council resolution or by by-law;

And further, that the two positions of Deputy Fire Coordinators be filled annually during the term of each Fire Coordinator by the Fire Chiefs of the are municipalities who are not holding the position of Fire Coordinator for that year without need of any further Council resolution or by-law.

J. Moore, General Manager, Ambulance and Emergency Programs, commended the Regional Fire Coordinators for the level of communication that was provided and his ongoing liaison with Regional staff during the September 11, 2001 tragedy in the United States.

b) Regional Emergency Measures Plan

RECOMMENDATION EPSC-9-2001:

That the Regional Municipality of Peel Emergency Measures Plan be revised as outlined in the report of the Commissioner of Corporate Services and Regional Solicitor dated August 29, 2001 and titled "Regional Emergency Measures Plan";

And further, that the necessary by-law be presented to Council enacting the revised Regional Municipality of Peel Emergency Measures Plan.

c) Emergency Communications Review
Presentation by R. K. Gillespie, Commissioner of Corporate Services and Regional Solicitor and J. Moore, General Manager, Ambulance and Emergency Programs

RECOMMENDATION EPSC-10-2001:

That the report of the Commissioner of Corporate Services and Regional Solicitor titled "Emergency Communications Review" dated August 28, 2001 be forwarded to the agencies that provide emergency communications for 9-1-1, Police, Fire and Ambulance for the Region of Peel for review and comment;

And further, that those agencies be requested to provide comment to the Emergency and Protective Services Committee on the findings included within the subject report by November 1, 2001.

5. POLICE SERVICES BOARD PROTOCOL

a) Police Services in Peel

RECOMMENDATION EPSC-11-2001:

That the report of the Commissioner of Corporate Services and Regional Solicitor titled "Police Services in Peel", dated August 30, 2001 be forwarded to the Peel Police Services Board for information;

And further, that the Peel Police Services Board be requested to advise the Emergency and Protective Services

MA-D1. Consideration of Tax Rebates for Royal Canadian Legions

RECOMMENDATION GC-128-2001:

That the Tax Rebate Program for Eligible Charities be amended for the 2001 and subsequent taxation years, so that eligible charities occupying commercial or industrial property be provided a tax rebate in the amount of 40% of the property taxes paid;

And further, that the necessary by-law be presented to Regional Council.

MA-D2. Document 2001 - 260P Enterprise Storage Solution

RECOMMENDATION GC-129-2001:

That EMC Corporation of Canada be awarded the contract for an Enterprise Storage Solution including three years support and maintenance for an estimated total dollar value of $1,532,296 excluding applicable taxes;

And further, that authorities be given to increase/extend this contract for additional requirements to a maximum of 20% to the lowest responsive and responsible Vendor for unforeseen work, where actual requirements exceed the estimates to the limits allowed by the Purchasing By-law;

And further, that subject to Purchasing By-law 50-96, the Manager of Purchasing be authorized to enter into direct negotiation with EMC Corporation of Canada for annual support and maintenance beyond the initial three year coverage for as long as the equipment is being utilized by the Region;

And further, that subject to Purchasing By-law 50-96, the Manager of Purchasing be authorized to purchase upgrade Components, as required, from EMC Corporation of Canada for as long as the equipment is being utilized by the Region.
