C. APPROVAL OF AGENDA

RECOMMENDATION GC-106-2007:

That the agenda for the May 3, 2007 General Committee meeting be amended to include a communication from the Federation of Canadian Municipalities (FCM) advising that the Region of Peel will hold a dedicated seat on the Board of Directors, to be dealt with under Items Related to Management;

And further, that the agenda for the May 3, 2007, General Committee meeting be amended to include a communication from the Commissioner of Planning regarding the assignment of responsibilities to the City of Mississauga under the Places to Grow Growth Plan, to be dealt with under Items Related to Planning;

And further, that the agenda for the May 3, 2007, General Committee meeting be amended to include a motion by Mayor Morrison regarding an amendment to the Official Plan with respect to proposed development on the west side of Highway 10 in the Mayfield West Study Area, as requested by the Town of Caledon, to be dealt with under Other Business;

And further, that the agenda for the May 3, 2007, General Committee meeting be approved, as amended.

RECOMMENDATION GC-107-2007:

That an agreement be entered into with the Ontario Ministry of Citizenship and Immigration for the Region of Peel to develop a municipal immigration web portal as part of the Ministry's Ontarioimmigration.ca initiative - "Connecting Newcomers to Canada" with Ontario municipalities;

And further, that the required documents be executed by the Regional Corporation's duly authorized signing officers;

And further, that Capital Project 07-0130, Immigration Web Portal in the amount of $400,917 be set up, fully financed from the Ministry of Citizenship funding.

RECOMMENDATION GC-108-2007:

That the 3038 Hurontario Public Health Clinic be named "The Fairview Public Health Clinic", once it relocates to 325 Central Parkway West, City of Mississauga.

RECOMMENDATION GC-109-2007:

That May 12, 2007 be proclaimed "Canada Health Day" in the Regional Municipality of Peel;

And further, that the staff in Public Health and Long-Term Care be commended for their dedication to providing health services to the public.

MA-A1. New Procedures for Nominations to the Association of Municipalities of Ontario (AMO) Board of Directors

RECOMMENDATION GC-110-2007:

Whereas, Mayor Marolyn Morrison currently represents Peel on the Regional and Single Tier Caucus of the Association of Municipalities of Ontario (AMO);

And whereas, Mayor Marolyn Morrison has indicated her interest in continuing to represent Peel on the Regional and Single Tier Caucus of AMO;

And whereas, amendments to the Association By-law regarding the election of the AMO Board of Directors require that qualified nominees submit a council resolution of support that specifies one of AMO's named caucuses, prior to close of nominations;

Therefore be it resolved, that Mayor Marolyn Morrison be nominated to the Regional and Single Tier Caucus for a term ending at the 2008 Annual General Meeting of AMO.

RECOMMENDATION PIC-1-2007:

That Councillor Parrish be appointed Chair of the Public Information Campaign Ad hoc Committee for a term ending October 10, 2007 or until a successor is appointed by Regional Council;

And further, that Councillor Sanderson be appointed Vice-Chair of the Public Information Campaign Ad hoc Committee for a term ending October 10, 2007 or until a successor is appointed by Regional Council.

MA-C1. Proposed Annexation of Certain Lands from the Region of Peel (City of Brampton) to the Region of York (City of Vaughan)

RECOMMENDATION GC-111-2007:

That a by-law indicating support of the proposed restructuring and annexation of lands by the City of Vaughan from the City of Brampton as considered at the joint public meeting held on January 18, 2007 at the Ebenezer Community Centre in Brampton, and as set out in Appendix II of the report of the Commissioner of Corporate Services and Regional Solicitor, dated April 19, 2007, titled "Proposed Annexation of Certain Lands from the Region of Peel (City of Brampton) to the Region of York (City of Vaughan)", be enacted;

And further, that a certified copy of the by-law be forwarded to the City of Vaughan to be included as part of the restructuring report to be submitted to the Minister of Municipal Affairs and Housing.

a. United Nations Convention on the Rights of Persons with Disabilities

RECOMMENDATION AAC-12-2007:

Whereas, the Region of Peel recognizes that approximately 650 million people of the global population live with a disability;

And whereas, the Region of Peel acknowledges that the World Bank estimates that 20 per cent of the world's poorest people, are people with a disability;

And whereas, the Region of Peel is aware that persons with disabilities are highly stigmatized and susceptible to discrimination;

And whereas, the Region of Peel acknowledges that the United Nations Convention on the Rights of Persons with Disabilities is the first treaty focusing exclusively on the rights of persons with disabilities, giving status and authority to disability as a human rights issue;

And whereas, persons with disabilities should be guaranteed their inherent right to life on an equal basis and that those rights be protected and advanced through Canadian and International law;

Therefore be it resolved, that the Regional Municipality of Peel and the Joint Peel-Caledon Accessibility Advisory Committee hereby jointly request the Minister of Foreign Affairs to ratify the United Nations Convention on the Rights of Persons with Disabilities immediately;

And further, that the Government of Canada be requested to enact and implement laws, policies and procedures which advance and promote the requirements and spirit of the provisions prescribed by the United Nations Convention on the Rights of Persons with Disabilities;

And further, that the Regional Chair write to the Prime Minister of Canada, the Minister of Foreign Affairs and Members of Parliament representing the citizens of the Region of Peel advising of this resolution.

PL-A1. Greater Toronto Area (GTA) West Corridor Environmental Assessment Study

RECOMMENDATION GC-117-2007:

That the draft Terms of Reference for the Greater Toronto Area (GTA) West Corridor Environmental Assessment Study be supported, subject to the following conditions:

    1. the study should examine the impacts of the GTA West Corridor over the entire Region of Peel and the Study Area should be refined as may be necessary;
    2. future Public Information Centres should be held at several locations in Peel to allow all affected Peel residents and businesses convenient access;
    3. potential leapfrogging of development, i.e. rapid growth of areas north of the Oak Ridges Moraine, should be considered in the Environmental Assessment;

And further, that the Ministry of Transportation Ontario (MTO) be requested to take all necessary steps to complete the study expeditiously and to take all appropriate measures, in collaboration with all the municipalities within the Study Area, to ensure that potential future development occurring during the long period of the Environmental Assessment Study does not preclude the potential corridor;

And further, that Regional staff work proactively with the area municipalities and the MTO to support the above noted effort within Peel Region;

And further, that a copy of the joint report of the Commissioners of Planning and Public Works, dated April 17, 2007, titled "Greater Toronto Area (GTA) West Corridor Environmental Assessment Study" be forwarded to the Ministries of Transportation, Public Infrastructure Renewal, Environment and Municipal Affairs and Housing; Regions of York, Halton and Waterloo; County of Wellington; Cities of Brampton, Mississauga, Vaughan and Guelph; and the Town of Caledon, for their information.

And further, that the terms of reference be amended, if required, following the report of the consultant on the review of the Planning Department.

RECOMMENDATION GC-120-2007:

That a 250mm (10 inch) diameter sanitary sewer be constructed on Creditview Road and Churchville Road and a 375mm (15 inch) diameter sanitary sewer be constructed on Walnut Road, a total approximate distance of 3,200 metres (10,499 feet), at a total estimated cost of $2,756,250 (excluding applicable taxes), under new Capital Projects 07-2701 and 07-2170, in the City of Brampton, Ward 6, as a local improvement;

And further, that total funding to cover the Region of Peel portion of the works in the amount of $1,852,239.25 be allocated from Wastewater Capital Financing Stabilization Reserve (R0242) in the amount of $1,508,239.25, under Capital Project 07-2701 and from the DC Regional Wastewater Reserve (R3525) in the amount of $344,000, under Capital Project 07-2170;

And further, that the portion allocated to the property owners in the amount of $904,010.75 be set up as an external recovery, under Capital Project 07-2701, and will be collected as a special charge;

And further, that these actions will not affect the debt capacity of the Region as this type of financing is considered "self liquidating" by the Province of Ontario;

And further, that the necessary by-law be presented to Regional Council on June 21, 2007, authorizing the undertaking of the works under the Local Improvement Charges - Priority Lien Status Regulation O. Reg. 586/06, filed under the Municipal Act, 2001, and the imposition of a sanitary sewer frontage rate of $175 per metre ($53.35 per foot) and a mandatory connection fee of $1,550 per lot, that will be due and payable at the completion of construction;

And further, that notice of the intention to pass a local improvement construction by-law be given in accordance with O. Reg. 586/06;

And further, that the benefiting property owners be charged annually for 15 years, including an interest rate which shall be determined at the time a by-law is enacted;

And further, that property owners be given the opportunity to commute the special charge by advance payment at any time during the 15 year period;

And further, that the Regional Clerk forward a copy of the report of the Commissioner of Public Works, dated March 21, 2007, titled "Local Improvement Project, Proposed Construction of Sanitary Sewers on Creditview Road, Churchville Road and Walnut Road, Capital Projects 07-2701 and 07-2170 - City of Brampton, Ward 6" and a "Notice to Amend" the tax rolls of the affected owners to the City of Brampton for appropriate action.

RECOMMENDATION GC-124-2007:

Whereas,the Council of the Town of Caledon has directed the Caledon Planning and Development Department to make application to the Region of Peel for a Regional Official Plan Amendment concerning proposed development on the west side of Highway 10 in the Mayfield West Study Area;

And whereas, it is the normal practice of the Region of Peel to schedule a public meeting following circulation of a proposed amendment to appropriate agencies and to receive a staff report on the proposal;

And whereas, the Ontario Municipal Board has scheduled a hearing for Caledon Official Plan Amendment 208 (Mayfield West Secondary Plan) on July 9, 2007;

Therefore be it resolved, that a statutory public meeting be scheduled to commence at 9:30 a.m. on Thursday, June 21, 2007, pursuant to Section 17(15) of the Planning Act, to inform the public and to obtain input with respect to the proposed amendment to the Region of Peel Official Plan concerning proposed development on the west side of Highway 10 in the Mayfield West Study Area;

And further, that the regularly scheduled Regional Council meeting commence immediately following the public meeting;

And further, that notwithstanding the normal practice of the Region of Peel to await the completion of circulation to appropriate agencies, that staff be directed to advertise the public meeting will take place on June 21, 2007.
