RECOMMENDATION GC-57-2009:

That the agenda for the May 7, 2009, General Committee meeting be approved.

Regional Chair Kolb invited Members of Regional Council to attend a celebration honouring the accomplishments of the late David Somers, Curator, Peel Heritage Complex, on Thursday, May 28, 2009 at 7:00 p.m. at the Peel Heritage Complex in the Historic Peel County Courthouse.

Chris Hamel, Regional Manager, Infrastructure Planning, AECOM Water and Mark Schiller, Director, Water Division provided an overview of the York-Peel Servicing Program and the associated York - Peel Cost Sharing Agreements.

Councillor Mullin expressed concern that the anticipated major savings to Peel are not being realized and requested further clarification with respect to the projected savings versus actual costs. Mark Schiller undertook to develop a chart illustrating actual costs and benefits to the Region of Peel compared to initial projections.

Councillor Whitehead noted the increased need of York Region with respect to water and wastewater capacity and inquired whether the future capacity needs of Northeast Brampton and Caledon will be protected. Mark Schiller confirmed that the future needs of the Region will be protected and that there has been no request from York Region for additional capacity. He noted that York Region will also obtain capacity from Toronto.

Councillor Sprovieri requested that a chart be prepared illustrating the ultimate cost split between York and Peel Regions when both municipalities are fully developed.

Councillor Mahoney arrived at 10:39 a.m.

ETP-A. ENVIRONMENT

ETP-A4. York-Peel Water Supply and Woodbridge Area Sewage Servicing Agreements, Capital Projects 04-1205, 04-1999 and 14-1999

RECOMMENDATION GC-58-2009:

That the amended cost sharing percentages for three York-Peel Joint Capital Projects, as outlined in Appendix I, to the report of the Commissioner of Environment, Transportation and Planning Services dated March 23, 2009, titled “Environment, Transportation and Planning Services York-Peel Water Supply and Woodbridge Area Sewage Servicing Agreements, Capital Projects 04-1205, 04-1999 and 14-1999” be approved in order to reflect the true cost split between both Regions.

D2. Dr. David Mowat, Medical Officer of Health, Presenting the First of Two Parts of the Peel Public Health Strategic Plan, Focusing on Four Program Priorities

Dr. David Mowat, Medical Officer of Health, noted that the Mission Statement for the Public Health department is “Peel Public Health protects and promotes health, prevents disease, and reduces health disparities through a population health approach” and outlined the four goals of Public Health in Peel as follows:

Dr. Mowat provided details related to Public Health Program Priorities in the Region of Peel:

Councillor Mullin requested an update on the school immunization program. Dr. Mowat reported that as a result of the accelerated immunization program, over 180,000 immunization records for children in the public and separate school boards have been reviewed and 79,000 of these immunization records have been updated. Dr. Mowat stated that the accelerated immunization project will be completed by the end of June, 2009, when children in the public and separate schools will be 95 per cent up to date. In September, 2009 the focus of the accelerated immunization project will be private schools and the two French school boards in the Region of Peel.

D3. Dr. David Mowat, Medical Officer of Health, Presenting Information on Severe Respiratory Illness

Received

Dr. Mowat, Medical Officer of Health, reported that there are H1N1 influenza cases in 22 countries with a total of 1,800 people affected. There have been a total of 31 fatalities. There are 201 reported cases of the H1N1 flu in Canada, with 49 of these cases in Ontario. The Region of Peel currently has six confirmed H1N1 flu cases. Dr. Mowat stated that the H1N1 influenza is not as infectious as some other types of flu but there is currently no immunity for the H1N1 strain. Dr. Mowat noted that in 2008, a number of influenza strains caused over 4,000 deaths in Canada.

Dr. Mowat outlined the steps Peel Public Health has taken in response to the H1N1 influenza:

Dr. Mowat provided details on the Pandemic Influenza Plan for the Health Sector. Under this program, Peel Public Health, in co-operation with the Ministry of Health and Long-Term Care, will provide regular updates to the public during a pandemic situation. The Pandemic Influenza Plan has also identified five flu assessment centres within the Region of Peel that would provide health services should established facilities become overwhelmed during a pandemic situation. The flu assessment centres would be manned by volunteers. He stated that under the Pandemic Influenza Plan, Peel Public Health would be responsible for providing every resident of the Region with two doses of vaccine.

Councillor Palleschi requested further details on how cases of the H1N1 flu are being tracked in Ontario. Dr. Mowat responded that the Ministry of Health and Long-Term Care is tracking the number of cases that are reported in hospital emergency departments, otherwise doctors are asked to follow recommendations for reporting H1N1 cases in the Province of Ontario.

RECOMMENDATION GC-59-2009:

That the connect2ENDviolence strategic community initiative jointly sponsored by The Regional Municipality of Peel, The Regional Municipality of Peel Police Services Board, Peel Regional Police, The Peel District School Board and The Dufferin-Peel Catholic District School Board, be endorsed.

RECOMMENDATION GC-60-2009:

That the week of June 1 to 7, 2009 be proclaimed “connect2ENDviolence Week” in the Regional Municipality of Peel.

Councillor Miles reported that the www.connect2endviloence.ca website had a very successful launch, attracting more than 1,500 visitors in one week.

MA-A3. National Access Awareness Week, May 31 – June 6, 2009

RECOMMENDATION GC-61-2009:

That the week of May 31 to June 6, 2009, be proclaimed “National Access Awareness Week” in the Regional Municipality of Peel;

And further, that the members of the Region of Peel Accessibility Advisory Committee (AAC) be commended for their dedication and commitment to improving accessibility for individuals with disabilities.

MA-A4. 2009 Tax Capping Policy

RECOMMENDATION GC-62-2009:

That the necessary by-law be presented to Regional Council for enactment authorizing the Region or Peel to apply one or more of the optional tools for tax capping available to it under paragraphs 1, 2, 3 and 4 of subsection 329.1(1) of the Municipal Act, 2001 (the Act), as well as to exempt a property from the application of Part IX of the Act as provided under Ontario Regulation 73/03 as amended for the calculation of the amount of property taxes for municipal and school purposes payable regarding commercial, industrial and multi-residential property classes for the 2009 taxation year.

MA-A5. Authority to Execute the Letter of Agreement with the Province of Ontario for Dedicated Gas Tax Funds

RECOMMENDATION GC-63-2009:

That the Regional Chair and the Acting Chief Financial Officer be authorized to execute the Letter of Agreement with the Ontario Ministry of Transportation for the Dedicated Gas Tax Funds for Public Transportation Program in order to allow the Province of Ontario to release the 2008/2009 funding to the Region of Peel;

And further, that the necessary by-law be presented to Regional Council for enactment.

Councillor Morrison raised concern with respect to the potential liability of the Region of Peel regarding the requirement to fully fund its share of the GO Transit Growth Capital Plan. Councillor Morrison inquired as to the amount of funds currently in the GO Transit Reserve and was advised by Norma Trim, Acting Chief Financial Officer and Commissioner of Corporate Services that the current balance of the Reserve Fund is $1.9 Million.

Councillor Morrison requested that staff report to a future meeting of Regional Council indicating how the liability will be funded, when it becomes due. Regional Chair Kolb indicated that meetings are ongoing with the affected Regional Chairs and that he has expressed to the Manager of GO Transit that the burden should be shifted from Regional municipalities to Metrolinx, as it will be responsible for GO Transit. Regional Chair Kolb undertook to report back to Regional Council following future meetings with the involved parties.

MA-A6. Application Process for Federal/Provincial Infrastructure Stimulus Fund

RECOMMENDATION GC-64-2009:

That staff be authorized to make all necessary applications for the Federal/Provincial Infrastructure Stimulus Fund in regards to the projects outlined in Appendix I as amended of the report of the Acting Chief Financial Officer and Commissioner of Corporate Services, dated April 24, 2009, titled “Application Process for Federal/Provincial Infrastructure Stimulus Fund”;

And further, that for all projects funded under the Infrastructure Stimulus Fund and Infrastructure Fund for Social Housing Renovation and Retrofit over $250,000 (exclusive of applicable taxes) the Acting Chief Financial Officer be authorized to approve these awards and amendments;

And further, that the Acting Chief Financial Officer report back to Regional Council with a summary of all awards issued under the Infrastructure Stimulus Fund and Infrastructure Fund for Social Housing and Retrofit.

RECOMMENDATION GC-66-2009:

That additional funds of $2,178,132 be provided to Capital Project 08-1310, financed from the Water Capital Financing Stabilization Reserve R0241, for the construction of 400mm (16 inch) watermain on Queen Street East from Centre Street to Regional Road 16 (Kennedy Road) under City of Brampton Contract Number 2009-033.

ETP-A3. Airport Road Reservoir Expansion and Pump Upgrade Project, Capital Projects 02-1916, 07-1960 and 09-1909, City of Brampton, Ward 10

RECOMMENDATION GC-67-2009:

That the contract (Document 2009-147P) for consulting services for Environmental Assessment, Design and Contract Administration services for expansion and upgrades to the Airport Road Reservoir and Pumping Station be awarded to the consulting engineering firm AECOM Canada Ltd. in the estimated cost of $2,791,150 (excluding applicable taxes), under Capital Project 02-1916 ($1,641,485), 07-1960 ($994,665) and 09-1909 ($155,000), in accordance with Purchasing By-law 63-2008.

ETP-B1. Peel Region Official Plan Review (PROPR) – Adoption of Regional Official Plan Amendment No. 20 – Sustainability and Energy Policies

RECOMMENDATION GC-68-2009:

That Regional Official Plan Amendment (ROPA) Number 20 – Sustainability and Energy Policies, attached as Appendix I to the report of the Commissioner of Environment, Transportation and Planning Services dated April 14, 2009, titled “Peel Region Official Plan Review (PROPR) – Adoption of Regional Official Plan Amendment ROPA Number 20 – Sustainability and Energy Policies” be adopted by Regional Council;

And further, that Regional Council deems that no further public meetings related to Regional Official Plan Amendment (ROPA) Number 20 are required as per the provisions of Section 17 of the Planning Act;

And further, that the necessary by-law be presented to Regional Council for enactment;

And further, that a copy the subject report be forwarded to the Ministry of Municipal Affairs and Housing (MMAH), the Cities of Brampton and Mississauga, the Town of Caledon, municipalities adjacent to the Region of Peel, and those parties requesting notification;

And further, that notice of decision of Council’s adoption of Amendment Number 20 be given in accordance with the Planning Act.
