Regional Chair Kolb acknowledged the passing of former Regional Councillor Lorna Bissell who represented the City of Brampton Wards 1 and 5 from 1991 to 2003; noting that she will be remembered for her commitment to community and her sense of humour.

RECOMMENDATION GC-133-2009:

That the agenda for the September 10, 2009 General Committee meeting be amended to bring forward Items Related to Environment, Transportation and Planning – Item ETP-D1 as the first item of business;

And further, that the agenda for the September 10, 2009 General Committee meeting be amended to include a report titled “Purchase of Low Lift Pumps for the Lorne Park Water Treatment Facility” to be dealt with under Items Related to Environment, Transportation and Planning – Item ETP-B7;

And further, that the agenda for the September 10, 2009 General Committee meeting be amended to withdraw Items Related to Human Services – Item HS-C2;

RECOMMENDATION GC-134-2009:

That the Regional Municipality of Peel receive presentations from the applicant and its consultant, stakeholders and the general public on the application for an Area, Basis Tourist Exemption under the Retail Business Holidays Act by OMERS Realty Management Corporation and OPGI Management GP Inc. (“OMERS Realty”) for Square One Shopping Centre in Mississauga;

And further, that staff be directed to report on the subject presentations to the October 1, 2009 General Committee meeting.

Genevieve Gareau-Mosse, Directeur/Principle, Ecole Rene Lamoureux, Mississauga, Conseil Scolaire de district Catholique Centre-Sud and Helen Lewis-FitzGerald, Community Engagement Specialist, Human Services, provided details on the work of the Peel Francophone Steering Committee and their upcoming event, “The French Link: Peel Family Services”, which will take place on September 26, 2009 from 10:00 a.m. to 4:00 p.m. at Shoppers World Brampton. The event will launch a new French Language Service online directory as well as raise awareness of the Francophone community in the Region of Peel.

Councillor Prentice thanked Helen Lewis-FitzGerald and Genevieve Gareau-Mosse for their presentation and noted that the Living Arts Centre in Mississauga offers French programs for children.

Councillor Morrison stated the importance of raising awareness of the Francophone community in the Region of Peel and requested that the Peel Francophone Steering Committee provide her with additional information on their services and the French Link: Peel Family Services event scheduled for September 26, 2009.

D2. Lynn Foster, Chair, Board of Directors and Paul Sherman, Executive Director, Rapport Youth and Family Services, Providing an Update on Rapport Youth and Family Services Activities

Lynn Foster, Chair, Board of Directors, Rapport Youth and Family Services and Paul Sherman, Executive Director, Rapport Youth and Family Services advised they represent a charitable organization which provides services to youth aged 12 to 24 in the Region of Peel. Their mandate is to strengthen the social and emotional well-being of youth and families through counselling and related support services. Rapport Youth and Family Services currently serves 1,500 to 2,000 annually and provides volunteer opportunities for hundreds of youth and adults in a variety of capacities. Primary funding partners for Rapport Youth and Family Services include the Province of Ontario, the United Way of Peel Region, the Region of Peel and the Ontario Trillium Foundation.

Rapport Youth and Family Services will mark its 40th anniversary at their Annual General Meeting which will take place at 7:00 p.m. on September 15, 2009 at the HJA Brown Education Centre, 5650 Hurontario Street, in Mississauga.

Councillor Groves congratulated Rapport Youth and Family Services on their 40th anniversary. She noted that five per cent of Rapport Youth and Family Services clients reside in Caledon and asked if Rapport Youth and Family Services have contacted representatives from Caledon Community Services about working together to serve youth and families in Caledon.

Paul Sherman responded that Rapport Youth and Family Services had entered into discussions with Caledon Community Services about establishing a shared space to serve Caledon, however, funding issues precluded this arrangement from happening.

Councillor Groves suggested that representatives from Rapport Youth and Family Services contact the Drug Awareness and Resistance Education (DARE) group in Caledon which offers a number of programs in Caledon schools.

D3. Eileen Chuey, Chair Elect, Ontario Breastfeeding Committee and Linda DeVouge, Acting Manager, Family Health, Recognizing the Baby-Friendly Designation for Peel Public Health

Linda DeVouge, Acting Manager, Family Health and Eileen Chuey, Chair Elect, Breastfeeding Committee for Canada presented a plaque of achievement for the Baby-Friendly Designation to Regional Chair Emil Kolb, Dr. David Mowat, Medical Officer of Health, Councillor Groves and Councillor Gibson.

Eileen Chuey reported that Peel Public Health is the third designated health unit in Ontario and that this is a significant achievement in a region as large and as diverse as Peel.

Regional Chair Kolb congratulated Peel Public Health staff for their continuing efforts to meet the needs of the Citizens of Peel Region.

HE-A1. 2008 Region of Peel Annual Reconciliation of Aging at Home Programs and Adult Day Services

RECOMMENDATION GC-135-2009:

That the 2008 Region of Peel Annual Reconciliation of the Adult Day Services and Aging at Home Programs, and Auditors’ report be approved, according to Central West Local Health Integration Network (LHIN) reporting requirements;

And further, that the Regional Chair be authorized to approve future annual reconciliation reports to LHINs for Long Term Care’s Community Support Service programs.

HE-B. PUBLIC HEALTH

  HE-B1. Pandemic Preparedness and Response for Pandemic (H1N1) 2009
      Presentation by Dr. David Mowat, Medical Officer of Health

RECOMMENDATION GC-136-2009:

That interim funding for the cost of pandemic preparedness and response for pandemic (H1N1) be drawn as needed from the General Government Working Fund Reserve, R1250 for up to $1.65 million at the discretion of the Chief Financial Officer and Commissioner of Corporate Services.

Dr. Mowat provided an update on preparations being made by the Region of Peel to respond to the upcoming flu season and the H1N1 influenza virus currently circulating in the community.

Dr. Mowat reported that as of September 3, 2009 there have been 698 confirmed H1N1 cases in the Region of Peel. Of these 698 cases, there have been 71 patients hospitalized and four deaths. Dr. Mowat stated that the World Health Organization anticipates there will be a second wave of H1N1 cases in the fall of 2009.

Dr. Mowat outlined the roles and responsibilities of the municipal sector should a second wave of H1N1 cases develop. They include:

• Coordinate decision-making and response;
• Distribute emergency information and communication;
• Coordinate social services;
• Coordinate priority municipal services;
• Provide support for the health sector;
• Maintain critical infrastructure; and
• Ensure continuity of operations across Region of Peel departments.

Dr. Mowat provided further details with regard to anti-virals. Currently there is a national stockpile of anti-virals sufficient for up to 25 per cent of the national population. Available anti-virals can be administered to patients suffering from the H1N1 influenza and can also be given to people prior to or post exposure. Dr. Mowat stated that there is some concern in the medical community regarding the wide distribution of anti-virals as viruses can become resistant to the treatment and the challenge of administering this medication to a large population. The cost of the Tamiflu medication is approximately $140 per person.

Councillor McCallion stated that the City of Toronto has stockpiled enough anti-virals for all municipal employees.

Councillor Corbasson asked if there will be a standard flu immunization along with the H1N1 vaccine in the fall of 2009. Dr. Mowat confirmed the regular flu vaccine will be available to the public in October 2009 followed by the H1N1 vaccine which may need to be administered in two separate shots starting in November 2009.

Councillor Corbasson requested details on the recommended time interval between administering the standard flu shot and beginning the H1N1 vaccine treatment. Dr. Mowat responded that details will soon be made available regarding the safe time interval between the standard flu shot and the H1N1 vaccine.

HE-B2. Mass Immunization for H1N1

RECOMMENDATION GC-137-2009:

That Peel Public Health proceed with the full preparations required for mass immunization for the Region of Peel in order to be ready to administer vaccine for pandemic H1N1 influenza to Peel residents, when the vaccine becomes available.

HE-B3. Regional Flu Assessment Centres

RECOMMENDATION GC-138-2009:

That the Region of Peel continue preparation activities for the potential activation of Flu Assessment Centres;

And further, that the Regional Municipality of Peel enter into Memoranda of Understanding with the Corporation of the City of Mississauga, Corporation of the City of Brampton and the Town of Caledon for the use of the potential Flu Assessment Centres as outlined generally in the report of the Commissioner of Health Services, dated August 24, 2009, titled “Regional Flu Assessment Centres“.

RECOMMENDATION GC-151-2009:

That the detailed design for the Hanlan Feedermain (interconnection chamber at the Burnhamthorpe Library and the interconnection pipe on Burnhamthorpe Road), included in the 2009-2018 Capital Forecast as Capital Project 10-1205, for $1,231,604 (excluding applicable taxes), financed from the DC South Peel Water Reserve R3520 (58.5 per cent) and from York Recoveries (41.5 per cent) be advanced from 2010 to 2009 in order for the Region to complete the works in conjunction with the City of Mississauga extension and renovation of the Burnhamthorpe Library and reconstruction of Burnhamthorpe Road;

And further, that the contract (Document 2007-569P) for the detailed design of the interconnection chamber at the Burnhamthorpe Library and the interconnection pipe on Burnhamthorpe Road be awarded to AECOM Canada Ltd., in the estimated amount of $1,231,604 (excluding applicable taxes) under Capital Project 10-1205 in accordance with Purchasing By-law 63-2008;

And further, that the contract (Document 2007-569P) for the Class Environmental Assessment (EA) study for the Hanlan Feedermain between the Region of Peel and AECOM Canada Ltd. be extended to provide additional geotechnical investigation, public consultation and topographic survey required to complete the Class EA in the estimated amount of $272,156 (excluding applicable taxes), under Capital Project 07-1535 financed from the DC South Peel Water Reserve R3520 (58.5 per cent) and from York Recoveries (41.5 per cent) in accordance with Purchasing By-law 63-2008.

ETP-C2. Review of Existing Flashing Speed Limit Zones A Revision to the Times of Operation on Regional Road 4 (Dixie Road), Regional Road 9 (King Street) and Regional Road 50 (Highway 50) and the Zone Limits on Regional Road 50 (Highway 50) – City of Brampton, Wards 6, 9 and the Town of Caledon, Wards 1, 2, 4 and 5

RECOMMENDATION GC-156-2009:

That a by-law be enacted to amend By-law 57-2005 with respect to adding to the hours of operation of the existing flashing 60 kilometres per hour speed limit zone on Regional Road 4 (Dixie Road) from 230 metres north of Octillo Drive to 239 metres south of Countryside Drive on Monday and Wednesday by extending the activated hours from 5:00p.m. to 10:00 p.m. on school days;

And further, that a by-law be enacted to amend By-law 57-2005 with respect to changing the hours of operation of the flashing 40 kilometres per hour speed limit zone on Regional Road 9 (King Street) from 440 metres west of Heart Lake Road to 520 metres east of Kennedy Road to be active from 8:00 a.m. to 4:00 p.m.;

And further, that a by-law be enacted to amend By-law 57-2005 with respect to changing the limits of the flashing 40 kilometre per hour speed limit zone on Regional Road 50 (Highway 50) from 45 metres south of Patterson Sideroad/Gibson Lake Drive to Brawton Drive and changing the hours of operation of the zone to be active from 8:00 a.m. to 5:00 p.m.;

And further, that the necessary by-law be presented to Regional Council for enactment;

And further, that the Peel Regional Police and Ontario Provincial Police – Caledon Detachment be advised.

That a statutory public meeting be scheduled to commence at 9:30 a.m. on Thursday, October 29, 2009 prior to the regularly scheduled Regional Council meeting, pursuant to Section 17(15) of the Planning Act to inform the public and to obtain their input with respect to draft Regional Official Plan Amendment 25 (ROPA 25) – monitoring policies and Planning and Conservation Land Amendment Act conformity;

And further, that pursuant to Section 17(16) of the Planning Act, one open house be scheduled prior to the public meeting;

F2. Long Combination Vehicles on Regional Roads (Oral)

Councillor Groves advised that she has received calls from residents expressing concern with respect to long combination vehicles on Regional roads, noting that truck related fatalities are a concern in Caledon and residents are concerned the long trucks will impact traffic in the Town.

Councillor Groves requested that the Regional Chair and Chief Administrative Officer ensure that public communications related to long combination vehicles clearly indicate that the project is a provincial initiative and not a Regional project.

Councillor Paterak requested that the Commissioner of Environment, Transportation and Planning Services (ETPS) report and present to the October 1, 2009 General Committee with information related to the restrictions that are in place with respect to long combination vehicles on Regional Roads and provide a comparison of limitations implemented in other jurisdiction.

The Commissioner of ETPS was requested by Councillor Prentice to provide members of Regional Council with a list of all roads in the Region of Peel that will be accommodating long combination vehicles.
