William Goursky, Chair, Region of Peel Accessibility Advisory Committee and Meenu Sikand, Specialist, Accessibility Planning Program, provided an overview of the 2009 Region of Peel Accessibility Plan and identified highlights of improvements in accessibility including: the Region of Peel’s progress with the 2008 Universal Accessibility Standards (UAS); the Region of Peel response and compliance to Regulation 429/07 being the Accessible Customer Service Standards; Peel Children’s Water Festival planning and participation; 2008 International Day of Persons with Disabilities Event; and the 2009 National Access Awareness Week. William Goursky thanked the Accessibility Advisory Committee Members and Region of Peel staff for their commitment and support to the Committee which has made the Accessibility Plan a living document.

Councillor Paterak thanked the Region of Peel Accessibility Advisory Committee Chair for his diligent and hard work.

Ray Bacquie, Vice President, HDR/iTRANS Consulting Ltd. and Tom AppaRao, Director, Transportation Planning provided highlights of the Peel-Highway 427 Extension Area Transportation Master Plan study jointly conducted by the Region of Peel, City of Brampton and Town of Caledon.

Tom AppaRao advised that the key elements of the study were to investigate the best way to connect municipal roads with the Highway 427 extension, and determine transportation improvements to serve the future needs of the study area. The orientation of travel within and through the study area reflects commuter patterns of the region, indicating predominant flows from the northwest to the southwest in the morning with reverse movements in the evening.

Ray Bacquie advised that there is a need to identify opportunities to improve the transportation network and to integrate the improvement plans of Peel, Brampton and Caledon. He further advised that the improvements will be based on the following principles that were endorsed by the councils of the Region of Peel, City of Brampton and Town of Caledon:

• Accommodate travel demand serving commuter traffic and goods movement;
• Minimize impacts on the natural, socio-economic and cultural environment;
• Support the intended role and function of the roads and provide logical links to the provincial highway network;
• Be efficient and allow for safe operations including the development of desirable intersection spacing and configurations;
• Support future development in a logical manner;
• Allow for logical and efficient staging of implementation; and
• Be cost effective.

Ray Bacquie advised that a new corridor was needed to address the capacity requirements that cannot be resolved through road widenings, new transit infrastructure or service, active transportation solutions and travel demand management. A new corridor will improve connectivity between Peel and York Regions, providing continuity of east-west regional major arterial roads. A new corridor will also provide improved access to the freeway system through more direct connections to the planned Highway 427 interchange at Major Mackenzie Drive. New road connections will need to be implemented within the study area in order to support the development of Brampton Secondary Plan Area 47.

Ray Bacquie advised that the evaluation of the new corridor included broad criteria that are consistent with the Municipal Engineers’ Association methodologies for environmental assessments.

He stated that the overall integrated strategy included:

Ray Bacquie advised that the preferred option for the new arterial road corridor is Alternative A2, as it provides a significant increase in network capacity; involves fewer Humber River tributary crossings; fewer properties that will be impacted or displaced, and; lower construction and operational costs. It also will contribute to the development of Secondary Plan Area 47 as part of the major road grid, providing, in the long-term, a north-south link is included in the Secondary Plan Area 47 network grid.

Ray Bacquie advised that the role and function of Alternative A2 is that this new arterial road will be a major route connecting two major Regional roads - Major Mackenzie and Mayfield roads. It will serve inter-regional long distance traffic to and from the Highway 427 extension and it is anticipated that there will be significant truck traffic on this corridor.

Details of the alignments, intersections, connections and locations will be identified through a subsequent study.

Councillor Groves inquired as to the status of discussions between the Region of Peel and the City of Brampton with regard to the widening of Coleraine Drive on the south side of Mayfield Road.

Tom AppaRao stated that the Brampton Transportation and Transit Master Plan (TTMP) update indicates that the widening from two to four lanes will occur by 2021.

Councillor Groves inquired whether any discussions have been held with the Province or with the Ministry of Transportation on an extension beyond Major Mackenzie Road noting that the Region of Peel continues to reiterate its position to the Province for an extension beyond Major Mackenzie Road.

Tom AppaRao stated that the Region of Peel has written several letters to the MTO conveying the need for Highway 427 to be extended beyond Major Mackenzie Road however, provisions within the Places to Grow legislation limit consideration of any extension beyond Major Mackenzie Road.

Tom AppaRao stated that the legislation depicts transportation facilities in a broad schematic way. The subsequent Metrolinx Regional Transportation Plan does not recognize the need for the further extension of Highway 427. He stated that the Region of Peel continues to hold discussions with the Province and Metrolix on the issue.

Councillor McCallion inquired as to the position of Metrolinx on the Highway 427 extension and urged staff to contact Metrolinx to encourage their involvement.

Tom AppaRao stated that Regional Council has commented on the Regional Transportation Master Plan however, there seems to be a lack of role clarity between Metrolinx and the Province in relation to highways. There is no Highway Master Plan for southern Ontario.

Councillor Thompson expressed concern regarding the impacts to Bolton that will be caused by high traffic volumes from Highway 50 subsequent to the linking of the Highway 427 extension at Major Mackenzie Road and Coleraine Drive.

Councillor Whitehead reiterated that Highway 427 needs to be further extended to Highway 9. He suggested a major intersection or ramp at Coleraine Drive and the arterial road is needed with the extension to Coleraine Drive and Major MacKenzie being continuous and suggested that the map be revised to reflect this. If possible, another intersection on Mayfield Road should be avoided. Currently, Coleraine Drive is considered an extension of Highway 427.

ETP-C. TRANSPORTATION

ETP-C4. Peel-Highway 427 Extension Area Transportation Master Plan

RECOMMENDATION GC-167-2009:

That the report of the Commissioner of Environment, Transportation and Planning Services, dated September 11, 2009, titled “Peel-Highway 427 Extension Area Transportation Master Plan” and the supporting technical study report having the same name, be received;

And further, that a copy of the subject report and study be forwarded to the City of Brampton, the City of Mississauga, the Town of Caledon, Metrolinx, the Ministry of Transportation, the Ministry of Energy and Infrastructure, the Ministry of the Environment, the Ministry of Municipal Affairs and Housing, the Region of York, and the City of Vaughan for their information;

And further, that the Region of Peel, in consultation with the Town of Caledon, participate in Phases 3 and 4 of the Class Environmental Assessment Study managed by the City of Brampton, for the new arterial road (referred to as A2) recommended in the Peel-Highway 427 Extension Area Transportation Master Plan;

And further, that Regional staff be directed to work with staff of the City of Brampton and/or the Town of Caledon, to take appropriate actions to implement the recommendations outlined in the Peel-Highway 427 Extension Area Transportation Master Plan report;

And further, that Metrolinx be requested to expedite the provision of future inter-regional transit services, including GO Rail services to Bolton;

And further, that legal counsel for the Region be authorized to finalize the Ontario Municipal Board settlement of the C.G. Jain Investments Limited appeals (OMB File O040020 and Z030142), in accordance with the Minutes of Settlement dated March 3, 2008, which were approved by Regional Council, In Camera, on May 8, 2008.

D3. Anita Stellinga, Director, Community Investment, United Way of Peel and Sandra Solonik, Acting Manager, Community Programs and Special Projects, Human Services, Presenting the Joint Community Investment Strategy Implementation and Collaborative Work on Community Planning, Financial Investment, Outcome Measurement, Capacity Building and Community Leadership

Anita Stellinga, Director, Community Investment, United Way of Peel and Sandra Solonik, Acting Manager, Community Programs and Special Projects, Human Services, provided an update on the joint Community Investment Strategy implementation.

Anita Stellinga reported that the United Way of Peel and the Region of Peel collectively invest millions of dollars to support and deliver human services in the Region. Historically, the United Way of Peel and the Region of Peel conducted independent funding priority reviews. In 2007, the United Way of Peel and the Region of Peel recognized that they could better serve the community by working together to review human services programs. The United Way of Peel and the Region of Peel are currently conducting joint consultations with a wide variety of service groups to develop a Community Investment Strategy.

Sandra Solonik stated that community feedback on the investment review consultations was positive. Human service groups endorsed the existing funding priorities and recognized the value of collaboration between the United Way of Peel and the Region of Peel in developing the Community Investment Strategy. Area human service groups also expressed their support for the value of identifying and measuring community outcomes and encouraged the United Way of Peel and the Region of Peel to continue their leadership roles.

Councillor Saito thanked Anita Stellinga and Sandra Solonik for their presentation and recognized the importance of the collaboration between the United Way of Peel and the Region of Peel in the development of a joint Community Investment Strategy.

Councillor McCallion thanked the United Way of Peel for the work they do coordinating human services in the community and suggested that the savings that will result from the Community Investment Strategy be used to fill the gaps that exist in current services.

D4. Nance J. MacDonald, General Manager, Square One Shopping Centre, OMERS Realty Management Corporation and OPGI Management GP Inc., and Peter Thoma, Partner, urbanMetrics Inc., Responding to Issues Raised at the Public Meeting held on Thursday, September 10, 2009, Regarding the Square One Application for Tourism Exemption under the Retail Business Holidays Act

Nance J. MacDonald, General Manager, Square One Shopping Centre, OMERS Realty Management Corporation and OPGI Management GP Inc., and Peter Thoma, Partner, urbanMetrics Inc. responded to comments made at the September 17, 2009 Public Meeting regarding the Square One Application for Tourism Exemption under the Retail Business Holidays Act. Nance MacDonald noted that over 80 per cent of the Square One retailers have signed a document confirming their support for the exemption which illustrates the willingness of the retailers to incur the costs of being open for business. Nance MacDonald stated that other retail establishments may apply for an exemption and follow the same process undertaken by Square One which would place the Region of Peel on a level playing field with the City of Toronto.

Peter Thoma noted that the Retail Business Holidays Act stipulates the need for considering an exemption to tourist areas for holiday shopping to maintain or develop tourism and it is the opinion of Square One that retail is one of the foundations of marketing and tourism in Mississauga.

Councillor Dale concurred that it would not be appropriate to consider the issue of holiday shopping for all of Peel at this time, beyond that of the applicant, instead he encouraged other retail establishments to submit applications for exemption as Square One has done.

Councillor McCallion commended the Square One application for its thoroughness and stated that Regional Council will review the application fairly noting that Council wants all area malls to be successful and attractive to tourists.

Councillor Thompson expressed disappointment that the Ministry of Tourism has not taken a leadership role in addressing retail business holiday exemptions and suggested that the Regional Chair write to the Ministry to convey these concerns.

Councillor Saito noted that Nance MacDonald has been a driving force behind tourism in Mississauga. She further noted that the Mississauga Tourism Advisory Committee will be meeting in November and that the new Deputy Minister of Tourism is expected to attend. Councillor Saito indicated that the Advisory Committee could bring the matter to the attention of the Deputy Minister at that time.

Patrick O’Connor, Regional Solicitor confirmed that staff will be reporting to the October 8, 2009 Regional Council meeting on the Square One application for exemption.

Long Combination Vehicles - Ministry of Transportation Pilot Program Region of Peel Participation – All Wards

Ron Madill, Coordinator, Vehicle Weights and Dimensions, from the Ministry of Transportation Ontario (MTO) and Damian Albanese, Director, Transportation and Planning Services provided an overview of the Long Combination Vehicle (LCV) pilot program which is an industry/government partnership involving the Ontario Trucking Association (OTA) and the Private Motor Truck Council of Canada (PMTC).

Ron Madill advised that the MTO undertook extensive research of LCV operations throughout North America and adopted best practices from other jurisdictions where they operate. The MTO consulted extensively with industry, municipalities, police and other interested stakeholders resulting in a program that is regarded as the highest standard in North America.

He stated that LCVs offer twice as much cubic space but are no heavier than existing trucks and are suited to light, bulky freight that would normally move on two tractor-trailers thus LCVs will have less impact on infrastructure versus the two tractor-trailers they replace.

Ron Madill noted that the pilot program commenced in August, 2009 and will operate for one year. All LCVs operate under MTO-issued special permits and the pilot is limited to 50 carriers with two permits each. LCVs operate on an approved network of 400 series freeways supported by a network of identified rest/emergency stop locations. Origin/destination points must be within 2 kilometers of a 400 series highway and require a route engineering assessment at the proponent’s cost, as well as the municipal consent of the municipality.

Ron Madill advised that MTO will monitor all operations and make any necessary adjustments. An end-of-pilot review will be conducted to develop a go-forward strategy.

Damian Albanese noted that the Region of Peel is one of the hubs of trucking activity in Ontario and it is expected that approximately 80 per cent of the pilot program permits will be issued in the Region of Peel. He noted that Regional staff receive applications for LCV routes and review engineering route assessment reports submitted by the consultants. Staff ensures that the selected routes on Regional roads meet all the geometric requirements and standards as well as monitor routes and gather relevant data.

Damian Albanese added that it is expected that LCVs will shift the number of truck trips on Regional roads to off peak rush hour periods, thus improving road capacity during rush hours; reduce greenhouse gas emissions; support the economic growth of Peel; and will have a lesser impact on the structural integrity of the roads.

Damian Albanese noted that ten engineering assessment reports from ten trucking facilities in the City of Brampton and City of Mississauga have been received and that there are currently no trucking facilities in the Town of Caledon that meet the conditions for a LCV permit. Of the 34 issued permits, 30 have access to a Peel origin/destination.

Damian Albanese advised that to date, Regional staff have observed that the LCVs move efficiently on the approved routes, including through intersections and negotiate turns without difficulty. Staff have identified no safety concerns or delays to other motorists.

Councillor Groves noted that should the Province extend the program over the long term, Caledon roads could be affected and inquired how the extension of highway 410 would fit with the program.

Damian Albanese responded that if there is industry located within two kilometres of the new highway 410, it would qualify for LCVs. He undertook to provide Councillor Groves with a list of Regional roads that have been approved for LCVs to date.

In response to a question from Councillor Groves, Ron Madill advised that consultations on the pilot program were conducted by the trucking association and did not include public consultation.

Councillor Groves noted that the movement of large trucks is of concern to many people due to their intimidating size and expressed disappointment that the public was not consulted and suggested that the public be engaged as the program moves forward.

Councillor McCallion concurred with the statements made by Councillor Groves noting that the public will question their local politicians as to why the program was permitted without input from the public. She stated that the program needs an in-depth review noting that there are Regional roads in Mississauga, such as Cawthra Road, that should not accommodate LCVs.

In response to a question from Councillor Whitehead, Ron Madill advised that the LCVs come in from long distance then the two trailers are separated at a marshalling yard prior to delivery to their final destination. Councillor Whitehead suggested that LCV activity at the York intermodal terminal should be closely monitored and further that road design in and around the terminal is adequate to accommodate LCVs.

Councillor Paterak inquired if MTO staff are authorized to enforce fines if the LCV speed recording device indicates the driver was exceeding limitations. Ron Madill advised that the Ontario Provincial Police can charge drivers if they observe speeding and that the MTO can withdraw LCV permits based on after-the-fact reports.

Councillor Adams suggested that MTO check the speed recording devices regularly to confirm compliance with the imposed limitations and Ron Madill responded that MTO would consider conducting routine checks.

Councillor Adams requested that staff report back to Regional Council before the end of the pilot program to provide an update and to receive feedback from Councillors on their observations.

Councillor Moore noted the need to educate car drivers about the LCVs to make them aware of the impacts they will have on the road and suggested that educational awareness should be included as a component of the program.

ETP-A1. Agreement With Metrolinx - Regional Road 50 and Mayfield Road Commuter Parking Lot

RECOMMENDATION GC-168-2009:

That the Region of Peel enter into an agreement with Metrolinx for the Capital Cost Sharing and Operation, Maintenance and Enforcement of a Commuter Parking Lot at Regional Road 50 and Mayfield Road, consistent with the Terms and Conditions discussed in the report of the Commissioner of Environment, Transportation and Planning Services and the Commissioner of Employee and Business Services, dated September 18, 2009, titled “Agreement With Metrolinx – Regional Road 50 and Mayfield Road Commuter Parking Lot”.

RECOMMENDATION GC-170-2009:

That the contract (document 2009-716N) for the construction of the 600mm Diameter Watermain along Countryside Drive, Part 1, City of Brampton, Wards 9 and 10, by direct negotiation, be awarded to London Excavators and Trucking Ltd. in the estimated amount of $5,546,832 (excluding applicable taxes), under Capital Project 08-1152, in accordance with Purchasing By-law 63-2008;

And further, that additional funds of $697,079 be provided to Capital Project 08-1152, financed from the Water Capital Financing Stabilization Reserve, R0241 for the construction of 600mm (24 inch) diameter watermain along Countryside Drive.

ETP-C1. Amendments to By-law 57-2005 for Various Lane Designations for Regional Road 14 (Mayfield Road), West of Hurontario Street to East of Valley View Drive Due to the Road Widening, Capital Project - City of Brampton, Ward 2

RECOMMENDATION GC-171-2009:

That a by-law be enacted to amend By-law 57-2005 with respect to adding westbound and southbound dual left turn lane designations at the intersection of Regional Road 14 (Mayfield Road) and Hurontario Street, in the City of Brampton;

And further, that a by-law be enacted to amend By-law 57-2005 with respect to adding an eastbound right turn lane designation at the intersection of Regional Road 14 (Mayfield Road) and Hurontario Street, in the City of Brampton;

And further, that a by-law be enacted to amend By-law 57-2005 with respect to adding an eastbound right turn lane designation at the intersection of Regional Road 14 (Mayfield Road) and Colonel Bertram Road, in the City of Brampton;

And further, that a by-law be enacted to amend By-law 57-2005 with respect to adding a shared centre left turn lane designation on Regional Road 14 (Mayfield Road), 50 metres (164 feet) west of Valley View Drive to Summer Valley Drive, in the City of Brampton;

And further, that the necessary by-law be presented to Regional Council for enactment;

And further, that the Peel Regional Police and the Ontario Provincial Police - Caledon Detachment be so advised.

ETP-C2. Amendment to By-law 57-2005 for Westbound Dual Left Turn Lane Designation Regional Road 4 (Dixie Road) at Drew Road - City of Mississauga, Ward 5

RECOMMENDATION GC-172-2009:

That a westbound dual left turn lane designation at the intersection of Regional Road 4 (Dixie Road) at Drew Road, in the City of Mississauga, be implemented;

And further, that the necessary by-law be presented to Regional Council for enactment;

And further, that the Peel Regional Police and the City of Mississauga be so advised.

ETP-C3. Consulting Services for Regional Road 5 (Derry Road) and Mavis Road Intersection Improvements, Capital Project 09-4275, Document Number 2009-339P – City of Mississauga, Ward 11

RECOMMENDATION GC-173-2009:

That the contract (Document 2009-339P) for detailed design, contract administration and construction supervision services for the intersection improvements at Regional Road 5 (Derry Road) and Mavis Road, be awarded to R.V. Anderson Associates Limited in the estimated amount of $332,902.20 (excluding applicable taxes), under Capital Project 09-4275, in accordance with Purchasing By-law 63-2008.

And further, that The Regional Municipality of Peel enter into a Memorandum of Understanding with The Corporation of the City of Mississauga to commence design and construction of a co-located Fire and Paramedic Satellite Station at 7101 Goreway Drive, in the City of Mississauga;

And further, that the Commissioner of Health Services be given the delegated authority to execute the Memorandums of Understanding and any and all other documents and agreements relating to the co-locate Fire and Paramedic Stations referred to herein, including but not limited to the construction agreements, agreement of purchase and sale, design agreements, leases, project payments, and/or co-tenancy/joint ownership agreements.

F. OTHER BUSINESS

F1. Notice of Motion from Councillor Groves Regarding the Inclusion of Caloric Counts on Food Menus

RECOMMENDATION GC-175-2009:

Whereas healthy eating is essential to the prevention of chronic disease;

And whereas 47 per cent of adults in Peel were classified as overweight or obese in 2005;

And whereas, 31 per cent of male and 26 per cent of female children and youth in grades seven to twelve in Peel, were classified as overweight or obese in 2005;

And whereas, eating away from the home has become increasingly popular in Canada;

And whereas, data from the 2004 Rapid Risk Factor Surveillance Survey revealed that 71 per cent of adults in Peel reported eating fast-food or at a restaurant in the week prior to the survey;

And whereas, consumers typically underestimate the caloric content of fast-food meals, which are typically higher in calories, and larger in portion size than meals prepared at home;

And whereas, publishing caloric data at the point of purchase may influence consumer purchasing decisions, as well as influence establishments to reformulate menu items;

Therefore be it resolved, that Regional Council work with the Peel Boards of Education to support the legislation being introduced by the Ontario Medical Association (OMA) which requires calorie counts to be listed adjacent to items on menus and menu boards at chain restaurants and school cafeterias in Peel.

HS-C1. Caseflo Employment Management Tool Document 2009 – 610N

RECOMMENDATION GC-180-2009:

That the federal screening developed for the Guaranteed Income Supplement be utilized to determine financial eligibility for the Peel Seniors Low-Income Dental Program;

And further, that staff be authorized to directly negotiate a three year contract (Document 2009-610N) with WCG International Consultants Ltd. (WCG) for CaseFLO Employment Management Tool (CaseFLO) and first year employment support, in the estimated amount of $342,435 (excluding applicable taxes), in accordance with Purchasing By-law 63-2008;

And further, that the Director of Purchasing be authorized to extend the contract with WCG for employment support and for the CaseFLO solution maintenance as required for continuation of the program subject to satisfactory pricing, budget, performance, and service;

And further, that all required documents relating thereto be executed by the Regional Corporation’s duly authorized signing officers.

MA-B3. 2010 Budget Process and Preliminary Estimates

RECOMMENDATION GC-183-2009:

That the timelines for the 2010 Budget Process as set out in the report of the Chief Financial Officer and Commissioner of Corporate Services, dated October 1, 2009, titled “2010 Budget Process and Preliminary Estimates”, be approved;

And further, that a copy of the subject report be forwarded to the Peel Police Services Board (PPSB);

And further, that the Board be requested to submit its budget along with all documentation required for presentation to Regional Council by October 31, 2009.

Councillor Mullin raised concern with the waste management reserve fund and requested that staff provide a break down of the reserves to identify what the future needs will be. Norma Trim, Chief Financial Officer and Commissioner of Corporate Services responded that a report will be brought to Regional Council within the next month identifying the overall sustainability of the reserves.

Councillor Mullin enquired why there is a significant increase in the cost of the utility program. Norma Trim responded that the primary reason is due to the decline in utility revenue, noting that of the 5.2 per cent increase, 88 per cent is due to a decline in revenues.

Councillor Palleschi departed at 12:09 due to other municipal business.
