RECOMMENDATION GC-213-2009:

D1. Jin Wang, Project Coordinator, Ministry of Transportation Ontario (MTO) and Neil Ahmed, Consultant Project Manager, McCormick Rankin Corporation, Providing an Overview of the Progress of the Environmental Assessment (EA) for the Greater Toronto Area (GTA) West Corridor

Jin Wang, Project Coordinator, Ministry of Transportation Ontario (MTO), summarized the policy context and timelines for the Environmental Assessment (EA) for the Greater Toronto Area (GTA) West Corridor Study. He stated that the parameters and framework for conducting the major transportation planning under the process are in conformity with the Provincial Growth Plan, the Greenbelt Plan, the Niagara Escarpment Plan, the Oak Ridges Moraine Conservation Plan, Provincial Policy Statement and the respective municipal official plans.

Jin Wang stated that significant growth is projected by 2031 for the GTA West Corridor (Regions of Peel, York and Halton, City of Guelph and County of Wellington). He stated that Peel is expected to increase to a population of 1.6 million residents by 2031. Jin Wang reiterated the need to examine the long-term transportation planning requirements in the area and provide better linkages between the Urban Growth Centres in the GTA West Corridor Preliminary Study as identified in the Growth Plan, including the downtown areas in the Cities of Guelph and Milton, the Brampton City Centre and the Vaughan Corporate Centre. He indicated that the study is in its third phase for the generation and assessment of transportation alternatives. Jin Wang advised that consultations through Public Information Centres (PIC 3) in the GTA West Corridor area are currently underway. The Caledon PIC 3 will be held on December 8, 2009 at the Brampton Fairgrounds.

Neil Ahmed, Consultant Project Manager, McCormick Rankin Corporation, provided an overview of the process involved in the generation and assessment of transportation alternatives in the GTA West Corridor area. He indicated that transportation alternatives are being reviewed individually and as a group. Neil Ahmed noted that no single mode alternative is able to fully address all of the transportation problems and opportunities. They are now assessing groups of modal improvement alternatives as follows:

• Group 1 – Optimize Existing Networks
• Group 2 – New/Expanded Non-Road Infrastructure
• Group 3 – Widened/Improved Existing Roads
• Group 4 – New Transportation Corridor

Councillor McCallion recognized the importance of the EA study noting that it is needed to address the long-term transportation problems and opportunities in the Province. Councillor McCallion inquired if the GTA West Corridor EA Project Team has been approached by provincial staff to support a business plan to implement the entire study. She expressed concern as to what the outcome will be if the plan comes forward without a business plan. Jin Wang responded that the focus of the Project Team is to find the best solution to address the long-term transportation problems in the GTA West Corridor Area, and that the financial component of the study is not within the scope of the project.

Councillor McCallion inquired if the Project Team will recommend that transportation planning and development approvals go together when the study is implemented to conform to the Provincial Growth Plan and municipal official plans. Jin Wang responded that the Province has requested all municipalities in the GTA West Corridor area to formally notify the Ministry of any major development applications in their area. The development applications received are subsequently reviewed by MTO, the Ministry of Municipal Affairs and Housing (MMAH) and the GTA West Corridor EA Project Team who will work with municipalities to find the best way to address the applications.

Councillor Fennell inquired if the City of Brampton will be hosting a GTA West Public Information Centre (PIC) for the overall plan. Jin Wang responded that the Ministry will hold one PIC session in each of the regions in the GTA West Corridor Area. He noted that two PIC sessions were held in Brampton in 2007 but were not well attended and that the Caledon and Brampton consultations will be consolidated into one PIC session.

Councillor Fennell invited the delegates to present to a Brampton City Council meeting, noting the relevance of the study to the City. She commended the Project Team for a very thorough review of the transportation planning needs in the GTA West Corridor area but stressed the importance of having a business plan to implement the study.

Councillor Thompson asked the Project Team to ensure the right recommendations are put forward to help plan appropriately for the development and transportation needs of municipalities in the future.

Councillor Sprovieri inquired if the Ministry plans to upload Mayfield Road as a provincial corridor. Jin Wang responded that the Province is looking at different options to provide capacity for future growth and indicated that they are approaching the options from a system point of view, regardless of jurisdiction.

Councillor McCallion stated that highways put pressure on local roads and requested that the project team consider the impacts of additional highways on local roads as part of the study.

HE-A1. Peel Input on Mental Health and Addictions Strategy for Ontario

RECOMMENDATION GC-214-2009:

That the Regional Chair write to the Minister of Health and Long-Term Care to urge the Ministry to continue to develop and implement the provincial Mental Health and Addictions Strategy addressing the health system capacity issues affecting high-growth communities;

And further, that the Region of Peel advocate for a provincial mental health and addictions policy framework that aligns the efforts of all levels of government, provincial ministries and service providers;

And further, that the Region of Peel continue to support the community on their advocacy efforts given they are an integral partner to Region of Peel programs and the main service delivery agent for mental health services, and making progress on mental health and addictions services is essential in addressing poverty and youth violence, both strategic issues facing the Region;

And further, that senior staff, in their meetings with both Local Health Integration Networks (LHINs), raise the issue of mental health and addictions services in Peel aimed at creating a joint position on the funding issues faced by these services.

RECOMMENDATION GC-215-2009:

That the Medical Officer of Health be authorized to execute service agreements with the Heart and Stroke Foundation whereby the Coalitions Linking Action and Science for Prevention (CLASP) grant will fully fund Peel Public Health with up to $390,000 over two and a half years;

And further, that up to a total of 1.0 Full-Time Equivalent (FTE) contract employee, administered and fully funded by the Heart and Stroke Foundation through the CLASP grant, be approved;

And further, that the 2010 Peel Public Health budget be adjusted to reflect the approved program costs.

HS-A1. Construction of 250 Units of Affordable Housing at Creditview Road and Eglinton Avenue, Mississauga, Ward 6

RECOMMENDATION GC-216-2009:

That staff be authorized to negotiate, enter into and execute a Memorandum of Understanding, Agreement of Purchase and Sale, a Modified Turn Key Agreement with United Lands Corporation and such further and other documents as are deemed necessary and satisfactory by the Commissioner of Human Services and the Regional Solicitor for the development of affordable housing on Creditview/Eglinton property in Mississauga to the satisfaction of the Commissioner of Human Services and the Regional Solicitor and within the total budget of $52.6 million (excluding applicable taxes);

And further, that Capital Project 09-5032 Creditview/Eglinton in the amount of $48 million be amended by an additional $4.6 million for a revised total budget amount of $52.6 million (excluding applicable taxes);

And further, that the proposed financing plans for Capital Project 09-5032 be approved as detailed in the report of the Commissioners of Human Services, Employee and Business Services and the Chief Financial Officer and Corporate Services dated November 22, 2009 titled “Construction of 250 Units of Affordable Housing at Creditview Road and Eglinton Avenue, Mississauga, Ward 6”;

And further, that staff be authorized to explore opportunities with WISMA Non-Profit to provide property management for 125 senior units;

And further, that upon positive negotiations with United Lands, the Commissioner of Human Services report back on future operations and services to be offered at the Creditview Road and Eglinton Avenue project.

HS-C. HOUSING

HS-C1. Affordable Home Ownership Program - "Home In Peel" - Phase Two Update

RECOMMENDATION GC-217-2009:

That participation by the Region of Peel in the next phase of the Federal/Provincial Affordable Housing Program: Home Ownership Program Component (“the Program”) be approved in principle;

And further, that the Commissioner of Human Services launch the next phase of the Program which will be known as “Home in Peel 2” as described in the report of the Commissioner of Human Services dated October 28, 2009, titled “Affordable Home Ownership Program – “Home in Peel” – Phase Two Update”;

And further, that the Commissioner of Human Services and/or the Director of Strategic Planning, Policy and Partnerships execute the loan agreements and any other necessary documents to give effect to Home in Peel 2 on behalf of the Region of Peel under Home in Peel 2;

And further, that staff work with the local Habitat for Humanity (HFH) affiliates in order to provide up to the maximum down payment assistance amount allowable under Home in Peel 2 to their eligible purchasers of newly built HFH homes;

And further, that staff release a Request for an Expression of Interest in accordance with Purchasing By-law 63-2008 to local developers who may be interested in partnering with the Region of Peel for delivery of Home in Peel 2.

Councillor Morrison expressed concern that homes purchased under the federal/provincial “Affordable Housing Program: Home Ownership Program Component” cannot exceed $275,000, which limits the availability of homes in Peel.

MA-A1. Proposed Disposal of Region Owned Surplus Land Located at Peel Manor Long Term Care Centre, 525 Main Street North, City of Brampton, Ward 5

RECOMMENDATION GC-218-2009:

That the lands described as Part of Lot 9, Concession 1, West of Hurontario Street, City of Brampton, (formerly Township of Chinguacousy), Regional Municipality of Peel, designated as Parts 1, 2 and 3 on Reference Plan 43R-33020 be declared surplus to the needs of the Regional Corporation.

RECOMMENDATION GC-219-2009:

That The Regional Municipality of Peel, as Vendor, enter into an agreement with The Governing Council of The Salvation Army in Canada, as Purchaser, for the transfer of fee simple lands described as Part of Lot 9, Concession 1, West of Hurontario Street, City of Brampton, (formerly Township of Chinguacousy), Regional Municipality of Peel, designated as Parts 1, 2 and 3 on Reference Plan 43R-33020 for a nominal consideration.

RECOMMENDATION GC-220-2009:

That the 2010 interim Regional requisition be approved at a sum not to exceed 50 percent of the 2009 general tax levy to the Cities of Mississauga and Brampton and the Town of Caledon;

And further, that the necessary by-law be presented to Regional Council for enactment.

MA-B4. Common Tax Rebate Program for Low-Income Seniors and Low-Income Disabled Persons

RECOMMENDATION GC-221-2009:

That the proposed Regional 2010 Non-Program Property Tax current budget include a provision of $808,195 to fund the Regional portion of the property tax rebate to be offered to eligible low-income seniors and low-income disabled persons under a new program to be offered by the Peel lower-tier municipalities under Section 365 of the Municipal Act, 2001;

And further, that Regional staff be directed to review whether the current Regional property tax increase deferral program for low-income seniors and low-income persons with disabilities under Section 319 of the Municipal Act, 2001 can be replaced by the tax relief proposed herein.

RECOMMENDATION ASC-11-2009:

Whereas, almost one per cent of the Regional tax base is provided to the Conservation Authorities for implementation of their programs;

And whereas, the Region of Peel has no authority to audit the management and financial practices of the Conservation Authorities which it funds unless there is a memorandum of agreement between the funder and the recipient, or an invitation is initiated by the Conservation Authority Board of Directors;

Therefore be it resolved, that Regional staff prepare a letter respectfully requesting the Board of Directors of the local Conservation Authorities, to consider that Region of Peel Audit staff conduct audits of the Conservation Authorities management and financial practices.

MA-B6. Report of the Region of Peel Accessibility Advisory Committee (AAC-2009-9) meeting held on November 24, 2009

Regional Chair Kolb noted that the International Day of Persons with Disabilities in Peel was celebrated on December 3, 2009 at the Embassy Grand Convention Centre. The Lieutenant Governor of Ontario, the Honourable David C. Onley attended the event and was unanimously selected by the Region of Peel Accessibility Advisory Committee as its first “Champion” and recipient of the Region of Peel Accessibility Award in recognition of his lifelong commitment to enhancing accessibility in Ontario, and in acknowledgement of his outstanding work as an advocate for persons with disabilities.

That the contract for the provision of Systems Furniture, Ancillary Furniture, and Related Services for Regional Facilities, (Document 2009-875N), be awarded to Herman Miller Workplace Resource in the estimated amount of $170,000 (excluding applicable taxes), Brigholme Interiors Group in the estimated amount of $145,000 (excluding applicable taxes), Drechsel Business Interiors in the estimated amount of $495,000 (excluding applicable taxes) and the provision of Office Chairs be awarded to Harts Upholstered Products in the estimated amount of $97,000 (excluding applicable taxes), for the period starting January 1, 2010 and ending December 31, 2010 all in accordance with Purchasing By-law 63-2008;

And further, that authority be given to extend this contract for five optional 24 month periods based on satisfactory service, performance, budget, and price;

And further, that authority be given to increase the contract on an as required basis for this and subsequent contract periods to satisfy the needs of the Regional Municipality of Peel based on the contractual arrangements including optional period awards, satisfactory price, budget, performance, and service.

RECOMMENDATION GC-223-2009:

That the Contract (Document 2009-031T) awarded to 633383 Ontario Inc. (o/a Amato & Son) for the Supply and Installation of Kitchen and Bathroom Cabinetry at various Peel Living sites in the amount of $942,833.99 be increased by $70,950 (excluding applicable taxes), for a new total commitment of $1,013,783.99 (excluding applicable taxes), in accordance with Purchasing By-law 63-2008.

Councillor McCallion advised that a group has been established in the Greater Toronto Area (GTA), to deal with the promotion of the GTA which will be supported by the province. She stated that she is encouraged by the support of the province through the Minister of Economic Development and that early in the New Year, staff from regional and area municipal economic development offices and Regional Chairs and Mayors will meet to work on a plan to promote the GTA and to address the economic challenges which impact the area. Councillor McCallion noted that the Organisation for Economic Cooperation and Development (OECD) Review clearly indicates the need to work together to maintain the GTA as the financial centre of Canada.

Councillor Fennell noted that the Greater Toronto Marketing Alliance (GTMA) relies upon municipal membership and is now in the process of crafting new legal agreements with area municipal economic development offices. There is some concern at the GTMA that, while pleased that the Minister of Economic Development is enthusiastic about a collaborative venture, a new layer will be added to the issue of economic development and the funding of an additional layer could detract from the success of the GTMA. She stated that she will be sending a letter advising the Minister of Economic Development that the establishment of a new layer could complicate the goals of the GTMA. Councillor Fennell stated that regions and municipalities working together is important and that efforts to attract business should focus on the GTA as one economic region, noting that when business develops in one area of the GTA, all areas benefit.

Councillor Fennell stated that having the GTMA advocate for development in the GTA through municipal partnerships makes it affordable for municipal economic development offices to have an international presence through joint trade missions.

Councillor Morrison advised that she participates on the Association of Municipalities of Ontario (AMO) Task Force on Economic Development, which is moving towards regional economic development so that municipalities no longer have to compete against each other for development. She noted that the GTMA has a regional focus and was surprised to learn that another level will be introduced. She suggested that there needs to be assurance that the two groups will not be competing against each other which could result in resources being spread too thin.

Regional Chair Kolb noted that Peel area Boards of Trade and Chambers of Commerce are interested in the Region of Peel’s work on goods movement and are concerned about the loss of manufacturing facilities in the region. Regional Chair Kolb suggested that participation of the business groups in Peel would be beneficial in efforts to retain existing manufacturing facilities in the region.

Councillor McCallion highlighted the need to determine what organization should cover the GTA to ensure there is no duplication and stated that the GTMA has made a major contribution to economic development in the area, with minimal support from the federal and provincial governments.

Councillor Fennell advised that Gary Goodyear, Minister of State Responsible for the Federal Economic Development Agency for Southern Ontario, plans to create an international leaders opportunity and indicated her support for the event to be hosted in Peel.

RECOMMENDATION GC-224-2009:

That approval be granted to Amendment Number 95 to the City of Mississauga Official Plan (Mississauga Plan), the City’s conformity amendment to the Provincial Places to Grow Plan, save and except for Section 1.2, Paragraph 1 of the amendment which contains population and employment forecasts that shall remain deferred as described in the joint report of the Commissioner of Public Works and the Chief Financial Officer and Commissioner of Corporate Services, dated November 12, 2009, titled “Amendment Number 95 to the City of Mississauga Official Plan, Places to Grow Plan Conformity Amendment”;

And further, that staff be directed to bring forward for approval the deferred portions of Amendment Number 95 to the City of Mississauga Official Plan (Mississauga Plan) after the population and employment forecasts required by the Provincial Places to Grow Plan are approved in the Peel Region Official Plan;

And further, that the necessary by-law be presented to Regional Council for enactment;

And further, that a copy of the subject report be forwarded to the Ministry of Municipal Affairs and Housing, the Cities of Brampton and Mississauga, the Town of Caledon, municipalities adjacent to the City of Mississauga, and parties who have requested notification;

That the official comments of the Region of Peel as outlined in the report of the Commissioner of Public Works, dated November 2, 2009, titled “427 Transportation Corridor Environmental Assessment”, be endorsed;

And further, that the Ministry of Transportation be requested to consider the comments in preparing the final Environmental Assessment Report;

And further, that the Ministry of Transportation be requested to include the Highway 427 Extension from Highway 7 to Major Mackenzie Drive in the Provincial Southern Highways Program 2010 to 2014;

And further, that the Ministry of Transportation be requested to initiate a study to examine the need for a further extension of Highway 427 to meet longer-term needs;
