Regional Chair Kolb noted that April 15, 2010 is a National Day of Mourning, proclaimed in honour of the President of Poland, his wife, and other Polish leaders who were killed in a plane crash on Saturday, April 10, 2010. He advised that in observance of this day, flags at Regional facilities would be flown at half mast. He noted that this tragic event has had a significant impact around the world and in the Peel community and extended condolences on behalf of the Region of Peel to the people of Poland. A moment of silence was recognized.

RECOMMENDATION GC-82-2010:

That the agenda for the April 15, 2010, General Committee meeting be amended to withdraw Delegations/Presentations – Item D6;

And further, that the agenda for the April 15, 2010, General Committee meeting be amended to include a communication from Bruce McCuaig, Deputy Minister, Ontario Ministry of Transportation, regarding a one-time grant for the Region of Peel of $178,661 for the replacement of municipal transit buses and a notice of termination of the Ontario Bus Replacement Program, to be dealt with under Items Related to Public Works – Item PW-C5;

D1. Dr. Colin Saldanha, Medical Director, Saldanha Health Centre and Joyce Temple-Smith, Executive Director, Malton Neighborhood Services, Presenting an Overview of the Peel Public Health Diabetes Project and the Diabetes Prevention Project in the South Asian Community in Peel

Dr. D. Mowat, Medical Officer of Health, introduced Dr. Saldanha, Medical Director, Saldanha Health Centre and Joyce Temple-Smith, Executive Director, Malton Neighborhood Services and congratulated both on their work in the community.

Dr. Colin Saldanha and Joyce Temple-Smith provided an overview of the work completed by the Peel Public Health Diabetes Project and the efforts to raise Diabetes awareness in the South Asian community in the Region of Peel.

Joyce Temple-Smith stated that Malton Neighborhood Services was one of the local agencies involved with the Peel Public Health Diabetes pilot project. Malton Neighborhood Services staff worked with Peel Public Health representatives to provide weekly health clinics which focussed on diabetes prevention through nutrition and exercise and offered culturally relative information to the South Asian community.

Dr. Saldanha congratulated Dr. Mowat and the Diabetes Health Team for the initiatives they have undertaken to improve health in Peel. Diabetes is a growing issue in the South Asian community and he stressed the importance of the programs offered by the Region of Peel in raising public awareness of the disease.

Councillor Groves thanked Joyce Temple-Smith and Dr. Saldanha for their presentation and stated the importance of education and public awareness in preventing Diabetes. She inquired if there are diabetes awareness programs for children.

Dr. Saldanha responded that Peel Public Health has programs in local schools which promote healthy lifestyles including diet and exercise.

Councillor Prentice stated that she was impressed with the Diabetic Health Centre located at the Credit Valley Hospital and enquired how the Peel Public Health programs are coordinated with the services offered by local hospitals. Dr. Saldanha responded that developing a relationship with the local hospital programs is a work in progress and that a collaborative partnership is the goal in order to best serve the community.

Councillor Sprovieri inquired if the Peel Public Health Diabetes project is focused on prevention.

Dr. Saldanha responded that education is the key to preventing Diabetes. The program offers cooking classes and information related to healthy food choices and is designed to raise public awareness of preventing diabetes.

D3. Kim Seipt, Chair and Kelly Darnley, President and CEO, Caledon Chamber of Commerce, Providing Comments on Regional Official Plan Amendment Number 24 (ROPA 24)

Kim Seipt, Chair, Caledon Chamber of Commerce, stated that Bolton has the highest vacancy rate for employment lands in Canada and stated the Caledon Chamber of Commerce recommendation for a proper expansion to Bolton to improve Caledon’s quality of life and maintain the unique character of Caledon. She advised that it is the opinion of the Caledon Chamber of Commerce that a proper Municipal Comprehensive Review has not taken place at the Town of Caledon or the Region of Peel and that approval of Regional Official Plan Amendment (ROPA) 24 will be devastating to Town businesses.

Kim Seipt submitted petitions from Bolton-area businesses confirming their support for the Caledon Chamber of Commerce position on ROPA 24.

In response to a question from Councillor Sanderson, Kim Seipt advised that of 1,800 businesses in the Town of Caledon, 400 are members of the Caledon Chamber of Commerce.

Councillor Prentice requested additional information regarding the statements made by the Caledon Chamber of Commerce that ROPA 24 ignores provincial direction and does not conform to provincial policy.

Kelley Darnley, President and CEO, Caledon Chamber of Commerce stated that comments received from the province with respect to boundary expansions and settlement study areas were not addressed in the staff recommendation regarding ROPA 24.

Councillor Prentice requested that staff address the issue as part of their presentation on ROPA 24, later in the meeting.

D4. Karen Hutchinson, Executive Director, Caledon Countryside Alliance, Discussing the "Environmental Issues in Caledon: Survey Report" and its Relevance to the Population Forecast for the Town of Caledon as Part of the Approval of Regional Official Plan Amendment 24 (ROPA 24)

Councillor Adams arrived at 10:12 a.m.

Karen Hutchinson, Executive Director, Caledon Countryside Alliance, advised that a survey had been completed on the environmental issues in Caledon, to understand the environmental attitude and practices of residents.

The survey, which was conducted independently in June, 2008, indicated that 26 per cent of respondents identified issues related to growth, development and sprawl as a “top of the mind” issue. The greatest environmental threat to the countryside around Caledon was identified by 46 per cent of respondents to be issues related to growth, development and sprawl. Almost 9 out of 10 respondents said that they want Caledon to remain a small town of 100,000 people, when asked about future development.

Councillor Groves inquired as to the position of the Caledon Countryside Alliance with respect to the boundary expansion approved in 2005 for Mayfield West which consists of approximately 2,000 acres of prime agricultural land, with viable farming operations.

Karen Hutchinson stated the need to address farm/agricultural viability and the desire for a countryside economy and indicated she would reserve comment on the Mayfield West boundary expansion until such time when agricultural viability will be addressed.

In response to a question from Councillor Groves, Karen Hutchinson advised that the survey encompassed the entire Town of Caledon, by proportional representation by Ward.

Regional Chair Kolb noted that a letter from the Mayor of Caledon, to Caledon businesses, had been referred to and advised that it was recently distributed to Councillors. He advised that in order to speak to the contents of the letter, a motion was required to add it to the agenda.

Councillor Thompson moved the following motion:

RECOMMENDATION GC-83-2010:

That the agenda for the April 15, 2010 General Committee meeting be amended to include a communication from Marolyn Morrison, Mayor, Town of Caledon, dated April 13, 2010, to Caledon businesses, regarding Regional Official Plan Amendment Number 24 (ROPA 24), to be dealt with under Items Related to Management – Item MA-D12.

D5. Greg Pannia, Chair, Coalition of Concerned Residents and Businesses of Bolton (CCRBB), Regarding Regional Official Plan Amendment Number 24 (ROPA 24)

Greg Pannia, Chair, Coalition of Concerned Residents and Businesses of Bolton (CCRBB), stated that he would like to see Bolton flourish and encouraged Regional Council to consider expanding the urban boundaries in the Town of Caledon to attract new residents, employment and businesses. He noted that reference to businesses in Bolton encompasses not only the retail sector, but also manufacturing facilities. He described the challenges in attracting workers and investors due to the lack of available housing, transit and other amenities in the Bolton area.

Councillor Prentice noted that the Provincial Policy Statement requires that all municipalities examine opportunities for intensification and inquired why the Bolton community is not receptive to intensifying the Village of Bolton.

Greg Pannia responded that the Bolton business community retained experts who examined the intensification opportunities identified by the Town of Caledon and determined that they are not viable options for providing the housing and rental units that will be needed to sustain the community. He stated that in his opinion, the sites were identified because they are vacant and not because they are good development sites.

Councillor Groves noted that a map was produced by Town of Caledon staff depicting 24 sites for potential intensification. The surveys conducted through “Our Caledon, Our Choice” indicated that there is no support for dense intensification because the infrastructure and community amenities are not there to support it. She stated that in order to intensify an area, the area should be fully urbanized with facilities and infrastructure in place to support the development.

Councillor Prentice requested that she be provided with the map referred to by Councillor Groves that depicts the 24 potential intensification sites, as well, as a copy of the survey findings.

D2. Arvin Prasad, Director, Planning Policy and Research, Region of Peel, Regarding Regional Official Plan Amendment Number 24 (ROPA 24)

Arvin Prasad, Director, Planning Policy and Research, provided a brief overview of proposed Regional Official Plan Amendment Number 24 (ROPA 24) which deals with conformity to Provincial initiatives in the areas of Regional forecasts, growth management, employment areas and Greenbelt conformity. He summarized the processes involved in the development of ROPA 24 which included consultation with area municipalities; workshops; open houses; public meetings and consideration of submissions received from various stakeholders, agencies and the public who expressed interest in the Amendment.

Arvin Prasad highlighted the following key revisions to the Amendment, resulting from consultations and comments received:

• Regional forecasts aligned with Schedule 3 of the Growth Plan;
• Palgrave Estate Residential Community excluded from calculation of greenfield density target;
• Requirement for the completion of greenfield density analysis introduced;
• Employment Land Budget subject to refinement based on future detailed studies;
• Greenbelt policies clarify permissions for agriculture, and;
• Municipal comprehensive review policies revised to scope some study requirements to the area municipalities

Councillor Paterak placed a motion to approve the report of the Inter-Municipal Planning Subcommittee meeting held on April 1, 2010.

Councillor McFadden departed at 1:00 p.m.

In response to a question from Councillor Mullin, Arvin Prasad confirmed that there are no additional population numbers to be allocated within the Region of Peel.

Councillor Prentice referred to comments made by previous delegations that the Town of Caledon is not willing to conform to provincial policy and asked staff to comment.

Arvin Prasad stated that in his opinion, area municipal and Regional staff have undertaken a significant exercise that constitutes a comprehensive review.

Councillor Prentice requested staff comments on statements made by previous delegations that the Region of Peel staff chose to ignore provincial policy.

Arvin Prasad responded that the province provided a position on proposed ROPA 24 and staff worked closely with the province and area municipal staff to address the identified concerns. The only remaining issue is that of density because the province requires that employment and residential targets be tied together, however the employment density is much lower. He noted that proposed ROPA 24 includes policy to address this matter.

Councillor Groves inquired as to why Schedule D to the proposed Amendment includes several settlement study areas, adding that a letter from the Province dated October 6, 2009 states that they are not supported.

Arvin Prasad responded that it is staff’s belief that, in terms of good planning, it is appropriate to be able to demonstrate what is happening in the community.

In response to a question from Councillor Groves, Arvin Prasad confirmed that the intensification strategy is 40 per cent across the Region of Peel until 2026, at which time it increases to 50 per cent.

Councillor Groves noted that at the March 23, 2010 Town of Caledon Council meeting, Town staff were asked if the Town of Caledon could reject a proposal by a developer who acquires one or more of the sites identified for intensification and intends to develop the site(s) in such a way that exceeds the 2021 growth forecast, prior to 2021. She stated that the response provided by Town staff was that it would be difficult to defend such a decision at the Ontario Municipal Board which led her to believe that there is opportunity to add more people to the existing Bolton boundary which is not consistent with a previously approved Town of Caledon Official Plan Amendment. She further noted that comments received from the Region of Peel do not indicate that there is opportunity to remove the 2021 planning horizon which is not consistent with the response given by Town staff at the March 23rd meeting.

Arvin Prasad responded that Regional staff are of the opinion that the interim forecasts are important for monitoring the progress of the Regional Official Plan.

Councillor McCallion stated that the City of Mississauga is satisfied with proposed ROPA 24 and commended the Region of Peel for recognizing that the area municipalities should play a major role in planning and development.

MA-A. CHIEF FINANCIAL OFFICER AND CORPORATE SERVICES

MA-A8. Report of the Inter-Municipal Planning Subcommittee (IMPSC-2010-1) meeting held on April 1, 2010

In relation to item 4a within the report of the Inter-Municipal Planning Subcommittee meeting (IMPSC-2010-1) held on April 1, 2010, Councillor Palleschi placed the following motion which was approved:

RECOMMENDATION GC-84-2010:

That recommendation IMPSC-4-2010 be amended to include the following:

“And further, that Regional Council reiterates its commitment to planning to achieve a Regional Greenfield density target of 50 persons and jobs per hectare, as set out in Regional Official Plan Amendment 24 (ROPA 24) and direct Regional staff to initiate, immediately following the adoption of ROPA 24 the analysis to demonstrate how this target will be achieved, in collaboration with the area municipalities. “

Subsequent to discussion, Councillor Palleschi agreed to a friendly amendment to the motion to read “…reiterate its commitment to planning to achieve a minimum Regional Greenfield density target of 50 persons and jobs combined per hectare…”.

Whereas, the City of Brampton has prepared a population forecast that represents its vision for 738,000 persons in 2031, which is consistent with the Growth Plan principles and the Regional Official Plan but exceeds the 2031 population assigned to Brampton ROPA 24;

And whereas, the Province of Ontario is updating Schedule 3 to the Growth Plan in 2010;

Therefore be it be resolved, that the City of Brampton forecast be considered for incorporation by the Region of Peel into the Regional Official Plan following the Provincial Growth Plan update;

And further, that Regional Official Plan Amendment Number 24 – Places to Prosper: Growth Management, Employment Areas and Greenbelt Conformity, attached as Appendix I to the report of the Chief Financial Officer and Commissioner of Corporate Services, dated March 12, 2010, titled “Peel Region Official Plan Review – Adoption of Regional Official Plan Amendment Number 24 – Places to Prosper: Growth Management, Employment Areas and Greenbelt Conformity”, be approved;

And further, that Regional Council deems that no further public meetings related to Regional Official Plan Amendment Number 24 are required as per the provisions of Section 17 of the Planning Act;

And further, that the necessary by-law be presented to Regional Council for enactment;

And further, that a copy of the subject report be forwarded to the Ministry of Municipal Affairs and Housing, the Cities of Brampton and Mississauga, the Town of Caledon, municipalities adjacent to the Region of Peel, and those parties requesting notification;

And further, that notice of decision of Council’s adoption of Amendment Number 24 be given in accordance with the Planning Act;

And further, that the input received from consultation on the Peel Region Official Plan Review be used to inform and guide the development of the Region of Peel's Strategic Plan;

And further, that Regional Council reiterate its commitment to planning to achieve a minimum Regional Greenfield density target of 50 persons and jobs combined per hectare as set out in Regional Official Plan Amendment Number 24 (ROPA 24) and direct Regional Staff to initiate, immediately following the adoption of ROPA 24 the analysis to demonstrate how this target will be achieved, in collaboration with the area municipalities.

And further, that the agenda for the April 1, 2010, Inter-Municipal Planning Subcommittee meeting be amended to include a communication item from Barbara Karrandjas, Legislative Administrator, Town of Caledon, dated March 25, 2010, providing a copy of the Town of Caledon resolution and report titled “Revised Regional Official Plan Amendment Number 24 – Growth Management, Employment Lands and Greenbelt Policies”, to be dealt with under Communications – Item 5b;

Councillor Parrish moved the motion.

That Regional Official Plan Amendment Number 24 – Places to Prosper: Growth Management, Employment Areas and Greenbelt Conformity, attached as Appendix I to the report of the Chief Financial Officer and Commissioner of Corporate Services dated March 12, 2010, titled “Peel Region Official Plan Review – Adoption of Regional Official Plan Amendment Number 24 – Places to Prosper: Growth Management, Employment Areas and Greenbelt Conformity”, be approved;

And further, that Regional Council deems that no further public meetings related to Regional Official Plan Amendment Number 24 are required as per the provisions of Section 17 of the Planning Act;

And further, that the necessary by-law be presented to Regional Council for enactment;

And further, that a copy of the subject report be forwarded to the Ministry of Municipal Affairs and Housing, the Cities of Brampton and Mississauga, the Town of Caledon, municipalities adjacent to the Region of Peel, and those parties requesting notification;

And further, that notice of decision of Council’s adoption of Amendment Number 24 be given in accordance with the Planning Act;

Councillor Moore moved an amendment to the main motion, to include the following:

HE-B2. Special Behaviour Support Unit at Sheridan Villa Long Term Care Centre

RECOMMENDATION GC-92-2010:

That a Special Behaviour Support Unit at Sheridan Villa Long Term Care Centre be established;

And further, that the approved 2010 staffing complement for Long Term Care be increased by 7.6 Full-Time Equivalents (FTE);

And further, that the 2010 operating budget for Long Term Care be increased by $425,807 fully funded by the Mississauga-Halton Local Health Integration Network;

And further, that the required documents be executed by the Region’s duly authorized signing officers.

Councillor Prentice inquired how long the Local Health Integration Network (LHIN) will provide funding for the Special Behaviour Support Unit at the Sheridan Villa Long Term Care Centre.

Janette Smith, Commissioner of Health Services, responded that the LHIN is providing permanent base funding for the program for as long as they determine the Special Behaviour Support Unit is needed.

Janette Smith reported that aggressive behaviour in long term care centres is a system-wide issue and that the program at Sheridan Villa will provide expertise that will be shared across the long term care sector. The program at Sheridan Villa will be transitional, in nature, as hospitals and other long term care centres will be able to direct their aggressive clients to Sheridan Villa where the best protocol for managing the behaviour will be determined before the patient is returned to their “home” long term care centre.

Councillor McCallion enquired if the issue of a development levy was discussed with the LHIN in relation to funding hospital capital projects.

Councillor Fennell expressed concern that the increasing cost of hospital projects is beyond the capability of the property tax base to fund.

Councillor Morrison responded that challenges related to hospital funding were discussed at the April 8, 2010 Intergovernmental Relations Advisory Committee (IRAC) meeting and advised that staff have been asked to report to the Committee on the issue.

HS-C. HOUSING

HS-C1. Re-Launch of Home in Peel Resale Program

RECOMMENDATION GC-95-2010:

That the continued participation by the Region of Peel in the Federal/Provincial Affordable Housing Program: Affordable Home Ownership Program (the “Program”) resale component be approved;

And further, that based upon the funding announcement dated February 26, 2010 from the Ministry of Municipal Affairs and Housing, that the Region of Peel reintroduce the resale portion of the Affordable Home Ownership Program, to be known as Home in Peel;

And further, that the newly constructed homes portion of program requirements as described in the report of the Commissioner of Human Services dated October 28, 2009, titled “Affordable Home Ownership Program – “Home in Peel” – Phase Two Update” be removed from the next phase of the program;

And further, that the down payment assistance granted to approved purchasers during this phase of the Program be $10,000 for a home in Peel that is $270,000 or lower;

And further, that staff continue to work with the local Habitat for Humanity (HFH) affiliates in order to provide up to the maximum down payment assistance amount allowable under Home in Peel to their eligible purchasers of newly built HFH homes.

HS-C2. Social Housing Renovation and Retrofit (SHRRP) Update

RECOMMENDATION GC-96-2010:

That the budget for the Social Housing Retrofit and Renovation Project, 09-5035 be increased by $127,805, fully funded by MMAH funding.

RECOMMENDATION GC-97-2010:

MA-A2. Transfer of Region of Peel Federal Gas Tax Allocation - 2010

RECOMMENDATION GC-98-2010:

That $29,518,741.00 in the federal gas tax allocation received by the Region of Peel in 2010 be transferred to the Cities of Brampton and Mississauga and the Town of Caledon based on the allocation method identified in the report of the Chief Financial Officer and Commissioner of Corporate Services, dated March 25, 2010, titled “Transfer of Region of Peel Federal Gas Tax Allocation – 2010”;

And further, that the necessary by-law be presented to Regional Council for enactment.

Councillor Prentice inquired how the Region of Peel proposes to utilize the $3 million in federal gas tax funds that it will retain this year.

Norma Trim, Chief Financial Officer and Commissioner, Corporate Services, responded that staff will be reporting to a future meeting of Regional Council on the issue but that it is expected the funds will be applied to TransHelp and Accessible Transportation Office programs, as well as, to complete transit-related road works.

MA-A3. Extension of Professional Services for the Rockfort Ontario Municipal Board Hearing

RECOMMENDATION GC-99-2010:

That the contracts for external legal and professional services between the Region and its service providers for the Rockfort Quarry Ontario Municipal Board hearing be extended to provide continuing representation in the estimated amount of $200,000 (excluding applicable taxes) under Capital Project 03-7712, for a total commitment of $1,250,000 (of which $650,000 has been previously approved by Council), in accordance with Purchasing By-law 63-2008;

And further, that additional funding in the amount of $200,000 be provided to Capital Project 03-7712, financed from Reserve Fund R0252.

MA-A4. 2009 Semi-Annual Financial Report - Year End

RECOMMENDATION GC-100-2010:

That staff be authorized to implement the 2009 surplus management actions and administrative adjustments as outlined in the report of the Chief Financial Officer and Commissioner of Corporate Services dated March 25, 2010, titled “2009 Semi-Annual Financial Report - Year End”.

Councillor Mullin stated her concern regarding the surpluses noted in the Semi-Annual Financial Report and suggested that changes to the budget process are required to ensure that Councillors have a more comprehensive understanding of any potential surpluses in the budget.

Norma Trim, Chief Financial Officer and Commissioner, Corporate Services, responded that the concerns noted by Councillor Mullin will be taken as direction for the 2011 budget process and stated that the surplus variance represents less than one per cent of the current budget.

F. OTHER BUSINESS

Additional Item – F1:

a) Bethell House (Oral)

Received

Councillor Morrison reported that the Bethell House hospice was officially opened on April 14, 2010 in Inglewood. Funding for the project included a $2 million donation from Lorna Bethell in memory of her late husband Tony Bethell. Local fundraising for the project has reached a total of $6.8 million.

Councillor Morrison thanked everyone involved with the Bethell House facility.

Regional Chair Kolb noted that the LHIN has committed to providing funds for 100 per cent of the operating costs of the Bethel House for its first year in operation.

Councillor Paterak stated that Tony Bethell was a war hero and one of the prisoners involved in the Great Escape. He noted that Tony Bethell, before he was diagnosed with cancer, had begun plans to establish a hospice and although he did not live to see Bethel House open, his name will be an inspiration to people in the hospice.

Councillor Saito departed at 2:45 p.m., due to other municipal business.
