The Arterial Roads Review Ad hoc Steering Committee met on October 25, 2007 at 11:06 a.m. in the Council Chamber, Regional Administrative Headquarters , 10 Peel Centre Drive, Brampton.

2. APPROVAL OF AGENDA

RECOMMENDATION ARRASC-5-2007:

 That the agenda for the October 25, 2007, Arterial Roads Review Ad hoc Steering Committee meeting be approved.


3. DELEGATIONS/PRESENTATIONS

 a) Development of Next Steps for the Regional and Area Municipal Staff Working Group (Oral)
Presentation by Damian Albanese, Director, Transportation

Received

Damian Albanese, Director, Transportation, provided a brief overview of the recent work of the Regional and Area Municipal Staff Working Group for the arterial roads network review. He advised that the Working Group has reached consensus on a proposed mandate for the Committee, and a discussion paper to help guide the development of the terms of reference for Phase Two of the arterial roads network review. He advised that both the revised terms of reference for the Committee, and the discussion paper on the Phase Two terms of reference are appended to the staff report listed as Item 4 a) on the Committee agenda, for approval by the Committee.

Councillor Paterak asked whether or not the criteria for determining the jurisdiction of the arterial roads in Peel, as outlined in the discussion paper, will be weighted differently. He suggested that criteria such as network effectiveness should be the primary focus of the review. Damian Albanese responded that the criteria will be weighted, but that the weight of each has not yet been determined by the Working Group.

Councillor Prentice requested clarification regarding the next steps for the Working Group. Damian Albanese advised that, based on direction received from the Committee, staff would draft a corporate report, which would include the terms of reference for Phase Two, and require approval by Regional Council as directed under Resolution 2007-784.

Councillor Paterak asked whether or not an additional meeting of the Committee would be scheduled in 2007. Damian Albanese responded that a meeting could be scheduled on November 22, if the Working Group is unable to finalize the corporate report for the Phase Two terms of reference and require further direction from the Committee. Councillor Paterak requested that members of the Committee not schedule any meetings on November 22 at 11:00 a.m. in order to ensure that the meeting time is available, should the additional meeting be required. Councillor Prentice requested that staff from the Clerk’s division provide a notice to members of the Committee to remind them to keep the meeting time available in their calendars.

4. REPORTS

 a) Terms of Reference for the Arterial Roads Review Ad hoc Steering Committee (ARRASC), as Revised by the Regional and Area Municipal Staff Working Group

RECOMMENDATION ARRASC-6-2007:

That the terms of reference for the Arterial Roads Review Ad hoc Steering Committee (ARRASC), as outlined in Appendix I to the report of the Commissioner of Environment, Transportation and Planning Services, dated October 15, 2007, titled “Terms of Reference for the Arterial Roads Review Ad hoc Steering Committee (ARRASC), as revised by the Regional and Area Municipal Staff Working Group”, be approved;

And further, that the discussion paper for the “Arterial Road Rationalization Phase Two Terms of Reference”, attached as Appendix II to the subject report, be approved;

And further, that a copy of the subject report be forwarded to the area municipalities, for information.

6. OTHER BUSINESS

Additional Item – 6 a:

a) External Audio Streaming of Meeting Proceedings for the Arterial Roads Review Ad hoc Steering Committee (ARRASC)

Damian Albanese advised members of the Committee that it is sometimes difficult for area municipal staff to attend meetings of the ARRASC. He suggested that meetings could be streamed externally, so that staff from the area municipalities could have the option of listening to the meeting proceedings from their offices, rather than attending the meetings in person.

RECOMMENDATION ARRASC-7-2007:

That audio streaming of meetings of the Arterial Roads Review Ad hoc Steering Committee be broadcast externally on the Region of Peel website, in order to allow area municipal staff the opportunity to listen to meeting proceedings.


7. NEXT MEETING

The next meeting date of the Arterial Roads Review Ad hoc Steering Committee is scheduled for Thursday, January 10, 2008, 9:30 a.m., Regional Administrative Headquarters, Council Chamber, 5th floor, 10 Peel Centre Drive, Brampton, Ontario.
