The Arterial Roads Review Ad hoc Steering Committee (ARRASC) met on Thursday, February 16, 2012, at 9:30 a.m. in the Council Chamber, Regional Administrative Headquarters, 10 Peel Centre Drive, Suite A, Brampton.

a) Update on Arterial Roads Review Ad hoc Steering Committee (ARRASC) Working Committee Discussions

Dan Labrecque, Commissioner of Public Works, Region of Peel, stated that the Region of Peel and the Cities of Brampton and Mississauga are working collaboratively to review the proposed operating procedure of the traffic signal systems. He informed the members of the Committee that Brampton owns the traffic system in the City and is in the process of phasing in its operations into the Active Traffic Management Model.

Martin Powell, Commissioner, Transportation and Works, City of Mississauga, stated that the City is in the midst of finalizing a Request for Proposal to replace its traffic system with newer technology similar to Brampton. It would allow staff to control the timings of the traffic signals on arterial roads and respond to unforeseen events. Martin Powell advised that Brampton and Mississauga staff will present a joint proposal to the Region of Peel staff that will outline a new approach to operating the traffic signal systems and maximize the benefits for the public in the future.

In response to a question from Councillor Saito, Martin Powell stated that Region of Peel staff communicates any changes to signal timings to the City of Mississauga staff for implementation. He stated that it is one of the proposals being considered for a more efficient traffic signal management.

Damian Albanese, Director, Transportation, Region of Peel, informed the Committee that as part of the 1984 agreement, Region of Peel will cover approximately 30 percent of the cost to purchase a new traffic system for the City of Mississauga. He stated that Region of Peel staff has full access to the Brampton system and only a read-access to the Mississauga system.

In response to a question from Councillor Morrison, Dan Labrecque confirmed that there are three traffic systems in the Region of Peel, City of Brampton and City of Mississauga. Martin Powell added that the systems are different but can be coordinated. A central communication system for Brampton and Mississauga would be costly. Martin Powell noted that communication and technical details will be factored in to come up with the most efficient way to provide service.

Michael Parks, Manager, Traffic Engineering Services, City of Brampton, stated that the City of Brampton’s new system is used primarily for its Züm Bus Rapid Transit network at Queen and Main Streets. He advised that the system has the capability to expand in the future and confirmed that Brampton also had a cost sharing agreement with the Region when the system was purchased.

Regional Chair Kolb requested that the coordination of traffic lights during non-peak hours or evening hours in industrial and commercial areas be considered when developing the Regional traffic management system for an efficient goods movement across the Region and its area municipalities.

b) Arterial Roads Review Ad hoc Steering Committee (ARRASC) Staff Work Plan – Proposed Work Plan

Councillor Thompson requested that staff ensure the recommendations from the Peel Goods Movement Task Force are considered as part of the ARRASC work plan.

In response to a question from Councillor Starr, Dan Labrecque advised that area municipal staff deferred the discussions on the jurisdictional shifts in responsibilities until the operational issues have been resolved. Discussions with Regional and area municipal staff will be underway in the next few months and subsequently will provide the outcomes to the Arterial Roads Review Ad hoc Steering Committee.
