The Arterial Roads Review Ad hoc Steering Committee (ARRASC) met on Thursday, September 20, 2012, at 12:17 p.m. in the Council Chamber, Regional Administrative Headquarters, 10 Peel Centre Drive, Suite A, Brampton.

A quorum of voting members was not present, and in accordance with section III-4(g) of the Region of Peel Procedural By-law 57-2006, as amended, the Arterial Roads Review Ad hoc Steering Committee received information.

Councillor Saito noted that Regional Chair Kolb was not present due to other municipal business and that upon his arrival, quorum would be achieved.

4. REPORTS

a) ARRASC Status Update and Refined Work Plan

Dan Labrecque, Commissioner of Public Works, stated that the subject report addressed the issue of traffic signal management and sought feedback from the Committee as to how the agreement in principle with the Cities of Brampton and Mississauga for administering signal operations and maintenance for Region intersections within the boundaries of the two area municipalities would be executed.

Councillor Thompson suggested that it would be more efficient for the Region of Peel to consider a single integrated traffic system network within Peel boundaries, similar to the Region of Durham. Dan Labrecque stated that such a system is feasible and could be considered in the future, as outlined in Appendix I to Item 4a. However, he informed the Committee that there is currently no agreement at the staff level for this option and it would require clear direction from Regional and area municipal Councils to proceed.

Councillor Saito stated that the City of Brampton upgraded its traffic signal system and that the City of Mississauga will soon be replacing theirs, and stated that traffic systems are best dealt with locally.

Councillor Thompson acknowledged the challenges the City of Brampton and City of Mississauga face with their traffic systems but recognized the cost benefits and improved administration of streamlining traffic control management into a single integrated system within the Region of Peel.

In response to a question from Councillor Paterak, Dan Labrecque confirmed that reduction of greenhouse gas emissions would be one of the benefits of the Intelligent Transportation System Strategic Plan.

The Commissioner of Public Works was requested by Councillor Paterak to provide information on traffic signal technology that detects the motion of oncoming vehicles at intersections during off-peak hours and low traffic areas, and include cost and the feasibility of utilizing the technology on Regional roads.

Dan Labrecque stated that Regional and area municipal staff are working collaboratively to ensure an efficient and cost-effective traffic signal management system in the Region of Peel.

Regional Chair Kolb arrived at 12:30 p.m., due to other municipal business.

A quorum of voting members was achieved.

RECOMMENDATION ARRASC-4-2012:

That the agenda for the September 20, 2012 Arterial Roads Review Ad hoc Steering Committee meeting, be approved.

4. REPORTS

a) ARRASC Status Update and Refined Work Plan

RECOMMENDATION ARRASC-5-2012:

That the service delivery proposal for operating and maintaining Regional traffic signals in the Cities of Brampton and Mississauga, as outlined in the report of the Commissioner of Public Works, dated August 21, 2012, titled “ARRASC Status Update and Refined Work Plan”, be approved in principle, subject to satisfactory agreements in terms of performance measures, legal, liability and financial factors;

And further, that the Region of Peel continue to manage, operate and maintain the Regional Traffic signals in the Town of Caledon;

And further, that a copy of the subject report be forwarded to the City of Mississauga, the City of Brampton and the Town of Caledon for information.

7. OTHER BUSINESS

Additional Item – Item 8a:

a) Capital, Maintenance and Operational Costs of Sidewalks, Street Lighting and Bike Lanes on Regional Roads (Oral)

Received

Councillor Saito stated that Mississauga Council passed a motion requesting the Region of Peel to consider funding the capital, maintenance and operational costs of cycling facilities, sidewalks, street lighting and other municipal infrastructure on Regional roads. The subject motion was presented to Regional Council at its meeting held on June 14, 2012 and was referred to Public Works (Resolution 2012-710).

Dan Labrecque, Commissioner of Public Works, provided a brief overview of the request and informed the Committee that street lighting, sidewalks and bike lanes are included in the list of nine operational opportunities to be reviewed by staff but are considered low priority for 2013. He indicated that, should the Committee decide to make these a priority, staff would have to re-evaluate the ARRASC work plan to accommodate the request from the City of Mississauga. Due to its complexity, staff would have to perform due diligence before a report could be presented to the Committee or Regional Council.

Dan Labrecque indicated that clear direction from Regional and area municipal councils would allow staff to take the necessary steps to proceed with the request and report back to the Committee or Council in a timely manner. Further, Dan Labrecque suggested that the Committee request or direct the Regional and area municipal Chief Financial Officers to coordinate and review the budget and cost implications, including long term asset management, should the responsibility be uploaded to the Region of Peel.

Councillor Paterak advised that, at a recent Road Characterization Study workshop, one of the assumptions made was that the entire road allowance would be the responsibility of the Region of Peel and that some issues would be contracted out to area municipalities. He stated that, in his opinion, it made sense to ask the road authority to manage the entire corridor.

The Commissioner of Public Works was requested to report back to a future meeting of the Arterial Roads Review Ad hoc Steering Committee with the implications associated with the Region of Peel assuming the responsibility for funding the capital, maintenance and operational costs of cycling facilities, sidewalks, street lighting and other municipal infrastructures.

The Commissioner of Public Works was further requested to include a high level overview of operations and maintenance related to cycling facilities, sidewalks, street lighting and other municipal infrastructures for the 2013 budget, excluding costs, and subsequently to be dealt with in the 2014 budget.


8. NEXT MEETING

There are no Arterial Roads Review Ad hoc Steering Committee meetings scheduled for the remainder of 2012.

The Committee Clerk was requested to review the feasibility of holding an ARRASC meeting in January 2013.
