TThe Arterial Roads Review Ad hoc Steering Committee (ARRASC) met on Thursday, May 16, 2013 at 9:40 a.m. in the Council Chamber, Regional Administrative Headquarters, 10 Peel Centre Drive, Suite A, Brampton.

A quorum of voting members was not present, and in accordance with Section III-5(g) of the Region of Peel Procedure By-law 100-2012, the Arterial Roads Review Ad hoc Steering Committee received information.

Councillor Sprovieri noted that Councillor Thompson was not present and that upon his arrival, quorum would be achieved.

Dan Labrecque, Commissioner of Public Works, provided a synopsis of the presentations to be considered by the Arterial Roads Review Ad hoc Steering Committee (ARRASC). He stated that Region of Peel and area municipal staff require clear direction from the Committee regarding how to proceed with transportation services and road jurisdictions within the Regional Right-of-Way. The Municipal Act, 2001 dictates the spheres of jurisdictions of the municipalities, however, Dan Labrecque indicated that should there be a desire to do otherwise; the Region and area municipal councils would have to adopt a policy related to the operation and maintenance of the jurisdictional changes.


4. REPORTS

  a) Overview of the Arterial Roads Review Ad hoc Steering Committee (ARRASC) Matrix, Process and Objectives
      Presentation by Damian Albanese, Director, Transportation

Damian Albanese, Director, Transportation, summarized the work completed by Regional and area municipal staff with respect to the work plan approved by the Committee: matrix of responsibilities, financial data collection, alternate service delivery (traffic signals) and implementation of jurisdictional changes as it relates to the three transportation service elements: sidewalks, multi-use trails and street lighting.

  b) Update on Financial Data Collection
      Presentation by Kristin Misurka, Manager, Public Works, Finance Support Unit

Kristin Misurka, Manager, Public Works, Finance Support Unit, stated that a formal financial review would commence when all costing inputs have been determined and would provide ongoing efficiency management closer to the implementation. The following operating and maintenance costs have been estimated by the area municipalities for sidewalks, multi-use trails and street lighting based on 2012 actuals, whereby the Cities provided assumptions and service level descriptions for each of the services noted below:

Kristin Misurka stated that the cost related to transfer of services would be approximately $4,972 per kilometre for sidewalks and multi-use trails and $287 per luminaire for street lighting. She informed the Committee that the costs of sidewalks and multi-use trails provided by the Cities of Brampton and Mississauga include bus stop clearing.

In response to a question from Councillor Starr, Martin Powell, Commissioner of Transportation and Works, City of Mississauga, stated that the 3,515 units for the street lighting in Mississauga were based on the current number of luminaires on Regional roads and are part of the City’s network.

Councillor Thompson arrived at 9:58 a.m., due to other municipal business.

A quorum of voting members was achieved.

Councillor Sprovieri sought clarification as to why Brampton has more street light units than Mississauga. Michael Parks, Manager, Traffic Engineering Services, City of Brampton, responded that Brampton has a higher number of Regional road lane kilometres within its jurisdiction than Mississauga.

  c) ARRASC - Legal Implications of Potential Changes of Accountability
      Presentation by Nicole Kling, Legal Counsel, Legal and Risk Management Division

Nicole Kling, Legal Counsel, Legal and Risk Management, outlined the legal implications of potential changes of accountability and key considerations related to sidewalks, traffic signals and transfer of jurisdiction for highways.

Councillor Morrison expressed concern that Caledon was not included in the legal analysis and stated that it should be recorded that the Region of Peel would continue to operate and maintain traffic signals as per the existing established agreements in the Town of Caledon, for future reference.

Councillor Morrison sought clarification regarding the costs related to the transfer of jurisdictional responsibilities. David Szwarc, Chief Administrative Officer, stated that funding of the sidewalks, multi-use trails and street lights are already administered at the local level and indicated that should the transfer of responsibilities and funding go forward, that it should be done with no impacts to the taxpayers in Peel.

Councillor Thompson asked if the operation and maintenance of traffic signals on certain provincial roads within Peel could be downloaded to the Region. Joe Avsec, Manager, Traffic Engineering, responded that the Region of Peel maintains and operates traffic signals on certain provincial roads (i.e. Highways 9 and 10) that are tied into the traffic system. The direction for timing or signal changes on provincial roads remains the responsibility of the Ministry of Transportation (MTO).

Councillors Thompson and Starr requested that staff report back with information on the results and findings of the Traffic Impact Study conducted by the Ministry of Transportation, to a future meeting of Regional Council.

Councillor Morrison requested that the Commissioner of Public Works raise the concerns of the Town of Caledon with MTO staff regarding traffic signals at Highway 10. She further requested that staff communicate to Regional Council about the status of the local issues raised with the Ministry of Transportation.

  d) Update – Implementation of Option 4A (Road Jurisdiction)
      Presentation by Gary Kocialek, Area Lead, Transportation Planning

Gary Kocialek, Area Lead, Transportation Planning, provided a summary of the current status of Option 4A on road jurisdiction; completion of the traffic safety audit; and, completion of the title record/legal survey that is currently under review by the Town of Caledon. He further noted the ongoing discussions for the transfer of Coleraine Drive from Mayfield Road to King Street between Region of Peel and Town of Caledon staff to expedite the staged implementation by the end of 2013. Upon completion of the operational review, Regional staff will commence discussions with Brampton and Mississauga staff to implement Option 4A.

  e) Update on Alternate Service Delivery – Traffic Signals
      Presentation by Joe Avsec, Manager, Traffic Engineering

Joe Avsec, Manager, Traffic Engineering, stated that the transfer of the operation and maintenance of traffic signals to the Cities of Brampton and Mississauga would take place within the two municipalities. The drafting of the agreement is underway in a form that will be satisfactory in terms of performance measures, legal, liability and financial factors. The agreement is expected to be completed by the end of 2013.

Damian Albanese, Director, Transportation, undertook to report back to the Arterial Roads Review Ad hoc Steering Committee and Regional Council with information regarding the recent announcement by the Premier of Ontario regarding plans to prioritize the extension of Highway 427 to Major Mackenzie Drive in York Region and the potential implications to the Region of Peel.

Councillor Sprovieri requested that Regional staff include in their analysis the cost implications should the Town of Caledon manage traffic signals on Regional roads.

Dan Labrecque stated that the biggest drivers to the transfer of responsibilities would be facilitating improved customer service across the Region of Peel and upgrading the traffic signal systems in the City of Mississauga.

a) ARRASC – Proposed Next Steps (Oral)

RECOMMENDATION ARRASC-4-2013:

That staff report back to Regional Council with recommendations on the financial and legal obligations with respect to the transfer of responsibilities on road jurisdictions on sidewalks, multi-use trails and street lightings, at its September 26, 2013 meeting.

Regional Chair Kolb asked if the Committee is prepared to make a recommendation to Regional Council with respect to the next steps regarding the financial and legal obligations of transferring responsibilities on road jurisdictions.

Dan Labrecque stated that staff would ensure the level of service across the Region is not impacted by the transfer of responsibilities, and suggested that staff report back to Regional Council with details related to implementation of the transfer.

David Szwarc, Chief Administrative Officer, indicated that the transfer of responsibilities would have budget implications and noted that staff require sufficient time to prepare for Regional Council budget discussions by the end of the year.

Regional Chair Kolb requested that staff report back with recommendations to Regional Council at its September 27, 2013 meeting.


8. NEXT MEETING

Subject to the presentation of the final recommendations to Regional Council on transfer of road jurisdictions, the members of the Committee agreed to cancel the meeting of the Arterial Roads Review Ad hoc Steering Committee scheduled for October 31, 2013.
