The Arterial Roads Review Ad hoc Steering Committee (ARRASC) met on Thursday, March 6, 2014, at 9:43 a.m. in the Council Chamber, Regional Administrative Headquarters, 10 Peel Centre Drive, Suite A, Brampton.

2. APPROVAL OF AGENDA

RECOMMENDATION ARRASC-1-2014:

That the agenda for the March 6, 2014 Arterial Roads Review Ad hoc Steering Committee meeting, be approved.

4. REPORTS

a) Transfer of Jurisdictional Responsibilities for Sidewalks, Multi-Use Trails and Street Lighting within the Regional Right-of-Way Update

b) Traffic Signal Operations and Maintenance Service Agreements

Councillor Palleschi arrived at 9:46 a.m.

Joe Avsec, Manager, Traffic Engineering, stated that the traffic signal operations and maintenance service agreements have been reviewed by the Region of Peel’s Legal Services division and are close to completion pending further comments from the area municipal Legal departments. Regional staff are also working with Cities of Brampton and Mississauga staff to resolve technical details of the agreements.

In response to a question from Councillor Saito, Joe Avsec stated that the labour, operations and maintenance costs of traffic signals varies for each municipality; however, the overall cost per traffic signal would be the same.

c) Update on the Transfer of Coleraine Drive from the Town of Caledon to the Region of Peel

Regional Chair Kolb arrived at 9:48 a.m. 

Councillor Starr suggested that ARRASC meetings only be held when there are substantive issues requiring the attention of the Committee.

Councillor Saito noted that the Committee is mandated to meet and receive information on the status of the ARRASC projects that would assist in presenting the necessary recommendations to Regional Council.

Dan Labrecque, Commissioner of Public Works, stated that ARRASC meetings have been cancelled in the past if there were no agenda items that required immediate attention by the Committee. He indicated that staff intends to seek the Committee’s approval for the transfer of Coleraine Drive from the Town of Caledon to the Region of Peel at the May 15, 2014 ARRASC meeting, however it would be at the Committee’s discretion if they would like to defer the discussions to Regional Council prior to the summer of 2014.

Councillor Sprovieri sought clarification regarding the plans for the section of Coleraine Drive, south of Mayfield Road that goes through Brampton. Dan Labrecque advised that staff from the Cities of Brampton and Mississauga requested that jurisdictional discussions be deferred until operational issues have been dealt with.

Councillor Sprovieri stated that he expected Regional and area municipal staff to ensure all issues related to the transfer of Coleraine Drive from the Town of Caledon to the Region of Peel would be addressed before the final transfer.

Regional Chair Kolb stated that it is important for staff to report back with information regarding the Region of York’s position matching the Region of Peel budget regarding Highway 50 boundary. Dan Labrecque stated that the only boundary issue is at Winston Churchill Boulevard that goes through Halton Hills; Region of Peel staff are working with York Region to assume that segment of Highway 50; and, all other neighbouring municipalities have met the obligations within the agreement.

Councillor Morrison stated that Coleraine Drive south of Mayfield Road, to Major Mackenzie across Highways 50/107 would be an important piece of industrial land to the Town of Caledon. The transfer would alleviate the huge truck traffic congestion currently experienced in the area and would be an improvement in Regional roads. She indicated that the Region of Peel would be in a better position should the whole road network be in place by 2019.
