The Community Investment Committee (CIC) met on May 31, 2012, at 1:08 p.m. in the Council Chamber, Regional Administrative Headquarters, 10 Peel Centre Drive, Suite A, Brampton.

4. REPORTS

a) Peel Counts 2011: Collective Impact Through Results Based Accountability Report
Presentation by Sandra Solonik, Advisor, Community Investment

Sandra Solonik, Advisor, Community Investment, provided information on how the Peel Counts 2011 report on results based accountability came into existence. She emphasized the value of the data now being collected and analyzed from those community-based organizations funded by the Region of Peel. The data will identify community priorities through outcomes and whether the program and services offered at the community-level are aligned with Regional goals for success. The collected information will be fully evaluated to help determine if improvements can be made to funded programs and services to achieve better outcomes. She added the realization of results based accountability will ensure that Region of Peel’s funding to the community is achieving the best possible results and value for money.

Councillor Fonseca inquired whether a recommended action from staff is high level in nature or more specific to an identified problem. Sandra Solonik responded that the Region of Peel’s recommendations are likely to be more specific as the data being accumulated is very detailed and may be program or service-specific.

Councillor McFadden arrived at 1:44 p.m.

Councillor Carlson inquired if community groups have expressed concern with the results based accountability framework. Sandra Solonik responded that most community groups understanding the need for accountability and appreciate being consulted by the Region of Peel in the process.

b) Homelessness Partnering Strategy Allocation Update

Sandra Solonik, Advisor, Community Investment, provided an update on the Homelessness Partnering Strategy (HPS) allocation to different organizations ending in March 2012. She reported that all HPS funding has been allocated except for an approximate amount of $8,000 that went unused by recipients. That amount has been reported to Service Canada and staff must wait to hear back to see if it could be used for further community investment. 

c) Allocation of 2011 Neighbourhood Development Grant Program

Charmayne Brown, Community Development Supervisor, provided an update on the allocation of the 2011 Neighbourhood Development Grant Program funds. She noted that in 2011 30 proposals were received by staff, 24 met the criteria during review, 16 of which were eventually funded. For many of the unsuccessful applicants, there appeared to be a trend regarding residents not having the expertise to organize the necessary requirements; this is something staff is looking to rectify in 2012.

Councillor Foley asked staff to emphasize the resident involvement component of the application process in the future as she was aware of one citizen who was not successful based on this aspect. Charmayne Brown responded that for applicants who are not successful, staff offers to meet with each in order to review the application for advice on how to be more successful in the future.

d) Community Investment Review
Presentation by Beth Storti, Manager, Community Partnerships

Beth Storti, Manager, Community Partnerships, provided an update on the Community Investment Fund and several other community funding streams that will be reviewed as staff moves towards full results based accountability. Ten funding streams in total provided by the Region will be reviewed. Funding streams will be evaluated based on how money is allocated among contracted organizations and other funders in areas such as employment, housing, and homelessness. Staff will emphasize consultation in reviewing funding streams in order to overcome any barriers to success that will work for partners and collaborators.

e) Update on Term of Council Priority 19 – Building Community Capacity
Presentation by Lisa Duarte, Director, Strategic Planning, Policy and Partnerships

Lisa Duarte, Director, Strategic Planning, Policy and Partnerships, provided an update on Term of Council Priority 19 – Building Community Capacity. She noted that the intended outcome of this Priority is to ensure the sustainability and effectiveness of the non-profit sector in the Region of Peel. She noted the framework will continue to develop given the success of several key components such as results based accountability and the community investment review, among other initiatives. She also noted that staff will continue to work with community partners to accomplish this Priority and will continue to report to the Community Investment Committee on the evolving results.
