The Community Investment Committee (CIC) met on November 15, 2012, at 1:03 p.m. in the Council Chamber, Regional Administrative Headquarters, 10 Peel Centre Drive, Suite A, Brampton.

4. REPORTS

a) Community Investment Review: Results and Recommendations
Presentation by Sandra Solonik, Advisor, Community Investment

Received

RECOMMENDATION CIC-3-2012:

That the streamlined and simplified restructuring of the Region of Peel Community Investment Program as outlined in the report of the Commissioner of Human Services, dated October 28, 2012, titled “Community Investment Review: Results and Recommendations” be approved.

Lisa Duarte, Director, Strategic Policy, Planning and Partnerships, Beth Storti, Manager, Community Partnerships, and Sandra Solonik, Advisor, Community Investment, summarized the rationale for the fund review of the community investment portfolio at the Region of Peel and the results of that review with respect to how dollars are invested in community groups in the future. They emphasized a streamlined approach as to how funds will be applied for and directed to organizations with expectations attached to that funding to ensure sustainability, organizational effectiveness, and an emphasis on building community capacity. Beth Storti demonstrated how through new reporting processes, information regarding the outcomes of funded organizations would be provided to the CIC to align with the new system, and added the shift in reporting would be used for the first time in the fall of 2013.

In response to a question from Regional Chair Kolb, Janet Menard, Commissioner of Human Services advised that ideas for dealing with growth related issues involving community investment will continue to be brought forward during the budget period, however, the new system will allow for better information sharing and understanding of the outcomes the Region is achieving for its investment in community groups.

David Szwarc, Chief Administrative Officer, emphasized the point that what the new system would mean in practice is that many of the current program funding would be shifted to organizations that require development at the organizational level. Sandra Solonik emphasized the goal of the Region of Peel funding program will be to build capacity in organizations so they can better capitalize on other program funding opportunities.

In response to a question from Councillor Carlson, Beth Storti clarified that the new Community Investment Program does not necessarily mean a change to the funding relationship; rather that staff is looking to shift funding so it is provided for organizational needs and capacity building purposes. She added this is to ensure organizations are achieving the best outcomes possible and are supported as much as possible from an organizational perspective, rather than program specific. Many other funders are focusing on program-specific funding, and Regional staff will continue to help organizations find those program specific funders.

David Szwarc, Chief Administrative Officer, noted that the new system of funding may mean some organizations could see reductions in organizational funding if the organization is no longer providing services that align with Regional Council priorities and strategic directions. Janet Menard added that the main benefit of organizational level funding as opposed to program-specific means the capacity built into the organization will help the organization prepare for the long-term and be able to shift their messaging and strategic direction as required by funders and their changing priorities.

Regional Chair Kolb departed at 2:11 p.m.

In response to a question from Councillor Foley, Sandra Solonik responded that by the time of the next CIC meeting, an update could be provided on how discussions with organizations are unfolding and whether any adjustments to the new system need to be made.
