The Community Investment Committee (CIC) met on October 17, 2013, at 1:04 p.m. in the Council Chamber, Regional Administrative Headquarters, 10 Peel Centre Drive, Suite A, Brampton.

2. APPROVAL OF AGENDA

RECOMMENDATION CIC-3-2013:

That the agenda for the October 17, 2013 Community Investment Committee meeting, be approved.


3. DELEGATIONS

a) Update on Community Investment in Peel (Oral)
Presentation by Beth Storti, Manager, Community Partnerships, Melissa Toney, Supervisor, Strategic Planning, and Sandra Solonik, Advisor, Community Investment

Beth Storti, Manager, Community Partnerships, Melissa Toney, Supervisor, Strategic Planning, and Sandra Solonik, Advisor, Community Investment, provided information regarding ongoing work on a new neighbourhood capacity support strategy; the results of collective impact work the Region of Peel and other funding organizations such as the United Way and Trillium Foundation have been helping community agencies to develop through performance measurement; and a summary of the first year of 2013 Community Investment Program allocations with recommendations for 2014 that continue the new direction of the funding model towards organizational sustainability, and online application process using the SmartSimple tool.

In response to a question from Regional Chair Kolb, Beth Storti advised that staff is developing performance measures to benchmark the positive impacts of the Region’s funding. She noted that eventually, these benchmarks would be compiled in one continuously up-to-date program that can provide assessment scores and other outcomes of funding upon request.

In response to questions from Councillor Crombie, Beth Storti noted that the initial review by the Fund Review Committee committed to a recommendation of a $1.7 million increase for the Sustainability Fund; however by the secondary review, they had scaled back their recommendation to a $500,000 increase. Sandra Solonik noted that there are 53 groups out of 74 applications recommended for funding; up from 47 groups the year prior; on average the funding recommended is $65,960 per group. Sandra Solonik also advised that while there is no staff preference for Collaboration Funding over Sustainability Funding, there was significant growth in the number of Collaboration Funding applications received this year.

In response to questions from Councillor Foley, Melissa Toney noted that organizations that scored well on assessment for organizational sustainability and capacity – but received less funding – were specifically assessed for their ability to continue operating despite decreased funding. Sandra Solonik added that funding is now directed largely at core organizational costs rather than program support, which has been a difficult change for many organizations.

In response to a question from Councillor Carlson, Sandra Solonik advised that the total Community Investment Program for 2013 was approximately $4.5 million and the recommendation for 2014 is approximately $5.6 million.

b) Carine Strong, Executive Director, Volunteer Mississauga Brampton Caledon, Presenting on the Importance of Investing in the Core Needs of an Organization to Support and Increase Opportunities for Volunteerism

Carine Strong, Executive Director, Volunteer Mississauga Brampton Caledon (MBC), provided information regarding MBC’s work in the community and emphasized the importance of volunteerism to many different types of community organizations. She recognized the value of support for capacity building in the community, and that the most effective way to accomplish this is through organizational funding, as seen in the Region of Peel’s new approach for its Community Investment Program.

In response to a question from Councillor Hames, Carine Strong noted her organization plays a matchmaker role for volunteers with no organizational preference to those organizations in need of volunteers for a variety of roles and purposes.


4. REPORTS

a) Community Investment Program 2013 Allocations and 2014 Funding Recommendations

RECOMMENDATION CIC-4-2013:

That the 2014 Sustainability Fund budget recommendations, to be included within the Human Services 2014 budget recommendation to Regional Council, be approved;

And further, that the 2014 Collaboration Fund budget recommendations, to be included within the Human Services 2014 budget recommendation to Regional Council, be approved;

And further, that the Commissioner of Human Services and the Director Designate have ongoing authority to approve and allocate funds for the Organizational Effectiveness Fund, the Collaboration Fund, and the Small Capital portion of the Sustainability Fund.
