The Emergency and Protective Services Committee met on Thursday, June 20, 2013, at 10:06 a.m. in the Council Chamber, Regional Administrative Headquarters, 10 Peel Centre Drive, Suite A, Brampton.

1. ELECTION OF CHAIR AND VICE-CHAIR

RECOMMENDATION EPSC-2-2013:

That Councillor Palleschi be appointed Chair of the Emergency and Protective Services Committee for the term ending November 30, 2014, or until a successor is appointed;

RECOMMENDATION EPSC-3-2013:

That Councillor McFadden be appointed Vice-Chair of the Emergency and Protective Services Committee for the term ending November 30, 2014, or until a successor is appointed.


Councillor Palleschi assumed the Chair.

RECOMMENDATION EPSC-4-2013:

That the agenda for the June 20, 2013, Emergency and Protective Services Committee meeting be approved.

5. REPORTS

a) Paramedic Services 2012 Annual Report

Received

In response to questions from Councillor Saito, Peter Dundas, Chief and Director, Peel Paramedic Services stated that some of the factors that relate to why the statistics regarding an increase in calls has continued to trend upward are the aging population, the disease prevalence in some communities, and population growth.

Janette Smith, Commissioner of Health, added that a report will be coming in the fall of 2013 to this Committee related to the work of the Term of Council Priority about the feasibility of community paramedicine partnerships and strategies to reduce unnecessary transports to the emergency rooms.

In response to a question from Regional Chair Kolb, Peter Dundas noted that there are differences in the nature of the offload delay experienced by the Police and he agreed to follow-up with Peel Regional Police Chief Evans with some best practices to help the Police reduce the offload they experience.

b) Public Access Defibrillation in the Region of Peel
Presentation by Peter Dundas, Chief and Director, Peel Regional Paramedic Services

RECOMMENDATION EPSC-5-2013:

That staff report back to Regional Council on the projected costs to establish a Public Access Defibrillation (PAD) Program in the Region of Peel;

And further, that the subject report contain the projected costs to equip Regional Buildings and Facilities with Automated External Defibrillators (AED) beginning immediately in 2013;

And further, that the subject report contain the projected costs to expand the education and programming for Cardiopulmonary Resuscitation (CPR) training throughout the Region of Peel on an ongoing basis.

Peter Dundas, Chief and Director, Peel Paramedic Services provided an overview of the advantages of a coordinated approach to public access defibrillation in the Region of Peel. He outlined the nature of sudden cardiac arrest, the importance of quick response to improve health outcomes, the results of a literature search on the effectiveness of Public Access Defibrillation programs, that Peel Paramedic Services currently promotes both the use of Automated External Defibrillators in a variety of building types and Cardiopulmonary Resuscitation (CPR) to the citizens of the Region. He noted that while Peel Paramedic Services does much work in the promotion of these tools, a coordinated and expanded role for the Region of Peel in the provision, monitoring and maintenance of these tools would help improve the health outcomes of those faced with sudden cardiac arrest, and suggested a formal Public Access Defibrillation Program coordinated by the Region of Peel could accomplish these goals.

Councillor McFadden requested that the Commissioner of Health bring a report back to Regional Council prior to the 2014 budget discussions on the cost to implement a Public Access Defibrillation (PAD) Program throughout the Region of Peel.

Councillor Saito requested that staff investigate the cost and potential funding sources to equip Regional facilities with Automated External Defibrillators (AED) in 2013.

David Szwarc, Chief Administrative Officer, stated that the report should also contain costs associated with the expansion of CPR promotion and training, coordinated by the Region of Peel.
