a) Land Ambulance Emergency Response Time Framework Performance Standards – Annual Renewal
Presentation by Peter Dundas, Chief and Director, Paramedic Services

RECOMMENDATION EPSC-7-2013:

That the Response Time Framework Standards for Peel Regional Paramedic Services for the year 2014, be approved.

A copy of the presentation is available from the Office of the Regional Clerk. Peter Dundas, Chief and Director, Paramedic Services provided information regarding the Province of Ontario’s Response Time Framework for municipalities, and the Region of Peel’s performance in 2013 at achieving those standards. He recommended the Region maintain its currently approved 2013 targets for 2014.

b) Paramedic Rapid Response Unit Update

Peter Dundas provided information regarding the Region of Peel’s Rapid Response Units (RRUs) and the successes the program has had in achieving results with respect to reducing paramedic response times. He noted that current data shows the RRUs are taking care of 34 percent of the 9-1-1 calls over 128 square kilometers of the busiest zones in the Region, while also providing a 40 percent cancellation rate of full ambulance response.

In response to questions from Councillor Saito, Peter Dundas advised that the RRUs are dispatched first to 9-1-1 calls that contain several markers for high acuity, while the full ambulance follows behind for patient transport if required. He also noted that there are eight zones within the Region of Peel where demand for paramedicine is greatest and this is where the RRUs operate and remain mobile at all times during their 10:00 a.m. to 10:00 p.m. shifts.

d) Paramedic Services 10 Year Facility Plan Update

RECOMMENDATION EPSC-8-2013:

That staff prepare a report to come back to an Emergency and Protective Services (EPSC) meeting with proposed recommendations on the modifications to the 10 Year Facility Plan, prior to the 2014 Budget Process.

Janette Smith, Commissioner of Health Services provided information regarding the Paramedic Services 10 Year Facility Plan and its current status. She advised of several changes to the original Health Analytics consultants’ recommendations; notably two less satellite stations, and five deferred satellite stations until 2017. She noted these changes were based upon the changing call volumes and growth patterns that have emerged since the plan was first approved in 2007, as well as maximizing co-locate opportunities. Currently 15 of 22 stations are co-locates.

Councillor Saito directed staff to report back to the Committee prior to the 2014 Regional Council Budget process to ensure the EPSC can make the recommendations on the changes to the 10 Year Facility Plan to Regional Council with all the information available on why the modifications are necessary.
