    a) Offload Delay Update

Peter Dundas, Chief and Director, Peel Paramedic Services, and Sonya Pak, Director, Emergency and Urgent Centres, Trillium Health Partners provided an update on the partnership to reduce the offload delay at hospital emergency rooms. Building upon the experience at the Brampton Civic Hospital, they reported that similar efforts at the Credit Valley Hospital are also showing positive progress in reducing offload delay time. Using a combined approach methodology of Kaizen/Lean/Six Sigma principles, staff have been able to focus continuous improvement in time required at the triage stage; transfer of care; physician assessment; communications; and paramedic return-to-service times. Since implementation in August, 2013, the results show a decrease in offload time by 30 percent to approximately 33 minutes, down from 50 minutes in 2012; making the hospitals’ goal of 27 minutes for 90 percent of clients attainable by the end of 2014.

A quorum of voting members was achieved.

In response to a question from Councillor Thompson, Peter Dundas recommended that public messaging on this issue should reinforce that this improvement now allows paramedics to get back out into the community faster.

In response to a question from Councillor Palleschi, Sonya Pak highlighted that Toronto hospitals tend to use a more independent approach when dealing with issues such as offload delay which differs from the more collaborative approach being implemented at various Peel sites. Peter Dundas added that many ambulances that originate from neighbouring municipalities are benefiting at the Brampton Civic site where offload times are lower and they are released back into active service more quickly.

Regional Chair Kolb directed that the same presentation be made at a future meeting of Regional Council.


2. APPROVAL OF AGENDA

RECOMMENDATION EPSC-1-2014

That the agenda for the February 20, 2014, Emergency and Protective Services Committee (EPSC) meeting be amended to include an oral report regarding an Update on the Implementation of the Provincial Simultaneous Notification Communications System in the Region of Peel, to be dealt with under Reports - Item 4c;

And further, that the agenda for the February 20, 2014, EPSC meeting be amended to include an oral report regarding The Region of Peel to Organize a Public CPR and Public Access Defibrillation Training Event in conjunction with the City of Mississauga, to be dealt with under Reports - Item 4d;

And further, that the agenda for the February 20, 2014, EPSC meeting be approved, as amended.

John McDougall, Fire Chief, City of Mississauga Fire and Emergency Services, provided an update to the committee regarding the ongoing implementation of the Province’s new simultaneous notification communications system for municipal emergency services, as the City of Mississauga was recently one of the provincial test sites. He noted there were some difficulties with the system in Mississauga during testing, most notably map integration and the filtering problems associated with multiple calls from various sources for the same accident due to cell phones being used to report from the 400-series highways from passing drivers. John McDougall stated he hopes to provide further information on the program once there is more data collected as the test program is only approximately one month old.

d) The Region of Peel to Organize a Public CPR and Public Access Defibrillation Training Event in conjunction with the City of Mississauga (Oral)

RECOMMENDATION EPSC-2-2014

That a Public CPR and Public Access Defibrillation Training Event be organized for the evening of July 9th, 2014 to coincide with other scheduled pre-2015 Pan American Games events occurring in the City of Mississauga;

And further, that Region of Peel staff organize the event in conjunction with staff from the City of Mississauga and other groups as required.

Councillor Saito reported to the committee her intent to provide direction to staff to help organize a public CPR training event to take place in the City of Mississauga for July 9th, 2014 at Celebration Square. This event would tie-in with the 2015 Pan-AM Games One-Year Countdown event already scheduled for that day. Peter Dundas, Chief and Director, Peel Paramedic Services noted it may be helpful to also tie-in public access defibrillation training as well. Councillor Palleschi offered to bring up involvement in the event with Brampton staff as well.
