The Fire and Paramedic Services Related Study Steering Committee met on Thursday, September 20, 2012, at 10:28 a.m., in the Council Chamber, Regional Administrative Headquarters, 10 Peel Centre Drive, Suite A, Brampton.

RECOMMENDATION FPSSC-6-2012:

That the agenda for the September 20, 2012, Fire and Paramedic Services Related Study Steering Committee meeting be approved.

4. REPORTS

a) Previous Fire and Paramedic Related Studies

Received

Councillor Saito inquired how the Region of Peel and the area municipalities divide the funding of certain medical equipment. Janette Smith, Commissioner of Health Services, responded that the Region of Peel budgets for some medical supplies and equipment. Dr. Sheldon Cheskes, Medical Director, Sunnybrook Centre for Prehospital Medicine, clarified that much of the Regional funding for the Emergency Medical Responder (EMR) program is for education and training, whereas the purchase of defibrillators is under the jurisdiction of the individual municipality’s fire services department. Peter Dundas, Chief and Director, Peel Regional Paramedic Services, further clarified that funding for all kinds of medical supplies is different for each of the area municipalities as a result of direct negotiations with the Region of Peel, and while what is specifically covered may vary, the Region of Peel does budget for some supplies as per Regional Council direction noted in the subject report.

In response to a question from Councillor Saito, Janette Smith outlined that the subject report was requested by the Steering Committee at its first meeting to ensure no duplication was going to occur from previous studies completed in the Region of Peel. Councillor Paterak inquired whether Chief Irwin, former Brampton Fire Chief had provided his input into studies completed during his time. Chief MacDonald, Fire Chief, City of Brampton Fire and Emergency Services, responded that those studies had been incorporated in this report. Janette Smith indicated that all Fire Chiefs provided previous studies to be included, and if other members of the Steering Committee have studies or reports they should share them with Dawn Langtry, Director, Strategic Policy, Planning and Initiatives.

b) Fire and Paramedic Services Study – Request for Information Results

RECOMMENDATION FPSSC-7-2012:

That the cost estimate, as determined through the Request for Information procurement process for the Fire and Paramedic Services Study, as described in the report of the Commissioner of Health Services, dated August 15, 2012, titled “Fire and Paramedic Services Study – Request for Information Results”, be approved;

And further, that the approved cost estimate, and approved study scope and deliverables be forwarded to the three area municipal Councils for approval.

a) Shayne Mintz, Assistant Deputy Fire Marshall, Fire Protection Services, Letter dated September 6, 2012, Appointing Mr. Dennis Gannon, Operations Manager, South West Ontario Region, to participate as the Ontario Fire Marshall’s representative on the Fire and Paramedic Related Services Steering Committee
