The Inter-Municipal Planning Subcommittee met on September 19, 2002, at 11:15 a.m. in the Council Chambers, Regional Administrative Headquarters, 10 Peel Centre Dr., Brampton.

RECOMMENDATION IMPSC-15-2002:

That the agenda for the November 19, 2002, Inter-Municipal Planning Subcommittee meeting be approved.


3. DELEGATIONS/PRESENTATIONS

a. Tom AppaRao, Director of Transportation Planning, Region of Peel Regarding Proposed Transportation Work Plan

Received

Tom AppaRao provided a status report on the Regional Official Plan Strategic Update (ROPSU) Transportation Work Stream and advised that a detailed work plan will be presented to the subcommittee in October 2002.

Identified as a major task in ROPSU is a comprehensive review of the transportation plans and policies for the surrounding towns, cities and regions to determine their connectivity and relativity to each other. In addition, there will be a review of the Provincial, Federal, Go Transit and Toronto Transit Commission's (TTC) plans. The review will also look at the best practices in use by the various agencies.

Further, goods movement in general has not received the attention it deserves, considering that Peel is in two major trade corridors, namely Niagara and Windsor, and that the country's largest airport moves large volumes of goods within the area.

Transportation demand management is a realization that we can not and should not focus entirely on building more and more infrastructure to accommodate the demand; rather, we should also be looking at moderating the growth in travel demand.

The Caledon Transportation Study will address the movement of people and goods in Caledon. A regional transportation plan consolidation will review the Mississauga, Brampton and Caledon transportation plans and consolidate them into a Region-wide integrated plan.

The 2001 Transportation Tomorrow Survey and the Cordon Count Program are two excellent sources of transportation data in Peel Region and the GTA. Additional data- needs will be identified and appropriate data will be collected, if possible. Also, the capabilities of existing models/tools will be reviewed in relation to current needs and updated or improved as necessary.

Consultation with various agencies will be key to the transportation project's success, in addition to participation in GTA transportation planning exercises.

The products of the transportation work plan will include updates to the Regional Official Plan Transportation Policies; performance measures and a monitoring process. Also, the work plan will include identification of property for the development of transportation infrastructure such as GO stations. A regional and area municipal working group has been formed to develop work plans and to manage the studies.

Councillor Whitehead identified that the transportation issues at Highway 7 and Highway 50 are so large that they should be named and clearly addressed in the work plan.

Staff agreed to ensure that there are no discrepancies between surrounding municipalities and that there is a high level of coordination between plans.

Councillor Prentice agreed that it is important to view all Peel transportation corridors for inclusion in the work plan.

4. REPORTS

a. Regional Official Plan Strategic Update (ROPSU) Comprehensive Work Program

Received

Councillor Prentice requested additional information on the hiring of a temporary Communications Planner to lead the communications component of ROPSU. Nick Tunnacliffe advised members that the Communications Planner will be developing detailed planning communications and organizing public meetings, which are not addressed by current in-house communications staff.

Staff advised that a 'Meet and Greet' for Councillors will be held on October 24, 2002 in and around the chambers, and on October 25, 2002 Regional and Area Municipal staff will be invited to view the material and meet staff.

Councillor Sinclair identified that the human services aspect could be very innovative, and although ROPSU generally does not speak to human services, growth does have implications on the quality of life.

Councillor Whitehead expressed the opinion that the proposed 'Meet and Greet' should be part of the working day, as Councillors are very busy in General Committee or Council meetings. In future, workshops should be considered when wanting to provide project update information to Councillors.

Councillor Sinclair questioned the participation by the conservation authorities as it relates to the environmental discussions. Staff advised that the conservation authorities' contributions would be invaluable and they will be included in the Environmental Focus Group.
