The Inter-Municipal Planning Subcommittee met on Thursday, April 1, 2010 at 8:36 a.m. in the Council Chamber, Regional Administrative Headquarters, 10 Peel Centre Drive, Suite A, Brampton.

1. DECLARATIONS OF CONFLICTS OF INTEREST - Nil


2. APPROVAL OF AGENDA

RECOMMENDATION IMPSC-1-2010:

That the agenda for the April 1, 2010, Inter-Municipal Planning Subcommittee meeting be amended to include a communication item from Rob Mezzapelli, Chair, Our Caledon Our Choice, dated March 23, 2010, providing comments to Regional Official Plan Amendment 24 and Town of Caledon population forecasts, to be dealt with under Communications – Item 5a;

And further, that the agenda for the April 1, 2010, Inter-Municipal Planning Subcommittee meeting be amended to include a communication item from Barbara Karrandjas, Legislative Administrator, Town of Caledon, dated March 25, 2010, providing a copy of the Town of Caledon resolution and report titled "Revised Regional Official Plan Amendment Number 24 – Growth Management, Employment Lands and Greenbelt Policies", to be dealt with under Communications – Item 5b;

And further, that the agenda for the April 1, 2010, Inter-Municipal Planning Subcommittee meeting be approved, as amended.

4. REPORTS

a) Peel Region Official Plan Review - Adoption of Regional Official Plan Amendment Number 24 - Places to Prosper: Growth Management, Employment Areas and Greenbelt Conformity

The Inter-Municipal Planning Subcommittee opted not to hear the staff presentation by Arvin Prasad, Director, Planning Policy and Research, regarding Regional Official Plan Amendment Number 24.

Councillor Palleschi arrived at 8:42 a.m.

Councillor Parrish moved the main motion.

RECOMMENDATION IMPSC-2-2010:

That Regional Official Plan Amendment Number 24 – Places to Prosper: Growth Management, Employment Areas and Greenbelt Conformity, attached as Appendix I to the report of the Chief Financial Officer and Commissioner of Corporate Services dated March 12, 2010, titled “Peel Region Official Plan Review – Adoption of Regional Official Plan Amendment Number 24 – Places to Prosper: Growth Management, Employment Areas and Greenbelt Conformity”, be approved;

And further, that Regional Council deems that no further public meetings related to Regional Official Plan Amendment Number 24 are required as per the provisions of Section 17 of the Planning Act;

And further, that the necessary by-law be presented to Regional Council for enactment;

And further, that the subject report be forwarded to the Ministry of Municipal Affairs and Housing, the Cities of Brampton and Mississauga, the Town of Caledon, municipalities adjacent to the Region of Peel, and those parties requesting notification;

And further, that notice of decision of Council’s adoption of Amendment Number 24 be given in accordance with the Planning Act;

And further, that the input received from consultation on the Peel Region Official Plan Review be used to inform and guide the development of the Region of Peel's Strategic Plan.

Councillor Moore presented an amendment to the main motion requesting the Region of Peel to consider incorporating the City of Brampton population forecast for 738,000 persons in 2031 to the Regional Official Plan Amendment 24 following the Provincial Growth Update. Councillor Moore stated that Regional staff concurred with the request of the City of Brampton with the proposed motion.

Regional Chair Kolb suggested that the City of Brampton motion be presented as an amendment to the recommendation contained in the report of the Chief Financial Officer and Commissioner of Corporate Services, dated March 12, 2010, titled "Peel Region Official Plan Review - Adoption of Regional Official Plan Amendment Number 24 - Places to Prosper: Growth Management, Employment Areas and Greenbelt Conformity".

Councillor Moore moved the following amendment to the main motion:

Whereas the City of Brampton has prepared a population forecast that represents its vision for 738,000 persons in 2031, which is consistent with the Growth Plan principles and the Regional Official Plan but exceeds the 2031 population assigned to Brampton ROPA 24;

And whereas, the Province of Ontario is updating Schedule 3 to the Growth Plan in 2010;

Therefore be it be resolved, that the City of Brampton forecast be considered for incorporation by the Region of Peel into the Regional Official Plan following the Provincial Growth Plan update.
Councillor Morrison sought clarification on the third clause of the amendment. Arvin Prasad, Director, Planning Policy and Research, responded that the Regional Official Plan will be amended should the provincial government update Schedule 3 of the Growth Plan.

Councillor Morrison inquired if the proposed amendment meant that the City of Brampton would not require a settlement boundary expansion. Arvin Prasad responded that Regional Official Plan Amendment 15 brought all lands within the City of Brampton into the urban area boundary thus a further boundary expansion is not required. He stated that the proposed amendment does not contradict the population forecast in ROPA 24

Councillor Morrison expressed an opinion that the Province might provide a higher population forecast in the future.

Councillor Morrison noted that the proposed amendment would work for the City of Brampton because the City does not require expansion of settlement boundaries and sought clarification would the same process be applied to the Town of Caledon. Arvin Prasad responded that in order for the Town of Caledon to accommodate future growth, the Town would be required to go through planning processes at the area municipal level and a boundary expansion at the Regional level.

The amendment to the main motion was voted upon and approved:
