Stephen VanOfwegen, Commissioner of Finance and Chief Financial Officer since September 2014, provides leadership for the strategic and operational aspects of the Finance department, including Business and Financial Planning, Corporate Finance and Purchasing for the Region of Peel. In his role he is responsible for leading a finance function that supports the Region in making strategic decisions and that acts as a catalyst for change, built on a foundation of excellence in finance stewardship and operations.
During his 29-year municipal finance career, Stephen has facilitated evidence based decision making balancing the needs of the community in a fiscally sustainable manner. He has held a number of progressive leadership roles, including Director of Business and Information Services, Director of Internal Client Services, Director of Business and Financial Support Services, and Acting Director of Real Property Asset Management before moving into his current post. Stephen works with senior financial leaders throughout Peel to ensure Council priorities are implemented while balancing the needs of the single property taxpayer. He was instrumental in establishing Peel’s Long Term Financial Planning Strategy and securing the Government of Finance Officers Association distinguished budget award. He managed the development of Peel’s well recognized Corporate Asset Management program as well as Peel’s Integrated Planning Framework.
Stephen works collaboratively with municipal finance leaders including the Region and Area Municipal Finance CFO’s and Treasurers as well as the Ontario Regional and Single Tier Treasurers. He believes it is important to mentor the next generation of leaders at both the Region as well as the Municipal Finance Officers Association, and through the Young Professional Network.
Stephen is a Chartered Professional Accountant (CPA), Certified Management Accountant (CMA) and a member of the Municipal Finance Officers Association (MFOA) and the Association of Municipal Clerks and Treasurers (AMCTO).
