 From the Chair and Chief Administrative Officer

This 2004 Annual Financial Report is presented on behalf of Regional Council, the Executive Management Team and all Regional employees. We would like to thank Regional Council and staff for their ongoing efforts in delivering high quality service to the one million residents of the Region of Peel.

In 2004, we marked a new term of Regional Council and the 30th anniversary of partnership with the Cities of Brampton and Mississauga and the Town of Caledon. The Region continues to operate based on the principle that certain community and infrastructure services are more cost-effective over a larger geographic area.

Building on our strong tradition of leadership and strategic planning, Peel Regional Council approved the 2003 – 2006 Strategic Plan titled, Fast Forward Peel: Building a Strong Community Together, in May of 2004. This plan, solidly built on extensive consultations with community stakeholders, employees and Councillors, guides Council and staff in addressing the changing needs and priorities of our residents.

Our five Strategic Plan goals in Fast Forward Peel are as follows:

  1. Improve the community’s health, social well-being and safety;
  2. Assess and manage all aspects of growth that affect Peel services to ensure a more liveable region;
  3. Preserve, protect and enhance Peel’s natural environment and resources;
  4. Contribute to a strong regional economy; and
  5. Be a citizen-focused Regional government.

The Region of Peel is the first government in Canada to obtain the National Quality Institute’s prestigious Canada Award of Excellence – Silver Level. This important award demonstrates the Region’s commitment to providing its citizens with outstanding service and well-managed programs. It shows that the Region of Peel is accountable and works well.

Regional departments worked very hard during 2004 and our numerous awards and accomplishments which are highlighted on the next page demonstrate that we are one of Canada’s leading municipal governments. We will continue to carry on the tradition of providing an ideal location for our residents to live and work.
