
Alliance with Private Sector Contributors
A goal of Peel Region is to provide housing at rent levels that are affordable to the considerable number of homeless households and those at risk of becoming homeless.
To do that, Peel has formed alliances with private sector contributors. In 2002, Peel was fortunate to partner with a builder whose innovative thinking and strong community conscience contributed to lower development and operating costs for several of Peel’s new developments.
The partnership was one of four key elements that enabled Peel to offer new housing at ‘affordable’ rental rates:
- partnership with innovative builder
- use of Region-owned land
- social housing reserve
- mortgaging and mortgage renewals of existing properties (that provides for a sustainable housing-delivery system).
In February 2003, Peel Region officially opened Millbrook Place, its first newest social housing development and one of the first of its kind in Ontario since 1995. At that time, Peel celebrated its partnership with the builder, Martinway Contracting, whose involvement enabled the Region to build Millbrook Place affordably.
Martinway Contracting proposed a turn-key development to Peel, including the sale of land to the Region at a reasonable cost. John D’Angelo, Principal, Martinway Contracting, garnered the support of his sub-contractors and suppliers to donate or reduce their costs for high-quality goods. Both approaches effectively reduced Peel’s capital and ongoing operating costs of the building.
Martinway’s sponsorship program is part of its goodwill philosophy to supply comfort and security to residents.
