Regional Council Awards Waste and Recycling Haulage Contracts through the Managed Competition Process
(Brampton) - Regional Council today voted to approve two contracts under the Managed Competition process to haul waste and recyclable materials collected at four regional drop-off facilities.
"The Managed Competition process works on behalf of Peel's taxpayers by delivering the best services at the lowest price," says Commissioner of Public Works Mitch Zamojc.
The winning bids were awarded for a two-year period to:
- The Region of Peel for the Britannia Public Waste and Recycling Depot recyclable material drop-off, the Brampton Community Recycling Centre (CRC) and the Bolton CRC at a cost of $584,000, $581,000 and $94,000 respectively;
- Sandhill Disposal Services for the Caledon Sanitary Landfill Site at $44,000.
Four bids were received for the competition. The Region of Peel submitted the low bids for the Brampton, Bolton CRC and the Britannia drop-off. Sandhill Disposal Services submitted the low bid for Caledon.
The successful bidders are responsible for transporting waste and recyclables such as tires, yard waste, scrap metal, drywall and wood collected at the Region's drop-off facilities. Projected savings for the first year of the contract, over the existing contract, is estimated to be $71,000.
The waste and recycling haulage bid is the third Regional service contract to be awarded through the Managed Competition process. The combined savings of all three managed competition contracts, including those for sewer cleaning and roadside maintenance, is expected to be approximately $400,000 over three years.
"I congratulate the winning bidders," Zamojc adds. "They have improved processes, sharpened their pencils and shown that they can compete and win in order to provide great service to the public."
Managed Competition is "a process where a public agency bids with the private sector for the right to deliver a well-defined package of services over a specified period of time." Jobs performed by Public Works staff and private contractors will be put through the Managed Competition process to determine the most cost effective and efficient service delivery to residents of Peel.
