West Brampton Reservoir, Pumping Station
and Transmission Main
Class Environmental Assessment

Notice of Completion

The Region of Peel, through their consultants, Earth Tech Canada, has completed the West Brampton Reservoir and Pumping Station and Transmission Main Class Environmental Assessment (Class EA) study. The study identifies the preferred location for the future West Brampton reservoir/pumping station site and transmission main alignment which will connect into the existing Meadowvale North Reservoir (see map). The Region's Water and Wastewater Servicing Master Plan, May 1999 (including 2002 Addendum), has identified the need to construct these water facilities in the Cities of Mississauga and Brampton to meet the demands of future development in West Peel. Construction of the project is expected to commence in late 2004 and be completed by the end of 2006.

The Process
The study has been conducted in accordance with the approved requirements of a Schedule "C" project as defined in the June 2000 Municipal Class EA document. The Class EA planning process for this project includes public and review agency consultation, an evaluation of alternatives, an assessment of the impacts of the proposed projects, and identification of measures to mitigate any adverse impacts.

Public Information Centre No. 1
A Public Information Centre (PIC) for this project was held on February 6, 2003 for this project to present the preliminary results to date, including the need and justification, recommended solution, and the alternative sites and alignments under consideration for public comment.

Public Information Centre No. 2
A second PIC was held October 30, 2003 to present the results of the evaluation process including the preliminary recommended transmission main route, which is based on following Heritage Road and extending from the existing Meadowvale North Reservoir. Alternative reservoir/pumping station sites were also presented for review and comment.

Public Information Centre No. 3
PIC No. 3 was held on February 5, 2004 to confirm the recommended transmission main alignment (Route B: Heritage Road) and recommended reservoir/pumping station site (Site 2A), which is situated on the west side of Mississauga Road between Highway 7 and Embleton Road (see map). Input received was considered and included in the final evaluation of transmission main alignments and reservoir/pumping station sites.

Environmental Study Report
The Environmental Study Report (ESR) has been prepared to document the planning and decision making processes followed. By this notice, the ESR is being placed on the public record for a 30-day calendar review period in accordance with the requirements of the Municipal Class EA. Subject to comments received as a result of this Notice and the necessary approvals, the Region of Peel intends to proceed with the detailed design and construction as documented in the ESR.
The Environmental Study Report will be available starting on Wednesday, March 24, 2004 for public review for 30 calendar days at the following locations:

Please provide written comments to Binu Korah at the Region of Peel within the 30 calendar day review period which will start on March 24, 2004 and end on April 22, 2004.

If concerns arise during the prescribed review period that cannot be resolved through discussion with the Regional Municipality of Peel, a person or party may request that the Minister of the Environment make an order for the project to comply with Part II of the Environmental Assessment Act. This would then subject the project to an individual environmental assessment. This request (commonly referred to as a Part II Order or "bump up" request) must be received within the above prescribed 30 calendar day review period by the Minister, at the address listed below. If no request is received by April 22, 2004, the Region may proceed with design and construction of the project as presented in the planning documentation.
