Notice of Project Completion

North Peel Groundwater System Upgrades (Caledon East and Palgrave) Class Environmental Assessment

The Region of Peel, through their consultant Earth Tech Canada Inc., has completed a study for improvements to North Peel’s existing municipal drinking water supply system, within the communities of Caledon East and Palgrave (see study area maps below). The improvements to the Caledon East and Palgrave municipal water supply systems include well system treatment upgrades (including iron removal and advanced disinfection) and building expansions at some Municipal Well locations (see map) to allow for new treatment equipment. The project also involves a watermain connection between Caledon East Well #2 and #3, and a watermain connection between Palgrave Well #2 and #3. The improvements will ensure that these water supply systems are in compliance with new regulations, including Ontario Drinking Water Regulation 170/03 and do not involve any increase to well pumping capacity.

The Process
The study has been conducted in accordance with the requirements of a Schedule ‘B’ project under the approved Municipal Class Environmental Assessment (Class EA) document (June 2000). The Class EA process includes public and review agency consultation, an evaluation of alternatives, an assessment of the potential environmental effects of the proposed improvements, and identification of reasonable measures to mitigate any adverse impacts that may result.

Public Information Centre
A Public Information Centre (PIC) for this project was held on May 18, 2004 to present preliminary results to date, including an evaluation of alternatives, an assessment of impacts and the recommended solution to improving North Peel’s existing municipal drinking water supply system, within the communities of Caledon East and Palgrave. Input received was considered and included in the final evaluation of transmission main alignments and well upgrade options.

Environmental Screening Document
An Environmental Screening Document (ESD) has been prepared to document the planning and decision-making processes followed for this project. The ESD includes a description of well system upgrade projects including implementation and how well systems will be in compliance as each project component is completed. By this notice, the ESD is being placed on the public record for a 30-day calendar review period in accordance with the requirements of the Municipal Class EA. Subject to comments received as a result of this Notice and the necessary approvals, the Region of Peel intends to proceed with tendering and construction as documented in the ESD.

The ESD will be available starting on Wednesday, May 11, 2005 for public review for 30 calendar days at the following locations:

Please provide written comments to either of the contacts below within the 30-calendar day review period, which will start on Wednesday, May 11, 2005 and end on Thursday, June 9, 2005 .

If concerns arise during the prescribed review period that cannot be resolved through discussion with the Regional Municipality of Peel, a person or party may request that the Minister of the Environment make an order for the project to comply with Part II of the Environmental Assessment Act. This would then subject the project to an individual environmental assessment. This request (commonly referred to as a Part II Order or “bump up” request) must be received within the above prescribed 30-calendar day review period by the Minister, at the address listed below. If no request is received by Thursday, June 9, 2005 , the Region of Peel may proceed with tendering and construction of the project as presented in the planning documentation.
