Notice of Study Commencement

Municipal Class Environmental Assessment for a
300 MM Diameter Watermain across the Humber River at Highway 50

The Regional Municipality of Peel has completed a Municipal Class Environmental Assessment (Class EA) to construct a 300 mm diameter water main across the Humber River at Highway 50 in Palgrave.  This work is being done as part of the Palgrave Water Supply system.

The Class EA has confirmed that the preferred method to construct a 300 mm diameter water main across the Humber River is by horizontal directional drilling or pipe ramming along the east side of the highway.

The Region has planned this project under Schedule ‘B’ of the Municipal Engineers Association (MEA) Municipal Class Environmental Assessment (2000).  The Class EA report has been prepared to document the planning and decision making processes involved.  By this Notice, the report is being placed on the public record for a 30-day review period in accordance with the requirements of the Municipal Class EA.  Subject to comments received as a result of this Notice and receipt of necessary approvals, the Region intends to proceed with the construction of this project in the spring of 2007.

The Class EA report is available for review at the following locations starting Wednesday, March 7, 2007.

Please provide written comments to Ms. Catherine Quan Fun, at the Region by Thursday, April 5, 2007.  During this 30-day review period, if concerns regarding this project cannot be resolved in discussion with the Region, a person or party may request that the Minister of the Environment make an order for the project to comply with Part II of the Environmental Assessment Act (referred to as a Part II Order), which addresses individual environmental assessments.  Requests must be received by the Minister at the address below by Thursday, April 5, 2007.  A copy of this request must also be sent to Ms. Catherine Quan Fun at the Region.  If no request is received by Thursday, April 5, 2007, the Region will proceed with the construction of this project as outlined in the Class EA report.
