Addendum to Environmental Study Report
In August 2004, the Region of Peel completed a Schedule C, Class Environmental Assessment (EA) study to determine the preferred site for a new elevated water tank and the preferred alignment for a feedermain to connect into the existing North Brampton Pumping Station and Reservoir. The Environmental Study Report for Mayfield West Reservoir/Elevated Tank and Feedermain was completed and the Notice of Completion was filed August 18, 2004.
On July 4, 2006, the Planning and Development/Policy Report 2006-43: Proposed Official Plan Amendment 208: The Mayfield West Secondary Plan was approved by the Town of Caledon Council. Furthermore, the Planning and Development/Policy Section Report 2006-49: Town of Caledon Population and Employment Forecasts and Allocations: Final Recommendations – OPA 203 – was also endorsed by Town of Caledon Council on August 1, 2006.
With the approval of these reports, the estimated 2021 population for the Mayfield West Area – Town of Caledon portion – increases by 3,900 people, from what was projected for the total service population for which the Class EA project used to calculate the elevated tank capacity. The approved OPA changes result in a total service population of 20,115 people, without accounting for industrial, commercial or institutional use. While the Town of Caledon employment forecasts were approved as part of the OPA 203, allocations among settlements were not provided; nevertheless, it is reasonable to assume that the industrial, commercial or institutional service that could be required is that of an equivalent population of 3,500 people.
To supply this extra demand, Regional staff reviewed the technical feasibility of increasing the elevated tank capacity. After considering different tank volumes, it was determined that a 9.2 ML tank would provide the most technically and cost effective alternative. Based on MOE Design Guidelines, it was concluded that a 9.2 ML tank offers sufficient capacity to service a maximum population of 23,670, which should occur by 2021.
This increase in size of the elevated tank is considered a significant modification to the project defined in the Class EA. Based on this, an addendum to the Class EA (completed in August 2004) has been completed for this change. In reviewing the impact of the increase in the population for the service area, it was determined that only the storage requirement part of the Class EA project required modification. Therefore, the revised project is only for the increase in the size of the elevated tank. The location of the elevated tank and the feedermain size will remain unchanged from that proposed in the original Class EA project.
The preferred location for the elevated tank is on the east side of Kennedy Road, between Old School Road and King Street. The Region has acquired the property (since completion of the original Class EA) and the site will not change as the site can handle the increase in size of the tank.
The Addendum to the Environmental Study Report has been completed and contains details on the revised project, including a discussion that no additional environmental impacts are anticipated from the revised project and no additional mitigation measures are proposed other than those identified for in the original ESR.
This Notice places the Addendum to the Environmental Study Report on public record for the mandatory 30-day review period. Subject to comments received as a result of this Notice and receipt of necessary approvals, the Region intends to proceed with construction as outlined in the Addendum.

Interested parties should provide written comments to Mr. Bill Turner, Project Manager, Region of Peel and to Mr. Brian Barber, Project Manager, GENIVAR Ontario Inc., by July 28, 2007.
If concerns regarding the revisions to the elevated tank project cannot be resolved in discussions with the Region, a person/party may request that the Minister of the Environment make an order for the project to comply with Part II of the Environmental Assessment Act (referred to as a “Part II Order”), which addresses individual environmental assessments. The Minister must receive requests, at the address below, for Part II Orders by August 17, 2007. A copy of the Part II Order request must also be sent to Mr. Bill Turner, Project Manager at the Region of Peel. If there are no Part II Order requests received, the Mayfield West Reservoir/Elevated Tank and Feedermain Project will proceed to the construction phase as presented in the Environmental Study Report (original and revised).
