Expansion of the Lakeview Water Treatment Plant
Schedule C Class Environmental Assessment

In September of 2007, the Region of Peel initiated a study to determine a preferred solution to the required second phase of expansion of the Lakeview Water Treatment Plant (WTP). The need for this project was identified in the Region of Peel Master Plan (1999) and Addendum (2002) in order to meet the water–servicing needs in the Region of Peel. The purpose of this study was to determine a preferred approach to expanding the Lakeview WTP to meet demands for increased water treatment capacity. Based on a detailed evaluation process, public and agency feedback the preferred solution for the Lakeview WTP phase 2 expansion is to provide additional capacity through advanced treatment technology which includes ozone, biologically activated carbon contactors and membranes. The expansion will also include the construction of a new administration facility, high and low lift pumps an expansion of the standby power and a rerating of the existing conventional treatment process to provide improved water quality.

This study was undertaken to meet the requirements of the Municipal Class Environmental Assessment (EA) process.  This study is categorized as a Schedule C Class EA project and therefore requires that an Environmental Study Report (ESR) be prepared.  The study is now completed and the ESR has been distributed for public viewing.

Subject to comments received as a result of this Notice, and the receipt of necessary approvals, the Region of Peel intends to finalize the Detail Design and proceed with construction of this project. If concerns arise regarding this project that cannot be resolved in discussion with the Region of Peel, a person or party may request that the Minister of the Environment make an order for the project to comply with Part II of the Environmental Assessment Act (referred to as a Part II Order), which addresses individual environmental assessments. Requests must be received by the Minister within 30 calendar days of this Notice at the following address:

A copy of the request must also be sent to the Region of Peel's Project Manager. If there is no request received by Sept. 5, 2008, the expansion of the Lakeview WTP will proceed on the basis presented in the project file.
