Alloa Reservoir and Pumping Station and Feedermain
Municipal Class Environmental Assessment Study

Study AreaThe Study
The Region of Peel, through its consultant AECOM, has completed a Municipal Class Environmental Assessment (Class EA) study to identify a suitable site for the proposed Alloa reservoir and pumping station and associated feedermain route. The Region’s Water and Wastewater Master Plan Update (2007) confirmed the need for these works, which are to be in place by 2014 to service future approved growth in west-central Peel Region.

The Process
The study was conducted in accordance with the requirements for a Schedule ‘C’ project under the Municipal Engineers Association Municipal Class EA (October 2000, as amended in 2007), which is an approved process under the Ontario Environmental Assessment Act. The Class EA process included public and review agency consultation, an evaluation of alternatives, an assessment of the potential environmental effects of the proposed improvements, and identification of reasonable measures to mitigate any adverse impacts that may result.

Public Open Houses
The first Public Open House was held on May 15, 2007 to present background information on the study, including project justification, alternative solutions and the evaluation criteria that were subsequently used to identify the preferred alternatives. The second Public Open House was held on June 18, 2008 to present the results of the evaluation, including the recommended reservoir and pumping station site and associated feedermain route, potential impacts and proposed mitigation measures.

Recommendations
The recommended feedermain route will extend northerly from the intersection of Mississauga Road and Bovaird Drive (formerly Highway 7) and connect to the new Alloa reservoir and pumping station to be located off of Mayfield Road in the Town of Caledon (see map).

Environmental Study Report
An Environmental Study Report (ESR) has been prepared to document the planning process followed, including conclusions and recommendations, and how public input was received and considered. The ESR will be available for public review for a review period of 45-calendar days, starting on Dec. 12, 2008 and ending on Jan. 26, 2009.

Comments
Interested parties should provide written comments to Ms. Italia Ponce (see contact information below), within the 45-calendar day review period. If concerns arise regarding this project that cannot be resolved, a person/party may request that the Minister of the Environment make an order for the project to comply with Part II of the Environmental Assessment Act (commonly referred to as a Part II Order or “bump up” request), which addresses individual environmental assessments. The Minister must receive requests for Part II Orders, at the address below, by Jan. 26, 2009.
