NOTICE OF REVISED PROJECT LIMITS
WINSTON CHURCHILL BOULEVARD
1200 Metres South of Ballinafad Road/32nd Sideroad to
Olde Base Line Road (Regional Road 12)
CLASS ENVIRONMENTAL ASSESSMENT
The Study: The Regional Municipality of Peel, along with the County of Wellington and Region of Halton is carrying out a Class Environmental Assessment (EA) Study of Winston Churchill Boulevard from 1200 metres south of Ballinafad Road/32nd Sideroad to 300 metres north of Ballinafad Road/32nd Sideroad, including the intersection of Winston Churchill Boulevard. The Study is required to address potential improvements to Winston Churchill Boulevard.
North Extension of Study limits: The Study Area has now been extended to include the portion of Winston Churchill Boulevard northerly to Olde Base Line Road. These improvements would not be for the purpose of accommodating truck traffic and, in any event, Winston Churchill is not part of the haul route being proposed as part of the Rockfort Quarry application.
The Study Process: The Study is being carried out in accordance with Schedule ‘C’ of the Municipal Engineers Association (MEA) Municipal Class Environmental Assessment (October 2000, amended 2007). Upon completion of the Study, an Environmental Study Report (ESR) will be filed and placed on public record. Notification regarding the completion and availability of the ESR will be provided at a later date.
Public Consultation: At the first Public Information Centre (PIC) for the original limit held in September 2006, the needs and justification for the possible improvements to the existing corridor of the original Study limits were presented along with an evaluation of potential impacts on the natural and social environment. The second PIC was held in June 2007 when the Study team prepared alternative design solutions, which presented the preferred design alternative for public review and comment. Following Public Information Centre #2, the design was re-examined and the study area limits extended based on comments provided by the public. A third Public Information Centre will be held to inform the public of the design changes to further mitigate impacts and to review the northerly extension. Notification will be provided by means of a similar newspaper advertisement and direct notification to those on the project mailing list.
The Importance of Public Input: Public consultation is vital to this Study. We want to ensure that anyone with an interest in this Study has the opportunity to be involved and to provide input before a preferred design alternative for the road improvements is selected. A further notice will be sent out with the date and location of the third PIC for the original limit and for the new extension of the limits to Olde Base Line Road in association with this Study.
