NOTICE OF STUDY COMPLETION
Clarkson Wastewater Treatment Plant Municipal Class Environmental Assessment

The Study

The Regional Municipality of Peel (the Region) has completed a Schedule “C” Class Environmental Assessment (Class EA) study for the expansion of the Clarkson Wastewater Treatment Plant (WWTP) from the current capacity of 200 million litres per day (MLD) to a capacity of 350 MLD. The proposed expansion will treat expected flows from West Central Peel Region and offers the Region the opportunity to satisfy future servicing and regulatory requirements on a regional basis. All expansion works will take place on the existing WWTP property (see map).

Study Area

The Process

The study was conducted in accordance with the requirements for Schedule “C” projects as described in the Municipal Engineers Association’s Municipal Class Environmental Assessment (EA) document (October 2000, as amended in 2007). The Class EA process included public and review agency consultation, evaluation of alternative design concepts, assessment of the impacts of any proposed undertakings, and identification of reasonable measures to mitigate any adverse impacts.

Public Information Centres # 1 and 2

Public Information Centre (PIC) # 1 was held on Nov. 26, 2007 and presented study background, including the need and justification for the project, alternative design concepts and evaluation criteria.

PIC # 2 was held on June 5, 2008 and presented the evaluation of alternative design concepts as well as the recommended design concept and proposed mitigation measures.

Environmental Study Report

An Environmental Study Report (ESR) has been prepared to document the planning process followed, including conclusions and recommendations, and how public input was received and considered. The ESR will be available for public review for a period of 30-calendar days, starting on March 25, 2009 and ending on April 23, 2009.

Comments

Interested parties should provide written comments to Ms. Wendy Teufel (see contact information below), within the 30-calendar day review period.

If concerns arise regarding this project that cannot be resolved, a person/party may request that the Minister of the Environment make an order for the project to comply with Part II of the Environmental Assessment Act (commonly referred to as a “Part II Order”), which addresses individual environmental assessments. The Minister must receive requests for Part II Orders, at the address below, by April 23, 2009.
