Study and Process
The Mayfield Road Environmental Study Report (ESR) was filed on the public record in May 2004 and was subsequently approved by the Ministry of the Environment. The ESR determined that six-laning of Mayfield Road (Regional Road 14), between Dixie Road and Airport Road would not be required until the year 2020, and therefore recommended that property be initially acquired only for four-laning.
The Region has subsequently realized that costs and disruption associated with major construction (i.e. utility relocation, widening structures, property acquisition, etc.) twice within a ten-year time frame will be substantial. As such, the Region is undertaking the current ESR Addendum to address the following:
- Confirm the need to widen Mayfield Road to six lanes between Dixie Road and Airport Road;
- Seek approval for the six-lane design;
- Examine the benefits of acquiring property at this time based on a six-lane widening; and,
- Place utilities and major structures at the ultimate configurations.
The addendum is being undertaken in accordance with the Municipal Class Environmental Assessment process (October 2000, as amended in 2007) for Municipal Road Projects (Schedule C). Upon completion, the ESR Addendum will be submitted to the Ministry of Environment and be available for public viewing for a 30 day period. A further public notice advising of the completion of this Addendum and submission to the Ministry of the Environment will be published at that time.

A Public Information Centre (PIC) is being held to review study background and objectives, need and justification, design alternatives, and the preferred alternative. The PIC will consist of an informal drop-in centre where attendees will have the opportunity to meet the project team, ask questions and provide comments and information.
The recommended design concept consists of an ultimate six lane urban cross-section with 5.5 metre centre median (widened equally about the existing centre line). As part of the initial four lane widening, it is proposed that major drainage structures be constructed initially to accommodate the ultimate six lane design, and property be acquired on the south side of Mayfield Road to accommodate grading, utility relocations (including hydro poles) and a multi-use trail in its ultimate location.
