King Street
(Regional Road 9) Improvements
From Humberlea Road to Peel/York Boundary
Class Environmental Assessment Study
The Study
The Regional Municipality of Peel has completed a Municipal Class Environmental Assessment (EA) for the reconstruction and urbanization of King Street (Regional Road 9), from Humberlea Road to the Peel/York Boundary. The site location and approximate extent of the Study Area are shown on the Plan provided.
This study was carried out in accordance with the requirements of a Schedule “B” undertaking as outlined in the Municipal Engineers Association Municipal Class Environmental Assessment document (2000, as amended in 2007).
The Process and Preferred Alternative
The Class EA process included evaluation and assessment of alternative solutions and designs and selection of the preferred alternative and design with public and review agency consultation.
The preferred alternative identified is the “two-lane reconstruction”, which includes the reconstruction and urbanization of King Street. The Project is not intended to increase the capacity of King Street. Features of the two-lane reconstruction include:
- New asphalt pavement,
- Concrete curbs and gutters including storm sewers as required,
- Boulevards on both sides of King Street along full study corridor with improved pedestrian movement.
- Consideration of boulevard trees and streetlighting, and
- Consideration of left-turn lanes at Farmers Lane and Sneath Road.
A Project File Report (“PFR”) has been prepared to document the planning and decision making process and by this notice is being placed on public record for review at the following locations for 30 calendar days, beginning May 20, 2009 and ending June 19, 2009:

All comments or concerns may be brought to the attention of Mr. Hitesh Topiwala, Region of Peel Project Manager. Anyone who has any outstanding concerns with the project, which cannot be resolved in discussions with the Region of Peel, may request that the Minister of the Environment make an order for the project to comply with Part II of the Environmental Assessment Act, which addresses the individual environmental assessment by submitting a written request to the Ministry of Environment at the following address:

A copy of the Part II Order requests must also be sent to the Region of Peel Project Manager. If no Part II Order (bump-up) requests are received within the 30 day review period (by June 19, 2009, at 4:30 p.m.), the Region may proceed to detailed design and construction of the project as outlined in the PFR.
