Notice of Study Commencement
Municipal Class Environmental Assessment
Airport Road Reservoir Expansion and Pump Upgrade
The Study
The Regional Municipality of Peel is initiating a Municipal Class Environmental Assessment (EA) for the Airport Road Reservoir Expansion and Pump Upgrades. The study area is bounded by Automatic Road to the south, Humberwest Parkway to the east, Cottrelle Boulevard to the north and Airport Road to the west. The existing facility is located on Cottrelle Blvd east of Airport Road, Brampton, Ontario. The approximate limits of the study area are illustrated on the map.
The objective of this Class EA study is to assess the construction impacts within the study area. The impacts associated with upgrades and expansion of the above-noted facility include those presented below.
The requirement for expanding pumping and storage capacity was identified in the 2007 updates to the Region of Peel Water and Wastewater Servicing Master Plan for the Lake Based System. The required upgrades will be designed and constructed to meet the approved projected water demands within the serviced areas as per the Master Plan.
The proposed project includes increasing pumping capacity as well as expansion of the existing reservoir, addition to the existing surge control building and related equipment. Additional requirements include provision for supplementary emergency standby diesel power and miscellaneous upgrades to the electrical and control systems. All of these upgrades are proposed to be completed within land currently owned by the Regional Municipality of Peel.
The Process
The study is being conducted in accordance with the approved requirements for a Schedule “B” project as described in the Municipal Engineers Association's Class Environmental Assessment (EA) document dated October 2000, as amended in 2007. The Class EA process will include public review and agency consultation. Expansion alternative solutions will be analyzed and evaluated based on the following factors:
- Engineering and Public Safety
- Natural Environment
- Social Environment
- Economic Environment
- Cultural Environment
Public Consultation
Public consultation is vital to the success of this study and we want to ensure that anyone interest ed in this study has the opportunity to get involved and provide input. The Region plans to hold one Public Information Centre (PIC) during the study. The PIC will provide background information on the study, comparative analysis of various alternatives and design concept, and the technically preferred alternative and design concept. Representatives from the Region will be present at the PIC to answer questions about the study. Notifications will be provided at the appropriate times by means of a similar advertisement.
Upon completion of this study, the Project File Report will be submitted to the Ministry of the Environment and made available for public review for a period of 30 days. Subject to comments received and the receipt of necessary approvals, the Region intends to proceed with the detailed design and construction of this project.
Pumping Station upgrades are expected to start by the end of 2009 followed by construction of reservoir expansion. All construction is expected to be completed by 2012.
