Notice of Filing of Addendum
Mayfield Road From Dixie Road to Airport Road City of Brampton,
Town of Caledon Region of Peel

In May 2004, the Region of Peel completed a Schedule ‘C’ Class Environmental Assessment (Class EA) for improvements to Mayfield Road between Heart Lake Road and Airport Road. The Class EA identified the need to widen Mayfield Road (Regional Road 14) to 4 lanes between Dixie Road and Airport Road by 2012 and 6 lanes by 2021. Furthermore, that initially property be acquired only for the 4 lanes.

In 2006, the Region initiated detail design of Mayfield Road between Dixie Road and Airport Road. During the detail design process, it became apparent that there will be substantial costs associated with the need to relocate utilities and widening structures over existing watercourses twice within a ten year period (first to accommodate 4 lanes, then 6 lanes). It was also determined that a sidewalk and full illumination should be provided along the roadway as part of the initial 4 laning.

As such, in April 2008 the Region of Peel initiated the current Addendum to the ESR to confirm the timing of the need for 6 lanes; to examine roadway widening and improvement options for Mayfield Road; and, if deemed the preferred solution, to seek approval for the future 6 laning configuration. The study included public and review agency consultation, an evaluation of alternatives, an assessment of the impacts of the proposed improvements, and identification of measures to mitigate any adverse impacts.

The recommended design concept consists of a 6 lane urban cross-section with 5.5 metre centre median (widening equally about the existing centreline). It is proposed that 4 lanes be constructed initially, with major drainage structures built to accommodate the future 6 laning and property acquired on the south side of Mayfield Road to accommodate grading, utility relocations (including hydro poles) and a multi-use trail in its ultimate location.

By this Notice, the ESR Addendum is being placed on public record for a 30-day review period, in accordance with the requirements of the Municipal Class EA process. Subject to comments received as a result of this Notice and the necessary approvals, the Region of Peel intends to proceed with the detail design and construction phase as documented in the ESR Addendum. Please note that only the changes proposed in the Addendum are open for review.

The Environmental Study Report Addendum will be available for public review at the following locations during normal business hours (Monday to Friday, 8:30 a.m. to 4:30 p.m.) starting on November 23, 2009 for 30 calendar days:

If concerns regarding the revisions to the study arise during the prescribed review period that cannot be resolved through discussion with the Regional Municipality of Peel, a person or party may request that the Minister of Environment make an order for the project to comply with Part II of the Environmental Assessment Act. This would then subject the project to an Individual Environmental Assessment. This request (commonly referred to as a Part II Order) must be received within the above prescribed 30 calendar day review period by the Minister, at the address listed below and copied to Mr. Willy Lising at the Region of Peel. If no request is received on or before Tuesday, Dec. 22, 2009, the Region may proceed with detail design and construction of the project.
