Mississauga City Centre (MCC) Watermain Municipal Class Environmental Assessment

The Study

The Region of Peel (the Region), through their consultant AECOM, has completed a
Municipal Class Environmental Assessment (Class EA) study to identify the preferred route for a new large diameter municipal water pipe in the City of Mississauga. This 1.2-metre diameter pipe, called the Mississauga City Centre (MCC) Watermain, is needed to support planned intensification in the City of Mississauga, specifically to provide additional municipal water supply capacity to the MCC area.

The Process

The study was conducted in accordance with the requirements for a Schedule “B”
project, but generally followed a Schedule “C” planning process, under the Municipal Engineers Association’s Municipal Class Environmental Assessment (EA) document (October 2000, as amended in 2007), which is an approved process under the Ontario Environmental Assessment Act. The Class EA process included public review and agency consultation, an evaluation of watermain routing alternatives, an assessment of the potential environmental effects of the proposed improvements, and identification of reasonable measures to mitigate any adverse impacts that may result.

This Municipal Class EA is also addressing the requirements of the Ontario Realty
Corporation (ORC) Class EA process with respect to anticipated land acquisitions/easements required from the ORC.

Recommendations

The recommended works involve construction of a new 1200-mm (1.2-metre) diameter watermain that will extend from the Hanlan Reservoir and Pumping Station along Tomken Road, Eastgate Parkway and Cawthra Road to its final connection point with the existing distribution system located at Cawthra Road and Burnhamthorpe Road East (see map).

Construction is scheduled to start in 2012 and will be coordinated with construction of the new Hanlan Feedermain. It is expected that construction will cause temporary traffic disruptions, including moving lane restrictions along the preferred route. The Region will continue to inform the public of construction plans as this project proceeds.

Environmental Study Report

An Environmental Study Report (ESR) has been prepared to document the planning process followed, including conclusions and recommendations, and how public input was received and considered. The ESR will be available for public review for a period of 30 calendar days, starting on March 18, 2010 and ending on April 16, 2010.

Comments

Interested parties should provide written comments to Mr. Martin Pendlebury (see contact information below), within the 30 calendar day review period. If concerns arise regarding this project that cannot be resolved, you may request that the Minister of the Environment make an order for the project to comply with Part II of the Environmental Assessment Act (commonly referred to as a Part II Order or “bump up” request), which requires a proponent to complete an individual Environmental Assessment. The Minister must receive requests for Part II Orders, at the address below, by April 16, 2010.
