The Region's 'Behind the Scenes' Road Construction Planning

The construction phase of a project is the final stage of the planning process. Here is what Peel does behind the scenes before a road project can begin.

Environmental Assessment (EA) Process

  • A provincially mandated, public process that requires municipalities to undertake a detailed assessment of environmental and community factors impacted by the proposed improvement.
  • On the average, this takes 12 to 18 months to complete.

Detail Design Phase

  • The physical design of the project is planned in consultation with community agencies such as conservation authorities, area municipalities, provincial agencies, and utility companies.
  • Any major structures such as bridges, culverts or railway crossings are also designed.
  • 70 to 80 per cent of the detail design must be completed in order to confirm and quantify in detail what property needs to be acquired.
  • Depending on the project's complexity, this can take up to a year to complete.

Property Acquisition

  • This stage includes the purchase of private property needed for the improvement.
  • This could include part of a property or in some instances, full buyout of properties.
  • This process takes from eight months to two years to complete.

Utility Relocation

  • Telephone, hydro, gas, and cable services within the construction corridor require relocation. Where possible, this work is completed prior to or during construction, but is dependent on the completion of the property acquisitions.

Tender and Contract Award

  • Contractors submit tenders for the upcoming work to be done and the job is awarded to the pre-qualified lowest bidder.
  • This can take from six to eight weeks.

Construction Begins

  • Work on the project generally begins two to three weeks after the contract has been awarded and announced.
