Long Combination Vehicle (LCV) Program in Peel

The Ontario Ministry of Transportation (MTO) was mandated to develop a restricted Long Combination Vehicle (LCV) program in June 2008. MTO launched the one year LCV pilot program in August 2009 with the intention of issuing 100 permits to 50 qualified carriers over the course of this period, ending on November 30, 2010. To date, 78 permits have been issued to 39 carriers.

What is a long Combination vehicle (LCV)

In Canada, any combination of vehicles over 25 metres overall length is considered to be an LCV. Ontario LCVs are made up of a tractor pulling two full-length semi-trailers up to 40 metres overall length.

Advantages of the Program

  • LCV's are expected to provide economic and environmental benefits such as delivering goods at lower costs and reducing the amount of fuel used.

  • Using less fuel means LCV's reduce greenhouse gas emissions by approximately one-third.

  • LCV's have been on the road in Western Canada, Quebec, and more than 20 American states for decades. They have an excellent safety record with fewer collisions reported than single-trailer trucks.

  • Studies show that LCV's had 60 per cent fewer collisions than conventional tractor-trailers (source is 2005 Alberta study).

  • Each LCV removes two 23 metre length tractor semi-trailer combinations and replaces them with a single tractor hauling two 16.2 metre trailers totalling 40 metres in length.

  • LCV's are restricted to where and when the vehicles can travel, what they can carry, and harmonizes Ontario and Quebec's trucking regulations. Ontario's safety rules will exceed those in most other jurisdictions.

  • This program is the result of consultation with public safety and municipal stakeholders, as well as representatives from the trucking and manufacturing industries.

The Ministry of Transportation is expanding the LCV program with a controlled increase in the number of permits for a limited number of commercial operators to pull two full-sized trailers - referred to as long combination vehicles (LCVs) - on designated Ontario highways.
