Noise Attenuation Walls

Noise attenuation walls are administered under Regional Policy No. W30-04.

Noise Level Requirements

Generally, existing residential properties with reversed frontage on a Regional road and experiencing a daytime noise level equivalent to 60 decibels or higher during daytime hours (between 7 a.m. and 11 p.m.) are eligible for a noise attenuation wall under the local improvement process.

Construction CriteriaNoise Attenuation Wall

Noise attenuation walls are constructed of masonry, wood, or Region-approved composite materials with due consideration to the streetscape and future maintenance requirements. The Region may consult the public prior to construction, but the final decision on the type of wall constructed resides with the Region.

The Region constructs noise attenuation walls with the centreline a minimum of 300 millimetres (12 inches) on the public side of the property line and only where rear yards abut a Regional road.

Installation of private side yard fencing not abutting a Regional road is the sole responsibility of the property owner.

Assessment and Cost Sharing

The Region assesses residential properties affected by a proposed noise attenuation wall based on a reverse frontage rate. Reverse frontage is the rear or side lot length abutting a Regional road.

Region staff determines the reverse frontage rate based on the estimated project cost and total assessable reverse frontage. There is no limitation on the length of assessable reverse frontage.

The Region bases a property owner's final assessment on their share of 50 per cent of the actual project cost, with the remaining 50 per cent paid by the Region of Peel. The owners are responsible for paying 100 per cent of the portions of the wall on private property.

Cost information on the petition reflects estimates by Region staff. The exact wall height, wall material, and final costs to the owners is determined and finalized once the Region awards the tender for the project.
