  • Investing for Resilience
    Community Investment Strategy Review

    In 2008, the Region of Peel jointly with United Way of Peel Region completed a broad community consultation around our individual funding priorities.  Through the consultation the community encouraged us to approach things differently and to look at investment as both financial (Community Programs Fund) and through other areas of need outlined in the Community Investment Strategy Review report. 

    Aside from community investment, through the Region’s Community Programs Fund, the community asked that we:

    • Develop joint funding priorities with United Way, to support community needs and outcomes
    • Work with community agencies to enhance their ability to measure outcomes at both the program and community level
    • Build capacity within each priority area from both the individual, family and neighbourhood/community perspective
    • Assist in strengthening human service agencies’ organizational capacity and the capacity of Peel’s non-profit leaders both current and future
    • Streamline funding processes by exploring joint applications and/or reporting processes with United Way
    • Support the community’s desire for broader, community-wide planning
    • Continue our leadership and advocacy roles. 

    Staff is currently reviewing Peel Region’s Community Programs Fund in relation to the feedback outlined in the Community Investment Strategy Review. Recommendations will be made to the Regional Grants Ad Hoc Committee for 2010.

    Community Programs Funding

    The Human Services department administers the Region’s Community Programs Funding. Previously known as Regional grants, this funding has been available to many non profit social service agencies and agricultural organizations throughout Peel since 1974.

    Who Can Apply?

    Non-profit, charitable organizations in Peel that provide social programs and services can apply to the Region for funding under Community Programs Funding.

    Funding Categories


    Multi-Year Operating Funding Renewable Project Funding
    (formerly known as One-Year Program Funding)

    Application Not Available for 2009
    Multi-Year Operating Funding is available for general operating and core programming for agencies that:

    • have been incorporated for a minimum of five years, and

    Fund Allocation
    Funding is allocated for up to three years and is subject to annual performance reviews and Council approval.

    Funding 2007 - 2009
    Thirty community-based social service agencies and seven agricultural organizations in Peel receive ongoing funding under this category.

    Regional Council approved the one year extension of currently funded Multi-Year Operating (2007-2009) organizations.  This funding extension will be for 2010 which will allow staff an opportunity to review the Community Investment Strategy Review and incorporate the communities’ recommendations within our granting program.

    Renewable Project Funding is available for programs or new models of service delivery that respond to emergent needs and Regional priorities.

    • Availability of this category of funding will vary from year to year depending on the annual budget.
    • Regional funding priorities outlined in the Investing for Resilience – Community Investment Strategy Review report attached.

    • Agencies must be incorporated and have been providing services in Peel for a minimum of two years.
    • Applicants may be sponsored by a lead agency that meets the noted eligibility criteria as outlined in the guidelines.
    • Maximum funding amount is $20,000.
    Funding 2009
    Twelve community organizations received one-year funding support for programs in Peel to assist seniors, youth, newcomers, individuals with learning disabilities and violence prevention.
    The Strengthening Organizational Effectiveness Fund (SOEF)

    In addition the Region of Peel and United Way of Peel jointly fund The Strengthening Organizational Effectiveness Fund (SOEF).

    The Strengthening Organizational Effectiveness Fund is a capacity building tool that is available to eligible organizations. Organizations who have completed the organizational capacity self assessment tool are eligible to apply for financial assistance to aid with the costs of implementing their capacity building plan. This grant program is a component of an overall strategy to assist agencies in Peel to enhance their organizational capacity. 

    Organizations may be funded for a second phase subject to the successful completion of phase one project outcomes and a clear demonstration of organizational enhancement as a result.  However, priority will be given to first-time phase one applicants.

    Funding is awarded four (4) times a year with a maximum of $20,000 per grant:

    • January 2
    • April 1
    • July 2
    • October 1

    Community Response Fund

    The Regional Municipality of Peel recognizes the additional challenges non-profit social service organizations are facing as a result of our communities current economic pressures. As a result Regional Council approved $400,000 in additional funding focused at supporting Peel community agencies in 2009 under the Community Programs Fund. This funding is the Region’s response to the impact that the economic downturn is having on services that support individuals, families, children and our neighbourhoods.

    The Community Response Fund is a short term, time limited fund that aims to provide an immediate response to those organizations experiencing cost and demand pressures that are placing considerable stress on key community-based critical human services as a result of the recession.
