    Community Investment Strategy Review

    During 2007 and 2008, the Region of Peel jointly with United Way of Peel Region completed a broad community consultation around our individual funding priorities.  Through the consultation the community encouraged us to approach things differently and to look at investment as both financial (Community Investment Fund) and through other areas of need outlined in the Community Investment Strategy Review report. 

    Aside from community investment, through the Region’s Community Investment Fund, the community asked that we:

    • Develop joint funding priorities with United Way, to support community needs and outcomes
    • Work with community agencies to enhance their ability to measure outcomes at both the program and community level
    • Build capacity within each priority area from both the individual, family and neighbourhood/community perspective
    • Assist in strengthening human service agencies’ organizational capacity and the capacity of Peel’s non-profit leaders both current and future
    • Streamline funding processes by exploring joint applications and/or reporting processes with United Way
    • Support the community’s desire for broader, community-wide planning
    • Continue our leadership and advocacy roles. 

    The Region continues to link our Community Investment Fund to the Investment Strategy as a result the following funding opportunities are available.

    Community Investment Funding

    The Human Services department administers the Region’s Community Investment Funding. Previously known as Regional grants, this funding has been available to many non profit social service agencies and agricultural organizations throughout Peel since 1974.

    Who Can Apply?

    Non-profit, charitable organizations in Peel that provide social programs and services can apply to the Region for funding under Community Investment Funding.

    Funding Categories


    Multi-Year Operating Funding
    2011-2013
    Renewable Project Funding 2012
    (formerly known as One-Year Program Funding)

    Applications open every three years. Next round of funding will open in 2013.

    Multi-Year Operating Funding is available for general operating and core programming for agencies that:

    • have been incorporated for a minimum of five years, and

    Fund Allocation
    Funding is allocated for up to three years and is subject to annual performance reviews and Council approval.

    Funding 2011 - 2013
    Forty-one community-based social service agencies in Peel receive ongoing funding under this category, totalling over 2.8 million.

    Updated guidelines will be posted closer to the next application date.

    2012 APPLICATIONS DEADLINE IS SEPTEMBER 12TH, 2011 AT NOON.

    Renewable Project Funding is available for programs or new models of service delivery that respond to emergent needs and Regional priorities.

    • Availability of this category of funding will vary from year to year depending on the annual budget.
    • Regional funding priorities outlined in the Investing for Resilience – Community Investment Strategy Review report attached.

    • Agencies must be incorporated and have been providing services in Peel for a minimum of two years.
    • Applicants may be sponsored by a lead agency that meets the noted eligibility criteria as outlined in the guidelines.
    • Maximum funding amount is $35,000.

    Funding 2011
    Nine community organizations received one-year funding support for programs in Peel to assist seniors, youth, newcomers, individuals with learning disabilities and violence prevention.

    2012 Renewable Project Fund Application Guidelines

    The Strengthening Organizational Effectiveness Fund (SOEF)

    In addition the Region of Peel and United Way of Peel jointly fund The Strengthening Organizational Effectiveness Fund (SOEF).

    The Strengthening Organizational Effectiveness Fund is a capacity building tool that is available to eligible organizations. Organizations who have outlined a capacity plan are encouraged to apply for financial assistance to aid with the costs of implementing their capacity building plan. This grant program is a component of an overall strategy to assist agencies in Peel to enhance their organizational capacity. 

    Organizations may be funded for a second phase subject to the successful completion of phase one project outcomes and a clear demonstration of organizational enhancement as a result.  However, priority will be given to first-time phase one applicants. Maximum funding $20,000 per grant.
