Preventing Homelessness in Peel Program
What is Preventing Homelessness in Peel (PHIPP)
PHIPP provides eligible residents of the Region of Peel with the following assistance:
- Landlord and tenant mediation
- First and Last months rent
- Rental, mortgage and utility arrears
- Moving expenses
The goal of this program is to prevent homelessness by assisting individuals and families with rental/mortgage arrears, energy emergency assistance and to aid in securing affordable accommodations.
PHIPP consists of three separate funding sources

Eligibility – Who Qualifies
Families and Individuals who are residents of Peel and are:
- in a financial crisis and under threat of eviction
- homeless or living in temporary shelter
- have no other options
Clients of Ontario Works (OW) and Ontario Disability Support Program (ODSP) are not eligible for PHIPP but may be able to receive help by contacting their Caseworker.
How to Apply?
For an assessment contact Ontario Works in Peel at 905-793-9200 and press 1 (TTY and toll-free numbers at the top).
Clients will be asked questions about their situation including income, expenses, assets, living situation and family members.
