Region of Peel’s Position Paper for the Ontario Social Assistance Review

Ontario’s social assistance system has experienced a number of changes since its last major review in the 1980s, resulting in a complex system with as many as 800 rules. In its 2008 Poverty Reduction Strategy, the Ontario government committed to reviewing social assistance with a focus on removing barriers and increasing opportunities for people to work.
In July 2011, the Peel Poverty Reduction Strategy Committee held a forum to engage community members in a consultation regarding changes to Ontario’s Social Assistance review. The result was a position paper of recommendations that was submitted to the Commission for the Review of Social Assistance in Ontario. The Commission’s report of recommendations will be released in June 2012.

Between 2001 and 2006, Peel was one of three municipalities (along with York and Durham), out of a total of twenty-four FCM QOLRS municipalities, to record an increase in core housing need.

We support Welfare and Labour Market Reforms that enable low income or vulnerable individuals to find meaningful work, that support full participation in the community and the workforce by new immigrants, and that reduce child poverty by ensuring all Peel residents can gain and maintain sustainable work and have an income above the poverty line.

Poverty is a serious problem in Peel. In 2006, 15% of Peel’s population or 167,000 people were living below the Low Income Cut-off, up from 11.5% or 115,000 in 2001. The Peel Poverty Strategy Committee has been formed in response to this growing problem. It is chaired by the Region of Peel and United Way Peel Region and comprised of a diverse number of agencies, grassroots organizations, stakeholders as well as local governments committed to reducing poverty in the region.
